BARTOW, Fla. — The grave of a U.S. veteran buried 19 years ago in Bartow, Florida was dug up, according to Bartow Police. His clothes were taken right off his body and found on the ground near the casket. Family members said they can’t understand who would do this. The grave belongs to 75-year-old Willie Graham, who was laid to rest in 1999 after he spent his entire life giving to others. He served in the Army during World War II and was a math teacher in Polk County for years. Graham is well known in the Bartow community, and his grave site is next to his mother and father and several other relatives."To take his funeral garb, his clothing off of him and just have it thrown on the ground, I just can't wrap my head around it,” said Cheryl Brown, Willie Graham’s niece. Her family came to the site Sunday to lay flowers down on her mother's grave when they noticed a blue tarp on top of Graham's grave site. According to police, it had been discovered by a city parks and recreation employee on May 10. "It had to take two or three people several hours to get this done. It had to be done at night where no one can see it,” said family member Otto Brown.  Family members are confused why police couldn’t find any of them to notify, but police said they don’t have records because it’s not city property.The report said police attempted to get information from the funeral home that did the burial 19 years ago, but said they also don’t own the property. Scripps station WFTS in Tampa reached out to Coney Funeral Home, and are waiting to hear back.Police said they are also trying to find out who did this. Brown said they don't bury their family members with valuables."That's a very evil human being that did this and the world could do without them,” Otto Brown said. Willie’s wife, who lives in Miami, can’t make it to the gravesite because she just had hip surgery, but said she is also sick to her stomach over this. "Right now what's important is for us to put my uncle back at rest,” Cheryl Brown said.The family is in contact with police at this point. (KGTV) - Hundreds of animals evacuated due to the Valley Fire are staying at county shelters.The San Diego County Department of Animal Services and the San Diego Humane Society are working together to rescue animals and care for them until they can be reunited with their owners.Nearly 300 pets and livestock are currently staying at the San Diego County of Department of Animal Services shelter in Bonita and the Iron Oak Canyon Ranch on Campo Road in Spring Valley.All horses should be brought to the Lakeside Rodeo Arena.Alma Pereda brought her dogs to the shelter in Bonita after the hotel she was evacuated to did not accept pets."Pretty hectic trying to get what we can, rescue first your family and then your pets," Pereda.Kelly Campbell is the director of the county's Department of Animal Services."We're working to try to support folks do have teams out in the field who are scouting in areas that may have been inaccessible for evacuations, welfare checks on animals, "said Campbell.They're also trying to balance the needs of pet owners with the requirements of the pandemic."They love their animals, want to come and see them, but need to make sure not in closed quarters due to COVID," said Campbell.Household pets are still being accepted at the shelter in Bonita, but it's at capacity for large animals. Bills are mounting for many Americans and another one being added to the pile for some on unemployment is a bill to pay back the money they were given.“This is a massive financial hardship,” said Michele Evermore with the National Employment Law Project (NELP).Evermore explained the notice to pay back unemployment is most often due to an error somewhere in the application process or when an applicant filed for continued benefits each week."Either the agency made a mistake, or someone clicked the wrong button on a form somewhere and now are being informed that they have been overpaid for months and now have to payback tens of thousands of dollars,” she added.In some cases, when an error was found on one week, the agency disqualified people for the entire time they were unemployed.“That is a lot of money and it is money that people spent on housing and food and they have no way to get it back,” said Evermore.It is unclear on a national level just how many people are getting notices of overpayment. That’s, in part, because states are just starting to look into this and report. However, so far, states like Texas reported it is seeking refunds from 260,000 people, Ohio announced it overpaid at least 160,000 people, and in Virginia, the number of people overpaid is at least 35,000.“We are going to hear a lot more of this happening in a lot more states, and we are going to hear a lot more horror stories if this legislation isn’t passed,” explained Evermore.In its stimulus package, the House of Representatives has included legislation that would waive the unemployment overpayments as long as they aren’t considered fraudulent activity. However, the package is unpopular with the Senate. NELP believes the forgiveness is critical to those on unemployment and our economy.“It was estimated during the last recession that every dollar spent on unemployment insurance generated .61 in local economic activity,” said Evermore. "So, imagine that in reverse, imagine that money getting sucked out of communities as we are still in very rough economic times.”Without federal waivers, that could be a reality. NELP added that people in a situation where they have received a notice of overpayment have two options to consider, if they cannot afford to repay the benefit. In some states, you can file for a waiver, especially if the mistake was made on the part of the states’ unemployment system. If you do not qualify for a waiver, you can seek an appeal and review of your particular case. 2511
