Republican Sen. Cindy Hyde-Smith was expected to coast to victory in a Mississippi runoff that would conclude the last Senate race of 2018's midterm elections.Instead, Hyde-Smith has spent the days leading up to Tuesday's election mired in controversy that evoked the state's dark history of racism and slavery.It began when video emerged online of her telling supporters earlier this month that she'd be "on the front row" if one of her supporters there "invited me to a public hanging." She later called the comments an "exaggerated expression of regard," but her use of the phrase "public hanging" brought memories of Mississippi's history of lynchings to the forefront and put the contest under the national microscope.On Tuesday, Mississippi voters will decide between Hyde-Smith and Democrat Mike Espy, who, if elected, would be the state's first black senator since Reconstruction.The result will finalize the balance of power in the US Senate. As it stands, Republicans will hold 52 seats next year, and Democrats will have 47. A win for the GOP in Mississippi would further pad the party's majority in the Senate, even as Democrats have taken a solid majority in the House.The state is polarized along racial lines, with most white voters backing Republicans and nearly all black voters supporting Democrats.Democrats hope Hyde-Smith's comments will lead to a surge in black turnout and propel them to victory. However, even if black voters, who make up nearly 40% of the state's electorate, come out in full force, Espy would still have to outperform his party's history with whites to have a chance of winning.And Democrats have to overcome partisan trends in the deeply red state. Earlier this month, when multiple candidates in both parties were on the ballot, Hyde-Smith and conservative Chris McDaniel combined for 58% of the vote, while Espy and Democrat Tobey Bartee got 42%.On the eve of the election, President Donald Trump held two rallies for Hyde-Smith in an attempt to turn out the Republican base.He told the crowd in Tupelo to "get out" and vote in Tuesday's runoff."I think it'll be a very big day for Cindy, but don't take any chances," he said. "That's happened many times before. That never works out well. Kevin McCarthy was elected House minority leader Wednesday, according to members of Congress in the closed-door meeting where the elections took place, meaning the California Republican will lead House GOP members after Speaker Paul Ryan leaves Capitol Hill at the end of his term in January.The vote was 159-43.With Ryan headed for the exits, McCarthy, the current No. 2 House Republican, was long viewed as the heavy favorite to become minority leader in the new Congress, the highest-ranking GOP leadership post with Republicans in the minority after losing control of the House of Representatives in the 2018 midterms.McCarthy faced a long-shot challenge from Rep. Jim Jordan, the co-founder of the conservative Freedom Caucus, but the California Republican is expected to prevail in his bid to become minority leader. Ryan announced in April that he would not seek re-election and has endorsed McCarthy, the House majority leader for the past four years, to be his successor.Trump and McCarthy have spoken about leadership races recently, territory that Presidents usually avoid so not as to seem like they're alienating members of their own party. In private conversations, Trump has pushed for Jordan and another close conservative ally -- Rep. Mark Meadows of North Carolina -- to have the top Republican positions on key committees, according to a source familiar. McCarthy doesn't dole out those positions-- that's for the House GOP Steering Committee -- but plenty of people on the Steering Committee are loyal to McCarthy and would heed his word. I think very highly of him. I think he's a very good conservative, showed up a lot of leadership. He certainly earned the position," Meuser told reporters on Tuesday. "On the same note, I think Jim Jordan is a smart, tough, focused individual. So I respect him as well. We'll see over the next couple of days."Next in line for the GOP leadership hierarchy in the new Congress is Rep. Steve Scalise, the current No. 3 House Republican, who is vying for the position of minority whip in the new Congress. RAMONA, Calif. (KGTV) - Residents in Ramona are worried that SANDAG's new transportation plan could put their lives at risk in the event of a wildfire.The proposed 2021 Regional Plan, which hasn't been approved and won't be voted on until November, would move tax money away from freeways like State Route 67, and put more emphasis on transit.People in Ramona say that worries them, because the 67 was jammed the last few times fires forced an evacuation."It took a couple hours to get down to Scripps Poway Parkway," says Ramona resident Paul Pakus, who had to evacuate during 2007's Witch Fire.In 2004, voters approved a measure on the ballot for a 40 year, half-cent sales tax to fund transportation projects, commonly called the "TransNet Tax." Part of the bill specifically mentioned State Route 67, as well as a handful of other freeways.When SANDAG unveiled their new transportation plan last month, they said Transnet tax money would now go to pay for transit projects instead of freeways. That means a proposed expansion of the 67 could be shelved if the plan is approved by the SANDAG Board."It's a bait-and-switch," says County Supervisor Jim Desmond, who sits on the Board. "People in Ramona are very sensitive to this. They want to make sure they're safe in a fire and they want to make sure that the infrastructure is in place to do that."SANDAG says the TransNet Tax ballot proposition included language that allows SANDAG to change where the tax money goes as priorities change over time.Executive Director Hasan Ikhrata says, even after just 11 years of the tax, it's clear San Diego needs to invest more in mass transit and less in roads. He says that's a necessity if the area wants to hit state and federal mandates for greenhouse gas emission."People need to give us a chance and time to put this forth. And once we do, I think they will be more pleased with what we're telling them," says Ikhrata.He also assured 10News that SR-67 would still be a priority."Safety will be addressed, period," he told 10News in an exclusive interview. "The 67 safety issue will take top priority."Ikrata added that the plan is still a work in progress and SANDAG wants feedback from the public. They have a "Vision Lab" at their downtown offices that people can visit to give feedback.They also plan to form an advisory council, made up of at least 10 industry experts and leaders, to help finalize the 2021 Regional Plan. RANDALLSTOWN, Md. -- A 5-month-old boy was sent to an intensive care unit at The John Hopkins Hospital after enduring the kind of attack that many grown adults have not.The attack on Garrison Bailey Borkoski happened just after 1 a.m. Saturday as he and his mother slept in a house on Chapman Road in Randallstown, Maryland.“That adult, at some point and time, got up and went to the bathroom and that’s when the 5-month-old was bitten by a dog in the house, a pit bull,” said Det. Robert Reason of the Baltimore County Police Department. “There were actually several pit bulls in the home at the time this occurred.”There were four pit bulls in the home, which the owner would later tell police have no cages and typically have their roam of the interior of the house.Both mother and child had only moved in a week or two earlier.“There are no charges pending right now,” said Reason. “Based on the investigation, there is no indication that anybody had any intent to cause harm to the child at all, so there are no charges pending right now.”In the aftermath of the attack, paramedics found the baby covered in blood and motionless, but still breathing.It was later determined that Garrison had suffered a large laceration to the top of his head and lacerations to his neck, as well as puncture wounds to the rest of his body, but miraculously, just fours days after the attack, doctors released him from the hospital.“Right now, fortunately, the 5-month-old is home and recovering and doing well, so we’re very, very happy about that,” said Reason.According to the Baltimore County Department of Health, the owners surrendered the four pit bulls, allowing them to be euthanized, but it was later determined only two of the dogs had actually attacked the child.The other two were returned to the owners.This story was originally published by Jeff Hager at WMAR. 1871
