SAN DIEGO (KGTV)- Across San Diego County, most law enforcement agencies have been focusing on education rather than enforcement regarding violations of the county’s public health order.The goal is to get people to comply voluntarily.“What we’re trying to do here is educate the public so that ultimately we can save lives,” said San Diego Sheriff, Bill Gore.In the City of Coronado, police have been offering people free facial coverings.“To approach folks in an enforcement posture, I’m not sure we’re going to get the type of compliance we need,” said Coronado Police Chief Chuck Kaye. “When we see folks that are not using face coverings we say ‘hey can we offer you a face covering?’”This Fourth of July weekend is expected to be busy, especially at local beaches.California Gov. Gavin Newsom ordered all parking lots of state beaches in Southern California and the Bay Area to be closed for the weekend.The City of Oceanside has also decided to close off its beach parking lots.So far, no community COVID-19 outbreaks have been linked to outdoor settings.“I spoke to a number of the coastal mayors and said ‘are you confident you can enforce the physical distancing at your beaches?’” said county’s supervisor, Nathan Fletcher. “They said they can so we have to trust them that they can do that as we move forward into the weekend,” said San Diego County supervisor Nathan Fletcher.“We have our normal patrols in our coastal towns that we police for,” said Gore. “We’re not planning to add enforcement details to be specifically walking on the beaches to look at who’s wearing a mask, who’s socially distanced or not.”Gore said he expects beachgoers to comply with social distancing and facial covering rules when required.Under the latest public health order, restaurants must close to the public from 10 PM TO 5 AM.Bars, wineries, and breweries that don’t serve food must completely close down. Wineries that operate outside are an exception and may stay open.“State regulatory teams will be in different regions, we’ll be working with that team here which part of it is Alcohol Beverage Control and our county regulatory agency,” said Gore. “So, we can do enforcement if we don’t get that voluntary compliance that we’re seeking,” said Gore.The San Diego Police Department said it's anticipating crowds this weekend and will have extra officers patroling the beaches and bays to keep people safe. If officers witness violations of the public health order, they will educate people to seek compliance. 2517

San Diego (KGTV)- An Escondido family discovers new challenges in caring for their newborn diagnosed with Spina Bifida. He's finally home after staying in the hospital for months. The parents share the biggest hurdle is his continued care during the Pandemic.In the first three months of his life, Baby Devin has experienced eight surgeries. Spina Bifida is a condition where his spine didn't fully close while in the womb."Devin is at a small percentage where he has Symptomatic Chiari, where it affects his ability to breath and swallow," says dad Jon Hoy.Now at five months, little Devin is home from the hospital with his parents and three brothers, but he requires 24-hour medical care."He has a trache in his throat, and then he has a ventilator that helps him breathe," says Hoy. "The same ventilators that have become so crucial during COVID-19. He has G-tube to help him eat in his stomach."Parents Jon and Erin Hoy say finding in-home care has been tough."These nurses need to be pediatric certified. They need to be trache certified and vent certified," says Mom Erin Hoy. "His level of acuity has just created a big barrier for finding nurses."Due to COVID-19, there is an added level of caution for those who are around Baby Devin. Hoy says during her search for adequate help, she's learned, "there's a significant difference or pay difference between nurses in a hospital or a facility compared to nurses in home."Hoy says they are still in need of nurses to help Devin around the clock, but they are grateful for the ones that have come in so far."There's always light that comes if you just hold on. SAN DIEGO (KGTV) — With San Diego Comic-Con fans missing the convention in-person this year, some have instead left a tribute across the street from the convention center.Fans of the pop culture event recently began leaving flowers, t-shirts, and notes of their memories from past Comic-Cons outside TinFish — a popular site for people watching and off-site SDCC experiences every year.Chris Morrow, one of the organizers of the shrine, says the tribute was organized as a way for fans to continue connecting over their shared love of the convention.RELATED: San Diego Comic-Con 2020: What to know about SDCC@Home"Residents from San Diego County got together to show love and respect to Comic-Con. The popular arts convention is online this year and residents wanted to let everyone know San Diego Comic-con is not forgotten and we will see them back in person 2021 in San Diego," Morrow wrote.She says that they're asking fans to socially distance and drop off a note or flowers until Monday, July 27. Then, notes will be cleaned up and sent to Comic-Con organizers."We hope this brings a smile and a little SDCC to our city in 2020," Morrow added.Morrow says while some items have been stolen or torn down, they are working to keep it maintained. 1256

  

SAN DIEGO (KGTV) -- A San Diego native is back home after the Camp Fire forced him out of his school. Angel Gonzalez is a third-year student at Chico State University. Campus officials canceled class on Thursday when the fire broke out and then announced the campus would be closed for two weeks. The university is not currently threatened by the Camp Fire but the air quality is poor. Gonzalez says leaving the campus was chaotic and crowded with everyone trying to get out. He’s now worried about his professors, many who own properties in Paradise.Classes at Chico State are set to resume on November 26th, the Monday after Thanksgiving.   680
