But even if Pfizer is able to fulfill that ambitious order by Dec. 31, it would only be able to vaccinate about one-third of everyone in the county.Once the initial vaccine order has been completed, it will need to be rationed for those who need it most — likely health care workers, essential employees and people in high-risk populations. While it is unclear who exactly will be eligible to receive the vaccine first, the Department of Health and Human Services (HHS) says the early distribution of a COVID-19 vaccine will be "constrained tightly" and will be "highly targeted" to "achieve coverage in priority populations."Eventually, the U.S. hopes to grant emergency use authorization to several vaccine candidates — many of which are currently in production on orders from the U.S. government. HHS hopes that by the middle of next year, several vaccines will be approved and widely available. But at that point, officials will run into a second major hurdle — vaccine skepticism.Skepticism about vaccines has been on the rise in recent years, fueled in part by the spread of misinformation online. In particular, baseless conspiracies linking vaccines to autism have spread on social media, eroding public confidence in medicine. In addition, polarized politics in the U.S. have led to speculation that government leaders will approve an unsafe or ineffective vaccine for political purposes.Vaccines are only effective if enough members of the public become inoculated against a virus — if a virus has nowhere to spread, it will eventually die out. But Gallup polling released in October shows that just 50% of Americans say they would receive a COVID-19 vaccine if it had been approved by the FDA and available at no cost — far below the threshold for herd immunity, according to many health experts.The Gallup polling is consistent with AP polling from earlier this year that also only found 50% willingness to take a COVID-19 vaccine.All the while, the final push for a COVID-19 vaccine will be occurring during what members of the White House coronavirus task force warn will be the most concerning and deadly period of the pandemic. The virus is currently spreading in the U.S. faster than it has at any other point during the pandemic, just as Americans are moving social gatherings indoors where the virus is more likely to spread.To be clear, health officials' efforts to develop a safe and effective COVID-19 is a momentous and historic achievement — approving a vaccine for emergency use by the end of the year would shatter all previous records for vaccine development. So, it's a little mini concert. I think employers are getting very creative," said Frydenlund.Valerie Keels works at the company Gavi, which has offices in Switzerland and Washington, D.C. Keels is working with a team of five other people to put on a virtual end-of-the-year office event. Complete with a virtual cartoonist, personal videos and more for their 350 employees."I think it serves a purpose. It's a reminder to those people who are more solitary, and okay being that way, that yeah, we’re all in this together and we can still be collegial and still have fun together," said Keels.The biggest focus for Keels and her team is making sure their employees come together to celebrate all of their hard work."It's so important that organizations either foster or maintain that connectedness because it's so important for the motivation and even well-being of staff to be connected to both the organization and the colleagues," said Keels.For some companies in lieu of holiday party, extra vacation days will be offered, as a way to show employees their appreciation during this unprecedented year."Time away is definitely something that's an added benefit that people can provide. You don't have to have a celebration or try to mimic what we had before, but why not give the gift of time," said Frydenlund.Frydenlund says while some companies will still be hosting holiday parties as usual, she says many will likely consider the pandemic and proceed with caution."When you start to think about what is the intention around celebrating around the holidays and I’ve always wanted to make sure you’re inclusive in doing so because everybody celebrates things differently. It also allows government employees to run for non-partisan office. While presidents and their families have traditionally shied away from using the White House for re-election events, the Trumps have begun to embrace the complex, especially with in-person events being trimmed down due to the coronavirus pandemic. While the first lady is not a federal employee, and is not subject to the Hatch Act, using the White House would require staff to prepare the facility to be used for political purposes.Penalties for violating the Hatch ActViolating the Hatch Act could involve termination from your position and a civil fine. Last year, the Office of Special Counsel recommended that White House adviser Kellyanne Conway be terminated after she allegedly violated the Hatch Act on multiple occasions during television interviews and social media posts. Several other White House officials, including former UN ambassador Nikki Haley, have been warned by the Office of Special Counsel for political activities they have performed while on duty. Haley got dinged for retweeting a Trump tweet endorsing a congressional candidate.Several high ranking Obama administration officials, including Secretaries Julian Castro and Kathleen Sebelius, had also violated that Hatch Act.
