LOUISVILLE, Ky. (AP) — For the first time, a Black woman will lead Kentucky's Louisville Metro Police Department, which has been heavily criticized since officers fatally shot Breonna Taylor. Mayor Greg Fischer announced on Monday that Yvette Gentry will serve as interim chief. The Courier-Journal reports Gentry is a former Louisville Metro Police deputy chief who retired from the force in 2014. She will be the first woman and third African American to serve as chief. Gentry's appointment comes at a low point in relations between police and Black residents in Louisville. Protesters have marched for more than 100 consecutive days since police raided Taylor's home and killed her. 694

Maine’s Center for Disease Control and Prevention said that it has traced 24 COVID-19 cases from an August 7 wedding reception in Millinocket, Maine.According to data released by the Maine CDC, 18 of the 24 cases were among those who attended the wedding reception. An additional six cases were tied to close contacts of those who attended the gathering.The reception reportedly had 65 attendees.Maine’s CDC is conducting further contact tracing of those who attended or worked the reception.Maine currently limits indoor gatherings to 50 people and outdoor gatherings to 100 attendees. 594

Experts say all of the ingredients are there for this election to be highly contested.“There are a lot of different reasons why the election may not be decided by the morning of November 4, and a lot of lawsuits may start to fly once that happens,” said Claire Finkelstein, law professor and director of the Center for Ethics and the Rule of Law at the University of Pennsylvania.With a record number of ballots coming in by mail, Finkelstein says the counting period will be lengthy.If a candidate declares victory on election night, but then more results come in, there could be calls for recounts, especially in states where the results are close. That could mean litigation over the counting procedures.Each states' elector will cast their vote on December 14. Then Congress meets on January 6 to count those votes and name the winner.If no candidate has a majority of the electoral votes, or if the counting period goes on and the election is still undecided, it is possible that the House of Representatives must decide.Finkelstein says that would be extraordinary and complicated.“It would likely be very contested as well, but one way or another by January 20, there needs to be a new president being sworn in,” said Finkelstein.The professor says this election is also entangled with the new Supreme Court justice.Like for Pennsylvania, which could now see a new decision on allowing mail-in ballots received up to three days after Election Day, the Supreme Court could also be involved in recounts, as happened in Florida in 2000. 1659

MADISON, Wis. – Donald Trump’s campaign manager Bill Stepien says the president plans to “immediately” request a recount in the battleground state of Wisconsin, which has been called for Joe Biden.With 95% reporting, the Associated Press said Wednesday afternoon that it projects the former vice president will pick up the state’s 10 electoral votes.The AP says it called the state for Biden after election officials in the state said all outstanding ballots had been counted, except for a few hundred in one township and they expected only a small number of provisional ballots.In Wisconsin, if a race is within 1 percentage point, the trailing candidate can force a recount. Statewide recounts in Wisconsin have historically changed the vote tally by only a few hundred votes.
