(KGTV) - A convicted child molester may become the latest sexually violent predator to be released to East San Diego County.The Department of State Hospitals proposed Tuesday to place Herman Smith, 71, at 42920 Desert Rose Ranch Road in Jacumba Hot Springs.Smith has convictions dating back to 1993 for rape by force, rape of a drugged victim, oral copulation with a minor under 14, and sodomy with a person under 14, according to the Megan’s Law website.Supervisor Dianne Jacob slammed state officials in response to the relocation, saying they "have no shame." 598

(KGTV) — A family-owned Mexican restaurant in La Jolla that was a local favorite for 52 years has officially closed its doors.On Monday, crews began clearing out Su Casa Mexican restaurant on La Jolla Blvd. The restaurant, known for its margaritas and fresh guacamole prepared at the table, opened in 1967."I feel like I'm losing a lot of my own history. It's really sad," said longtime customer Eric Lind.Lind estimated that he and his family ate at Su Casa roughly 200 times since the 1970s."It was just the food, the hospitality, and the ambiance. Everything about it, the whole package, it was just special," he said.On Facebook, dozens of customers posted farewells and memories. "My now-husband of nearly 25 years asked me to marry him after dinner at Su Casa on June 17, 1994. You're part of our story," one woman wrote.A note posted on the door of the Spanish-style building said after more than half a century, the owner and the restaurant "are ready to retire." The owner told the La Jolla Light he was seeking a buyer for the property. The City Council approved a mixed-use redevelopment for the site in 2017 that would include housing and commercial space.Several employees worked at the restaurant for decades. KILLEEN, Texas — Officials at Fort Hood say they have formally opened an investigation into allegations that Pfc. Vanessa Guillen was sexually harassed prior to her disappearance.Guillen was last seen at Fort Hood on April 22 between 11:30 a.m. and 12:30 p.m. in the parking lot of her Regimental Engineer Squadron Headquarters. She hasn't been seen or heard from since.The announcement comes days after officials at Fort Hood said there was no credible evidence of sexual assault against Guillen.Third Cavalry Regiment commander, Col. Ralph Overland, has appointed an investigating team to look into the allegations. The investigators will gather the evidence and present findings to Overland for review upon completion."I opened an investigation concerning the information provided by the Guillen Family that Pfc. Vanessa Guillen was harassed prior to her disappearance," Overland said in a statement. "I take allegations of sexual harassment very seriously and we are conducting a thorough investigation."Army Criminal Investigation Command is offering a reward of up to ,000 for information regarding Guillen's whereabouts. Karen Mallard, a Virginia teacher who is also one of many Democrats challenging Rep. Scott Taylor for seat representing Virginia's second district, recently posted a video of her sawing an AR-15 apart. She said she did it to take a "a personal stand for gun safety," and is not backing down."We own the gun so we destroyed it and took it straight to the police department and dropped it off. I wanted there to be one less gun and to do something about gun violence," said Mallard.The video has been viewed more than a million times on her Facebook page. It's also drawing a lot of negative comments. Some people are saying destroying the rifle won't keep students safe. Some are saying what Mallard did was illegal."It is all to intimidate me and I will not be intimated. And I'm going to fight gun reform, for our children and for our community," said Mallard."Sawing off the end of a rifle barrel would probably not destroy it," said Virginia attorney Eric Lockie. "But if it shortened the barrel to under 16 inches, sawing off the end would make it immediately illegal and it`s a very bad idea.""I knew exactly what I was doing," Mallard said. "The gun was inoperable before I cut it. And we took it completely apart.
