OROVILLE, Calif. (AP) — Officials at the nation's tallest dam unleashed water down a rebuilt spillway Tuesday for the first time since it crumbled two years ago and drove hundreds of thousands of California residents from their homes over fears of catastrophic flooding.Water flowed down the spillway and into the Feather River as storms this week and melting snowpack are expected to swell the lake behind Oroville Dam in the foothills of the Sierra Nevada, said Molly White, principal engineer with the California Department of Water Resources.The spring storms follow a very wet winter that coated the mountains with thick snowpack, which state experts will coincidentally measure Tuesday to determine the outlook for California's water supplies. Heavy winter rain and snow has left the state drought-free for the first time since December 2011, experts say.The dam's main spillway "was designed and constructed using 21st century engineering practices and under the oversight and guidance from state and federal regulators and independent experts," Joel Ledesma, deputy director of the department's State Water Project, said in a statement."We spent the last two years restoring full functionality of the spillway. We expect it to run as designed," Ledesma said during a news conference.The original spillway on the 770-foot-high (235-meter) dam, which is 150 miles (241 kilometers) northeast of San Francisco, was built in the 1960s.In early 2017, storms drenched the state and the massive spillway broke apart as it carried heavy flows.Dam operators reduced the flow and allowed water to run down an emergency spillway — essentially a low area on the reservoir's rim — but the flow began eroding the earthen embankment that had never been used. Authorities suddenly had to order an evacuation of nearly 200,000 people living in communities downstream.The threat of a dam collapse that would unleash a torrent of water did not happen, however, and people were allowed to go home days later.In January 2018, an independent panel of dam safety experts released a nearly 600-page report that blamed the crisis on "long-term and systemic failures" by California dam managers and regulators to recognize inherent construction and design flaws in the dam.Repairs have cost .1 billion. California requested about 9 million from the Federal Emergency Management Agency for the fixes, but the federal government has rejected 6 million of those reimbursements. U.S. officials say the dam's upper gated spillway was damaged prior to the heavy rain two years ago.Local water agencies are already paying some of the repair costs, and they would cover anything not paid by the federal government. 2703

On Monday, social media website Reddit banned r/The_Donald, a subreddit devoted to discussing President Donald Trump, as a part of a purge of more than 2,000 groups on the site that were in violation of the social media site's rules, according to The New York Times and The Verge.The move marks a stark change in Reddit policy. Previously, Reddit has allowed groups and individuals more leeway when censoring content on the site.Launched in 2015 along with Trump's presidential campaign, r/The_Donald grew to nearly 800,000 members before it was removed from Reddit. While the group did not have any affiliation with Trump or the Trump campaign, the then-Republican nominee participated in an "Ask Me Anything" discussion in the group during the 2016 presidential campaign.The group has become known for a breeding ground for conspiracy theories. According to reports, the group helped propel the "Pizzagate" theory that led to the arrest of an armed man at a D.C.-area pizza restaurant shortly after the 2016 election. It also routinely hosted Islamophobic discussions and promoted other content many considered to be racist.According to a disclaimer, Reddit says r/The_Donald was banned violating Rules 1 (harassment, threats of violence), 2 (spamming, vote manipulation) and 8 (don't break the site or do anything that interferes with the normal use of Reddit).Reddit had previously taken steps to curtail r/The_Donald. In June 2019, the network "quarantined" the site, meaning that the subreddit would not show up in search results and could not appear on the site's front page. In addition, anyone attempting to visit the forum would be met with a warning screen.The move comes about three weeks after Reddit published a blog post outlining changes to the social network's policies. On Thursday, for the second straight day, the U.S. recorded more than 3,000 deaths linked to the coronavirus.According to a database kept by the COVID Tracking Project, 3,067 across the country were confirmed to have died of complications from COVID-19 on Thursday. The U.S. surpassed the 3,000 death mark for the first time on Wednesday when 3,088 deaths linked to the virus were recorded.Johns Hopkins University, which uses different methods in recording deaths, reports that 2,993 Americans died of the virus on Thursday. Both the COVID Tracking Project and Johns Hopkins report that Wednesday and Thursday marked the top two deadliest days since the start of the pandemic.The 3,000+ deaths represent more lives lost than in U.S. tragedies like the Sept. 11, 2001 terror attacks and the attack on Pearl Harbor prior to U.S. involvement in World War II.And while consecutive days of 3,000 death represent a level of loss not yet seen since the pandemic began, health officials warn that it could become the new normal — at least in the coming weeks. OCEANSIDE, Calif. (KGTV) - A fire that broke out Friday afternoon in Oceanside burned one victim, fire officials said.The flames were reported about 3 p.m. in the 600 block of Sleeping Indian Road. Oceanside Fire reported the "main fire has been knocked down" by 4:15 p.m., however crews expected to be on scene for several more hours.One person was burned and is being taken to the hospital, according to Oceanside Fire.Officials said the fire started in an area of RVs and spread to mulch. A neighbor told 10News the mobile homes belong to people who work in the area. Hazmat crews were called in after firefighters learned of previous drug activity on the property. There was also a concern about fuel and propane on site. However, Hazmat crews did not find any hazardous materials present. Five brush rigs and four engines were sent to the scene, fire officials said.
