SAN DIEGO (KGTV) - A new study released Wednesday by a University of California San Diego professor is making claims about inhumane treatment of asylum seekers in detention centers along the border."Over 1 out of every 3, or 34.7%, of the asylum-seeking heads of households reported issues related to conditions in immigration detention, treatment in detention, or medical issues," the report headed by Tom K. Wong, PhD, said. He is an Associate Professor of Political Science at UC San Diego.The study was conducted from October 2018 through June of 2019, with 7,300 migrants.Here are some of the findings:Among those who reported issues in immigration detention, 61.8% reported issues related to food and water, including being fed frozen or spoiled food, not having enough to eat, not being given formula for infants, not being given water, and having to drink dirty water, among others;Among those who reported issues in immigration detention, 34.5% reported issues related to hygiene, including not being able to shower, dirty bathrooms, and not having a toothbrush or toothpaste to brush their teeth, among others;Among those who reported issues in immigration detention, 45.6% reported issues related to not being able to sleep, overcrowded conditions, confinement, and the temperature being too cold in la hielera (ice box);232 asylum-seeking heads of households reported verbal abuse, including being told “go back to your f****** country” and “you’re an ape,” among other examples;40 asylum-seeking heads of households reported physical abuse, including being thrown against a wall, among other examples; and18 asylum-seeking heads of households reported having their physical property taken, including their passports and travel documents, among other examplesCustoms and Border Protection's Transport, Escort, Detention and Search (TEDS) Directive is outlined as follows:"Regular hold room checks should be conducted and recorded to ensure proper occupancy levels, safety, hygiene, and the availability of drinking water. SAN DIEGO (KGTV) - A nursing assistant at a Rancho Bernardo senior care facility is battling for her life, diagnosed with COVID-19. In terms of coronavirus, Villa Rancho Bernardo care center is among the hardest-hit senior care facilities in the county.In early May, Lani says her sister, Irene Branch, a longtime nursing assistant there, told her about all the sick calls, and repeated her insistence to keep working."She always has a big heart. If they are short, she always go to work," said Lani.Around the same time, Branch started to feel sick."Coughing a little bit, no appetite and a short fever," said Lani.Her symptoms quickly got worse and a few days later, Lani got a frightening call from her sister. "She had shortness of breath, so I told her to call 911," said Lani.She did, and a day later in the ICU, Branch was on a ventilator. She received donated plasma containing COVID-19 antibodies, but her condition has deteriorated. Kidney failure has led to ongoing dialysis."I pray. Our family is praying a lot. Every one is praying for her," said Lani.Lani says doctors recently removed her from a medically induced coma, but she remains comatose. "She can't wake up. That's the problem. She's not waking up ... It's hard. I can't accept it right now," said Lani.Unable to visit her sister because of COVID-19 restrictions, Lani recently talked to Branch via Facetime while a hospital worker held up a phone."Telling her we are here to support her. Letting her know we are not abandoning her ... I am very hopeful. I will not give up," said Lani. SAN DIEGO (KGTV) -- A massive water main break in North Park Tuesday morning flooded streets as the neighborhood continues to cope with issues related to the breaks. According to the city, a 30-inch cast iron water main transmission line broke around 6 a.m. on Ray Street at Capps Street. Currently, the City of San Diego is in the process of replacing all cast iron pipes. After that process is complete, the city says it will assess concrete mains. Crews hope to have all cast iron pipes removed by 2023. SAN DIEGO (KGTV) - A Mira Mesa mom she says her special needs son was bullied and robbed at his middle school during lunch.Diagnosed at birth with cerebral palsy, Justin Juanengo has surpassed many of the expected physical limitations, but remains unable to use his legs or his left arm. Michelle Juanengo and her husband adopted him at age 2."We've always been worried there would be other kids who would find him an easy target," she said.Last week her fears became a reality. At lunchtime on Wednesday at Wangenheim Middle School, she says a 7th grade classmate and several other students came up to Justin, 13, and started spinning his wheelchair and calling him names."He was nervous, scared. Didn't know where it was going to go from there. There are a lot of things that can go wrong if you're spinning a wheelchair. Were they going to roll him off somewhere?" said Michelle.Justin says it went on for minutes before his friend got the boys to stop. One of the boys then grabbed Justin's backpack and took off. According to his mother, Justin and a friend went to a classroom and found the ringleader, demanding and getting back the backpack. Inside, his wallet containing dollars was gone."Sad, feel terrible for Justin. I feel like he's had to tolerate enough with all his health limitations ... the ways he sees himself as different from other students. Why should he not have the right to go to school and feel safe?" said Michelle.Michelle says her son didn't have an aide with him, which is mandated by the state. She says she has recently learned the aide suffered a back injury last year and the substitute aide is sometimes not available."That's not good enough. He needs to have the aide. That could have prevented this," said Michelle.Another source of frustration? Justin says his bully is known for bullying and stealing from other kids, something Michelle believes should have been addressed earlier. Vice principal Miko Uhuru declined to talk about Justin's case citing privacy. He told 10News one of Justin's parents could sign a waiver, which Michelle says she didn't know about but now plans to sign."What I can says is we don't tolerate bullying. We investigate it and take is seriously," said Uhuru.Michelle says she was told the boy will be punished by the school, but wasn't given specifics. She says she and her husband are thinking about legal action against the school district to "make sure the same thing doesn't happen to other special needs students." 2499

SAN DIEGO (KGTV) - A handful of San Diego County fire departments have sent crews across the state to help with the Woolsey and Camp Fires. But Cal Fire officials tell 10News they're making sure that enough resources are left behind to cover any emergencies that happen here."We have an obligation here to make sure we keep enough strategic reserve to stay safe in San Diego," says Cal Fire Battalion Chief Jon Heggie.Through a process called "Mutual Aid," Heggie says Cal Fire sent three strike teams, consisting of 15 engines, to help around the state. That leaves 32 engines in San Diego. Heggie says those engines are placed around the county ready to pounce on any fires that spring up."The conditions they've seen up there are very similar to what we're seeing right now," says Heggie. "We'll never exceed those thresholds to make sure that we have enough adequate resources available for any fire that starts here in San Diego."Cal Fire's ability to respond quickly was put to the test Monday, when a house fire erupted in Ramona.
