SALZBURG, Austria, May 17 (Xinhua) -- Top Chinese legislator Wu Bangguo said here Sunday that exchanges between local regions of China and Austria constitute an important part of bilateral relations.     Wu made the remarks when meeting with Simon Illmer, president of the parliament of the Salzburg Province of Austria.     Wu, who is the first chairman of the Standing Committee of China's National People's Congress (NPC) to visit Austria since 1994, arrived in Salzburg from Vienna on Sunday morning, continuing his official goodwill visit to the country.     Wu said Salzburg has attracted more and more Chinese tourists with its many cultural relics and beautiful natural scenes. He said China treasures its friendly cooperation with Salzburg, hoping that both sides should create a new mode for and further substantiate their cooperation.     Noting China is an important trade partner of Salzburg, Illmer said he believed Wu's visit will promote cooperation in such fields as investment, environmental protection and tourism. During the meeting, Wu said that both sides should treasure the current momentum of sound development in bilateral links.     Reisenberger said the strong growth of the Chinese economy has brought vigor and confidence to the international community including Austria. He expressed the wish to further enhance friendly relations with China by deepening mutually beneficial cooperation and exchanges in such areas as trade, investment, high and new technology, culture, arts, science and education.     Reisenberger said members of parliament from all parts of Austria wish to strengthen cooperation with China's National People's Congress (NPC) to enhance people-to-people friendship, promote exchanges between local authorities and contribute to the development of trade and economic cooperation between the two countries.     Wu said parliamentary exchanges form an important part of China-Austria relations. He said the NPC and Austrian parliament have maintained close exchange and cooperation, helped enhance the friendly relations between both sides. BEIJING, April 30 (Xinhua) -- Chinese President Hu Jintao met Japanese Prime Minister Taro Aso here on Thursday, calling on the two sides to cherish achievements made in bilateral ties.     "Since my visit to Japan in May last year, related parties on the two sides have made every effort to implement the consensus and decisions agreed upon during the visit, and had attained important progress in promoting the strategic and mutually-beneficial relations between China and Japan," Hu told Aso at the Great Hall of the People.     "These achievements have not come easy and should be cherished by us," said Hu.     Hu noted that as the global financial crisis spreads, trade between China and Japan had declined obviously. He urged the two sides to take effective measures to put bilateral trade and investment back on the track of stable growth as soon as possible. BEIJING, June 27 (Xinhua) -- China always opposes trade protectionism and will not take protectionist actions against overseas companies or foreign goods, Minister of Commerce Chen Deming said here Friday.     He made the remarks when he met the Minister of Knowledge Economy of the Republic of Korea (ROK), Lee Youn Ho.     Chen said that media reports were incorrect when they equated China's latest circular to boost domestic demand and step up supervision on construction projects with protectionism.     Chen said in China's government procurement, the term "domestic products" also include products produced by legally established foreign-funded companies in China.     "China applied to join the World Trade Organization's agreement on government procurement a couple of years ago, which allowed member countries to bid on each other's government tenders." Chen said. "We hope China might join the agreement soon so as to further open up the government procurement market," he said.     "China would like to maintain stable development in economic and trade cooperation with the ROK," Chen said.     Lee said that China's trade policies were fair and transparent, and his country would like to work with China to oppose trade protectionism.

BEIJING, June 22 (Xinhua) -- China's top legislature Monday began to review the first draft law on diplomatic personnel which intended to standardize management of diplomats in foreign countries and international organizations and improve their well-beings.     The draft, submitted by the Ministry of Foreign Affairs to the ninth session of the Standing Committee of the 11th National People's Congress (NPC) for a first reading, said the government should establish a floating mechanism to raise the diplomats' wages and other benefits.     China has about 5,000 diplomats serving in more than 250 embassies, consulates general and other overseas organizations who were sent by 32 domestic agencies of the central government.     The draft law will be the first of its kind written to regulate Chinese government agents working in the 171 countries that China so far has diplomatic ties with.     If a diplomat's spouse works for the government, a public institution, a state-run enterprise or is an active-duty military member and decides to move abroad with the diplomatic staffer, he or she could not be dismissed or face any charges from their employer, it said.     The draft only applies to overseas employees with diplomatic rank, not translators, messengers, chefs, drivers and other noncommissioned staff.     It also mandates that diplomats intending to marry must have their prospective spouses vetted, and that divorces must be promptly reported.     If a diplomatic spouse acquires a foreign nationality or permanent residence permit, the diplomat will be called back before the overseas tenure ends, the draft said.     Diplomats' domestic agencies would also have the power to decide if the spouse could accompany them abroad or whether those who remain in China would have government-paid visits to the diplomats.
