Gavin Newsom plans to sign an executive order Wednesday placing a moratorium on executions.He's also withdrawing the lethal injection regulations that death penalty opponents already have tied up in court. And he's shuttering the execution chamber at San Quentin State Prison that has never been used since it was modernized following the last execution in 2006.Newsom says the order won't alter any convictions or allow any condemned inmate a chance at an early release.A prosecutor says Newsom is usurping voters' will.California voters have supported the death penalty, most recently in 2016 when they narrowly voted to speed up the process. Roger Stone's potential ties to WikiLeaks and its founder, Julian Assange, are being investigated by special counsel Robert Mueller, The Wall Street Journal reported Monday, citing a person familiar with the matter.Stone served as an adviser on President Donald Trump's presidential campaign, and according to The WSJ report, Stone said in an email on August 4, 2016, that he had "dined with Julian Assange last night."However, Stone has denied ever meeting Assange.In a text exchange on Friday before the WSJ report, Assange said he "never met or spoke with Assange ever," and Stone told The Journal the contents of the email were "said in jest."Stone also noted that his passport showed that he did not leave the country in 2016.The special counsel is investigating any potential ties between Russians and Trump campaign associates.There are several links between the Trump campaign and WikiLeaks, including private messages on Twitter between Donald Trump Jr. and WikiLeaks and outreach from the chief executive of Cambridge Analytica to WikiLeaks founder Julian Assange. Mueller's team is looking into whether the communications were ever intended as a coordinated effort to help with Russia's 2016 election meddling.The President has repeatedly denied any collusion.Stone has also denied ever receiving anything from WikiLeaks."I never received any material from them at all," he said last week. "I never received any material from any source that constituted the material ultimately published by WikiLeaks. ... Russian President Vladimir Putin boasted Thursday of new weaponry that will render NATO defenses "completely useless" -- and delivered a warning to the world about Russia's resurgent military might.In an annual address to the Russian parliament, the Kremlin leader said Russia had developed a new, nuclear-capable cruise missile with "unlimited" range that is capable of eluding air-defense systems.He also said Russia had developed an "invincible" missile that can deliver a warhead at hypersonic speed.Putin is running for reelection in mid-March on a platform that emphasizes his strength as a leader. And Thursday's speech was an occasion for the Russian President to showcase his country's strides in military technology."Russia still has the greatest nuclear potential in the world, but nobody listened to us," he said. "Listen now."One new development: The creation of a low-flying cruise missile capable of stealthy operation. Putin said the missile would be nuclear-powered and showed a video simulating its flight."Since the range is unlimited, it can maneuver as much as necessary," Putin said.Another military development, Putin said, was a weapon capable of flying "like a meteorite" at several times the speed of sound."It will be practically invulnerable," he said.
