SAN DIEGO (CNS and KGTV) - A San Diego County Superior Court judge ruled Monday in favor of conditional release for a sexually violent predator known as the "Bolder than Most'' rapist.Judge David M. Quarles' victims and their supporters have argued against the order to keep the hearings private, including by staging a protest on the steps of the downtown San Diego courthouse where the hearings were held. Quarles was dubbed the "Bolder than Most'' rapist because of the way he attacked his victims, at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. He pleaded guilty in 1989 to committing more than a dozen sexual assaults in the mid-to-late 1980s and was sentenced to 50 years in prison.Prior to Quarles' release from prison, the District Attorney's Office filed a petition to have him civilly committed as a sexually violent predator. In 2014, Quarles was committed to the Department of State Hospitals to undergo sex offender treatment. In September 2016, Quarles petitioned the court to be granted release through the Conditional Release Program for sex offenders.Quarles will return to the hospital where he has been held until it's determined where he will be placed. SAN DIEGO (CNS) - A 12-year-old girl suffered a broken arm and leg when she was struck by a vehicle while crossing a San Diego street, authorities said.It was reported at 10:48 p.m. Saturday in the 10600 block of Tierrasanta Boulevard, said San Diego police Officer Robert Heims.The girl was crossing the street in a crosswalk but against a red pedestrian crossing signal, Heims said.``An unknown vehicle was westbound on Tierrasanta Boulevard and struck the pedestrian,'' he said. The vehicle fled the scene.Paramedics took the girl to a hospital for treatment of a broken left humerus and broken left femur, which were not life-threatening injuries, Heims said. 671

SAN CARLOS, Calif. (KGTV) -- Police are searching for a suspect caught on video stealing a bike from a San Carlos garage in late October. According to police, the theft happened on the 6600 block of Bell Bluff Avenue on October 25 around 2 p.m. Police say the suspect backed his truck into the victim’s garage before using bolt cutters to cut a lock and steal a M80 mountain bike. According to police, the theft wasn’t the first time mountain bikes were stolen from the same home. On October 13 and 15, the victim had two other mountain bikes stolen from the garage. The total value of the three bikes is ,000, police say. At this time, it’s unknown if the same suspect is responsible for all three thefts. The suspect is described as a white male in his 30s or 40s with short, blonde hair and a full beard.
