Her garden sits on the massive hillside of her home and has been attracting visitors for years. More than 50 whimsical characters are featured, each one inspired by Harper’s world travels. The project started as a bet between Harper and her husband."My husband said to me, 'Oh, I don't think you can do this,'" Harper said. "He didn't know how much it was gonna cost him ... he said, 'alright if you win, I'll pay for the gardener and the water.'" According to police, the man's body was found in the driver's seat of the vehicle on the 4000 block of Boston Avenue just before noon. Police say the victim had a wound on his head. At this time, police say they're searching for three teenage boys seen leaving the scene around the time the victim was found dead.Both 40th and 41st Street from Newton Avenue to Boston Avenue and the 4000 block of Boston Avenue, including the North Alley and Recreation Center foot path were closed throughout the day Wednesday as police investigated. SAN DIEGO (KGTV) -- A woman was arrested Wednesday night after police say she hit her neighbor with her SUV in Chollas View.According to police, the incident happened on the 200 block of 47th Street near the 47th Street Trolley Station around 2 p.m. Police say the victim, only described as a 50-year-old white man, saw a woman, later identified as Tantrina Spencer-Simmons, 24, beating her 8-year-old sister with a belt. According to police, the victim confronted Simmons about the beating when she put her younger sister into a white Mitsubishi SUV. While the victim stood in the parking lot calling police, authorities say Simmons stepped on the gas and “intentionally ran over the male victim.”Simmons then fled the scene. Police say the victim sustained severe and life-threatening injuries. Police were able to locate and arrest Simmons on the 4500 block of Market Street around 8:30 p.m. Wednesday. 915
