The mayor announced that all schools, including in-person learning, would be open Wednesday. NEW YORK -- An officer with the New York Police Department was suspended Sunday night after viral video showed police use an apparent chokehold on the boardwalk in Far Rockaway.Four officers were on top of the man and one officer had his arm wrapped around the man. The officer got up after another officer tapped him on the back and appeared to pull at the back of his shirt."While a full investigation is still underway, there is no question in my mind that this immediate action is necessary," NYPD Commissioner Dermot Shea said.Mayor Bill de Blasio said it was the fastest he'd ever seen the NYPD discipline an officer."This is how it needs to be," he said. "The officer who intervened to stop his colleague did exactly the right thing. I commend him. It's not clear what the NYPD intends to charge him with, but the man's attorney said it's the suspended police officer who should be charged."He's an idiot and he's a bad cop and he needs to go," Zeno said. "He needs to get fired and needs to get prosecuted."Mayoral spokesperson Freddi Goldstein called the video "very concerning.""We’re glad the NYPD is immediately launching an investigation to get to the bottom of what happened," she said.Queens District Attorney Melinda Katz said her office is also investigating."There must be zero tolerance for police misconduct," she tweeted. NEW YORK — Free parking, free gym memberships, even free rent for three months — Manhattan rents have hit their lowest levels in nearly a decade.Nicole Beauchamp, a real estate agent with Engel & Volkers, said the current housing market in New York City is unprecedented."I have never seen this amount of landlord concessions, and they have actually increased from the summer," she said. "There is a great amount of opportunity right now to snag a good deal on an apartment in Manhattan."The latest report from realtor Douglass Elliman found that the median price of a Manhattan apartment last month was ,100, down from ,500 last October.The savings are even steeper for smaller apartments."We've seen a 19% decrease in the prices of studios," Beauchamp said.Landlords are hoping to lure renters back to Manhattan after thousands moved out during the peak of the pandemic."The vacancy rate, last month I think was just under 6% and this month, we're over 6%," Beauchamp said.That adds up to 16,000 empty apartments in Manhattan, and the greatest share of those vacant apartments are downtown."I saw some incredible deals down in Tribeca over the summer that are still persisting right now," Beauchamp said.More than 5,000 new leases were signed in Manhattan last month, up 12% after a September slump.Many renters are finding more room across the East River."I think there is stronger demand in Brooklyn than the rest of the city," real estate agent Akil Rossi said.The Elliman report found Brooklyn leases surged in October to the second-highest October total in 12 years.
