SAN DIEGO (KGTV) -- Before the sun rose Friday, cars already packed parking lots at San Diego beaches to kick off Labor Day weekend and what's expected to the some of the hottest days of summer.However, San Diego County leaders said no matter where you are this weekend, they want to emphasize people must still follow CDC guidelines to prevent the spread of COVID-19.ABC 10News was at La Jolla Shores on Friday morning as beachgoers wearing masks secured spots far enough to stay socially distanced.Beachgoer and Santee resident Kris Moberly, “We know we can find a spot if we come early."It's the new norm, but also a way to ensure San Diego stays off the state's watchlist after just getting off of it two weeks ago.Moberly said she hopes everyone will follow the rules this weekend, telling ABC 10News, "I'm sure there's people who push the limits but you're responsible for your own health and I think most people are considerate of others."San Diego Lifeguards said they won't be regulating when it comes to social distancing or masks."We're going to be focused on keeping people safe in the water, but social distancing is everyone's responsibility,” a lifeguard told ABC 10News.County Supervisor Nathan Fletcher said the status of our county depends on people's actions this weekend. In a press conference earlier this week, he said people should avoid indoor parties and continue to follow CDC guidelines.To ensure added safety, beaches like Carlsbad will also be handing out masks and teaching visitors about safety guidelines.Lifeguards said in addition to COVID-19 restrictions, the heat will also be a big safety factor. SAN DIEGO (KGTV) - As San Diego County's back country communities brace for the prospect of losing power, political leaders are starting to take aim at the idea of pulling the plug on them.San Diego Gas and Electric has notified upwards of 30,000 customers that it could cut their power Thursday if it deems necessary to prevent a wildfire. At a news conference in San Diego Wednesday, Gov. Gavin Newsom praised SDG&E as a leader in wildfire prevention, but expressed frustration at the situation. He directed most of his anger toward Pacific Gas and Electric, which has cut off power to hundreds of thousands of customers in Northern California to prevent its equipment from starting wildfires. "And by the way, I'm outraged because it didn’t need to happen," said Newsom.RELATED: SDG&E prepares for Public Safety Power Shutoff as Santa Ana winds approachZoraya Griffin, a spokeswoman for SDG&E, said turning off power is a last resort. She said the utility is in communication with fire departments and has crews and arborists deployed across the county. "The population here in San Diego really need to be mindful that this is about their safety at the end of the day," Griffin said. SDG&E began the practice of cutting power in 2013. That's a big change from the 2007 wildfires, which investigators say happened as a result of SDG&E equipment. SAN DIEGO (KGTV) -- Caltrans Friday unveiled a new study aimed at reducing delays on freeways throughout San Diego County.The study is being held on State Route 78 between Vista Village Drive and Interstate 15.In order to reduce stop-and-go traffic, the study will use seven electronic speed limit signs that will tell drivers the speed that will optimize their commute.“The aim of synchronizing traffic is to gradually slow traffic in advance of a bottleneck in order to keep traffic moving and avoiding stop and go traffic,” said State Route 78 Corridor Director Allan Kosup. “Essentially we are asking motorists to slow down to go faster.”Kosup equated the idea to pouring water into a funnel. Pouring it fast causes it to overflow, while pouring it more slowly gets all the water through efficiently. The signs will display advisory speeds at increments and decrements of 5 miles per hour based on traffic conditions.Drivers expressed skepticism at the program working."Even if I was to go that speed, the other people would be honking their horns behind me," said Michael Ciuzak, who said he tries to avoid the 78 on his commute to San Marcos. Caltrans noted that the speeds are not enforceable, but should help reduce delays. The six-week long study begins on Monday, March 19.Those interested can view real-time results of the study here.
