No Crime Stoppers reward will be given to the woman who alerted police of the Waffle House shooter's whereabouts after he killed multiple people in Antioch. That's because the woman did not submit a tip through Crime Stoppers, instead, calling 911 with the suspect's location. "I get goosebumps talking about it," Lydia French said as she recalled the day that the suspect was caught. French spotted the man coming out of the woods near her worksite, next to where the suspect lived, when she called police. She then spotted the suspect a second time and called 911 again. "When he came out of the woods the second time and I got a good look at him, oh, I knew. I knew for sure. I called 911 back the second time and said, 'Your guy is right here. It's him,'" French said.She said police responded immediately."It was crazy. I've never seen so many vehicles just storm an area like they did," she said. While French called in the tip to 911, she was surprised that she wasn't given a reward from Crime Stoppers, and many others were confused about the situation as well."Unfortunately, we cannot pay the reward on this as Crime Stoppers was contacted after they advised the police department," an email from Crime Stoppers read.Crime Stoppers is a separate entity from the police department. "I actually thought they were hand-in-hand," French said. According to Liz Parrott, the chair of Nashville Crime Stoppers, to get a reward from Crime Stoppers, tipsters have to call the tip line, (615) 74-CRIME, or submit the tip through their mobile app. In the case of the Waffle House manhunt, French called 911. She never called Crime Stoppers, not until a month later to inquire about the reward. Crime Stoppers is designed to get tips in cold cases or in cases where someone with information wants to remain anonymous, and it generally isn't used in active crimes like the Waffle House manhunt."Anytime there's an active crime in progress, 911 is always best," Parrot said. While French said it isn't about the money, she wanted to get her story out so the public would know in the future: If you want the Crime Stoppers reward, you need to reach out to Crime Stoppers before the police. "I'm glad I could do what I could do to make the community and everybody feel safer, I just hope the families get justice," French said.French was given a ,000 reward from the TBI for her assistance in the case.  2478

Andrew Cuomo announced Friday that all New York school districts were able to reopen for the next academic year.Cuomo said that his decision was based on infection rates across the state. He previously announced a state formula to determine whether or not schools will reopen.School districts have been developing reopening plans, with feedback from parents and teachers.However, according to the governor, of the 749 districts across the state, 127 have yet to submit reopening plans and 50 plans were incomplete.The Department of Health will continue to go over plans as the come in, the governor said.According to Cuomo, the Health Department can disapprove of a district's plans if they don't meet the proper safety measures, which could delay the opening of schools in that district.New York City Schools Chancellor Richard Carranza also unveiled updated school reopening plans this week, which requires teachers and students to be in masks the whole day.Class sizes have also been slashed to 12 or less students, while many areas like gyms and cafeterias are getting revamped to create makeshift classrooms.Disinfection and virus protection are some of the top areas of concern.New York schools have been closed since mid-March in an attempt to mitigate the spread of the coronavirus outbreak. 1323

Video posted on social media shows the sky glowing a light blue color as an explosion could be seen off in the distance. WABC reported that the incident was caused by a transformer explosion at a power plant. Utility company Con Edison spokesman Bob McGee told the Associated Press what happened was an "arc flash" — somewhat like a bolt of lightning — after a malfunction in equipment that carries 138,000 volts of electricity 20 feet (6 meters) up in the air. Andrew Cuomo responded Thursday to the Supreme Court's Wednesday night ruling against the state's coronavirus restrictions on houses of worship in areas of New York City.The governor said the decision hasn't changed anything and called the court's action "irrelevant from any practical impact."However, leaders of the two groups who are plaintiffs in the case — the Roman Catholic Diocese of Brooklyn and Agudath Israel, an advocacy group for the Orthodox Jewish community — disagreed, saying that the case about religious liberty and more sensible health measures.Cuomo, for his part, pointed out that the Catholic church and Orthodox Jewish synagogues in Brooklyn and Queens are no longer subject to them."I think this was really just an opportunity for the court to express its philosophy and politics," Cuomo said.The justices split 5-4 on the decision, with new conservative Justice Amy Coney Barrett representing the decisive vote in the majority. It was Barrett's first publicly discernible vote as a justice.The court's three liberal justices and Chief Justice John Roberts dissented.In an unsigned order, a majority of the court said New York's restrictions "single out houses of worship for especially harsh treatment."Bishop Nicholas DiMarzio of the Brooklyn Diocese said that the ruling is relevant far beyond the boundaries of the New York City region."There are places where, for example, I'm on the board of the National Shrine of the Immaculate Conception in Washington D.C.," DiMarzio said.
