BEIJING, Aug. 6 (Xinhua) - China's Ministry of Agriculture Friday urged local authorities in flood-hit regions to step up efforts to resume agricultural production and create favorable conditions for the autumn harvest following this summer's severe floods.Local departments were ordered to accelerate water drainage, restore damaged infrastructures, strengthen field management, and plant mung bean, potatoes and buckwheat, which have short growth periods, to make up for losses, according to an official from the ministry.The official also required departments to clear away and carry out bio-safety disposal of dead livestock, while increasing epidemic control measures.As of July 21, more than 7 million hectares of farmland in China had been destroyed by torrential rains and floods, according to data from the State Flood Control and Drought Relief Headquarters.

CHANGSHA, Aug. 2 (Xinhua) -- Ten people have been confirmed dead after two manganese mines in central China's Hunan Province were flooded two weeks ago, local authorities said Monday.Water gushed into the two mine pits run by Leixin Mining Development Co. and Wenhua Manganese Co. in Huayuan County of Xiangxi Tujia-Miao Autonomous Prefecture at about 6:10 p.m. on July 20, trapping a total of 13 miners underground.Rescuers pulled three miners alive out of the mines on July 29 and sent them to hospital. Currently, they are in stable condition, a spokesman with the Hunan Provincial Work Safety Administration said Monday.Rescuers had earlier retrieved seven bodies, and they found the last three bodies on Sunday morning, the spokesman said.Local authorities are further investigating the cause of the accident, he added.

BELGRADE, July 14 (Xinhua) -- Top Chinese legislator Wu Bangguo on Wednesday met with Serbian President Boris Tadic, vowing to add new impetus to the traditional friendship between China and Serbia."I am here to help realize the consensus between the two heads of states, pushing forward our strategic partnership and traditional friendship," said Wu, chairman of the Standing Committee of the National People's Congress (NPC), who arrived here on Wednesday afternoon for a three-day visit.Wu is the first NPC Standing Committee chairman to visit Serbia over the past decade. China and Serbia have kept long-time friendship, and shared mutual support and respect. BEIJING, July 26 (Xinhua) -- The All-China Federation of Trade Unions (ACFTU) said Monday it would work to help 1 million job-seekers find jobs this year, as well as provide vocational training for an additional 1 million people.Also, the ACFTU will provide training and job opportunities for 200,000 housekeeping workers this year, said Li Shouzhen, spokesperson with the ACFTU, at a meeting of the national union's executive committee.The ACFTU has launched a five-year campaign of vocational training to help improve the skills of workers, Li said.The ACFTU has been working to protect migrant workers' rights and recovered 2.5 billion yuan (366.03 million U.S. dollars) of defaulted salaries for migrant workers in the first half of the year, Li said.The national union, founded on May 1, 1925, had a membership of 169.94 million, with migrant workers accounting for 24.1 percent of the total, in 2007.ACFTU chairman Wang Zhaoguo said at the meeting that trade unions at various levels should work to protect employee rights to ensure stability.The meeting stressed the importance of the collective wage negotiation system and seeks to implement its use in wage discussions between businesses with trade unions by 2012.

CHENGDU, July 18 (Xinhua) -- At least 23 people have been killed and 30 are still missing as of Sunday evening after the worst rainstorm of the year lashed southwest China's Sichuan Province late Friday, the provincial civil affairs department said.More than 586,000 people were forced to evacuate their homes as torrential rains pounded 62 counties and cities in the province and triggered mountain torrents, landslides and house collapses, cutting off roads, electricity and communications in some regions.Half of the worst-hit Quxian County remains flooded, with water levels of up to 10 meters deep. The county is cut off from the outside world, with roads and railways flooded by waters, according to a spokesman with the department."We can only see the roofs of most riverside houses in Qujiang Town and Jubei Town," said Deng Yuhua, secretary of the county's Party committee.Further, rains are still pelting eastern parts of the province, which will probably aggravate the situation, said the spokesman.Flooding is forecasted to peak in Guang'an City, at the lower reaches of Qujiang River, on Monday.The provincial government has dispatched work teams and allocated emergency funds of 5 million yuan (about 730,000 U.S. dollars) to support flood relief operations.Parts of China experience heavy rains every summer, but this year's rains have been particularly devastating.Since the beginning of July, torrential rains and severe flooding has left 146 people dead and 40 missing and forced the evacuation of more than 1.3 million people as of 4 p.m. Friday in 10 provinces, mostly along the Yangtze River, according to the Ministry of Civil Affairs.
