BEIJING, Oct. 24 (Xinhua) -- China held a reception here on Friday to commemorate the 30th anniversary of the China-Japan Peace and Friendship Treaty signing, calling on both nations to make joint efforts to further boost bilateral relations.     President Hu Jintao and visiting Japanese Prime Minister Taro Aso attended the reception.     Recalling the history of the Sino-Japanese relations, Hu said 30 years ago senior leaders, including late leader Deng Xiaoping and ex-Japanese Prime Minister Takeo Fukuda, made a strategic decision to sign the treaty.     He called it an important historic document in bilateral ties since the normalization of relations in 1972.     Hu said the treaty had for the first time nailed down the general direction of bilateral ties featuring peaceful co-existence and long-term friendship. He added it had played an important role in pushing forward the ties in a correct fashion.     Since then, peace, friendship and cooperation remained in the mainstream of the relation despite some twists and turns, he said.     The four political documents signed between the two countries had laid a political foundation for the long term stable development of bilateral ties, Hu said, adding both sides had made hard-won progress in cooperation in various areas.     After the normalization of the ties, the political and economic exchanges between the two nations had developed quickly.     On Oct. 23, 1978, China and Japan exchanged documents of ratification of the Treaty of Peace and Friendship during the visit of the then Chinese Vice Premier Deng to Japan. This had become one of the four important political documents (the other three are the joint statement in 1972, the joint declaration in 1998 and the joint statement in May) for the ties.     Hu thanks all those who had contributed to cementing the China-Japan friendship, adding insightful officials of two countries, including the seven Japan-China friendship institutions, had made great efforts to push forward bilateral friendship, despite the variety of domestic and international situations.     The Sino-Japanese relations were at a new starting point to create history and faced important opportunities for further development.     "We are willing to work with the Japanese side to increase political mutual trust, intensify cooperation and friendly exchanges to advance China-Japan strategic and reciprocal relations," Hu noted.     Aso highlighted the bilateral exchanges and cooperation of the past 30 years, attributing the development of the relation to people who were working hard to push forward the ties.     China and Japan are permanent neighbors, and the relations between the two should be in the nature of indispensable partnership. Aso called on the two countries to continue their dialogue and exchanges at various levels and cement consultation and cooperation in aim to achieve joint development and help to promote the stability and prosperity of Asia and the world.     Aso arrived in China on Thursday evening to attend the seventh Asia-Europe Meeting. It was his first visit since taking office last month.

BOSE, Guangxi, Oct. 21 (Xinhua) -- China's top lawmaker urged the southwest Guangxi Zhuang Autonomous Region to build more transportation infrastructure and accept more industries from developed areas.     Guangxi should try to find a road for development compatible to its own realities, said Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), during his tour of the region which wraps up Wednesday.     Wu said the region should use the advantages it has such as low labor costs and natural resources to develop rural areas.     Wu, who is also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, visited local villages, factories and schools to talk about rural reforms made at the recent Third Plenary Session of the Seventeenth CPC Central Committee.     He said the region should use its advantage of having a lengthy coastline and many sea ports, to make the Beibu Gulf Economic Zone the top recipient of development.     During his tour, Wu paid a visit to the Bose Memorial Hall, in Bose City. HARARE, Dec. 23 (Xinhua) -- China donated 500,000 U.S. dollars to Zimbabwe on Tuesday to boost the country's efforts to arrest cholera epidemic which has killed more than 1,000 people since the first outbreak in August.     Speaking at the donation ceremony at the Health Ministry office building in Harare, He Meng, Charge d'Affair of the Chinese Embassy in Harare, said as a long-term friend of Zimbabwe, China shares the concerns of international community over the current cholera situation, and sympathies with Zimbabwean people in their sufferings.     "At the moment, Zimbabwean people are eagerly waiting for assistance fighting against cholera, we sincerely hope and believe that the money would be made best use of under the coordination of the Zimbabwean government and UN agencies, so as to alleviate the epidemic situation and help Zimbabwean people to overcome challenges at an earlier date, " He said.     Zimbabwe's Health and Child Welfare Minister David Parirenyatwa said with the help of international organizations and countries friendly like China, the situation is now much better. He spoke highly of good relations between the two countries.     At least 1,000 people have died of cholera while nearly 24,000 cases have been reported in Zimbabwe since August this year. However, reports on Tuesday say the disease has been contained and cases are on the decline.     Zimbabwe's health sector got a major boost at the weekend when the country received 140 tons of medical supplies from the United Nations Children's Fund.     Since Zimbabwe declared cholera and the health system a national emergency, a number of donors and diplomats have come in with sizeable donations.     Over the weekend, Tanzania donated 40 tons of medical supplies to fight the cholera epidemic while SADC has launched an emergency request for medical aid.     Last week, the United Nations Population Fund donated five tonsof surgical sundries towards central hospitals' maternity services for a period of at least three months.     A fortnight ago, Namibia responded to Zimbabwean government's request for assistance with a donation of 200,000 dollars worth of drugs.     Two weeks earlier, South Africa had partnered the Zimbabweans government to contain the cholera outbreak in Beitbridge.     Other non-governmental organisations and UN agencies have also assisted through the provision of incentives for staff working in cholera treatment centres, logistics and experienced staff.     The assistance from the donor community is earmarked either for cholera or revival of the health sector.

BEIJING, Nov. 9 (Xinhua) -- China will take 10 major steps to stimulate domestic consumption and growth as it turns to an "active" fiscal policy and "moderately easy" monetary policy, an executive meeting of the State Council said on Sunday.     Here are the 10 major steps:     -- Housing: Building more affordable and low-rent housing and speeding the clearing of slums. A pilot program to rebuild rural housing will expand. Nomads will be encouraged to settle down.     -- Rural infrastructure: Speeding up rural infrastructure construction. Roads and power grids in the countryside will be improved, and efforts will be stepped up to spread the use of methane and to ensure drinking water safety. This part of the plan also involves expediting the North-South water diversion project. Risky reservoirs will be reinforced. Water conservation in large-scale irrigation areas will be strengthened. Poverty relief efforts will be increased.     -- Transportation: Accelerating the expansion of the transport network. That includes more dedicated passenger rail links and coal routes. Trunk railways will be extended and more airports will be built in western areas. Urban power grids will be upgraded.     -- Health and education: Beefing up the health and medical service by improving the grass roots medical system. Accelerating the development of the cultural and education sectors and junior high school construction in rural western and central areas. More special education and cultural facilities.     -- Environment: Improving environmental protection by enhancing the construction of sewage and rubbish treatment facilities and preventing water pollution in key areas. Accelerating green belt and natural forest planting programs. Increasing support for energy conservation and pollution-control projects.     -- Industry: Enhancing innovation and industrial restructuring and supporting the development of the high-tech and service industries.     -- Disaster rebuilding: Speeding reconstruction in the areas hit by the May 12 earthquake.     -- Incomes: Raising average incomes in rural and urban areas. Raising next year's minimum grain purchase and farm subsidies. Increasing subsidies for low-income urban residents. Increasing pension funds for enterprise employees and allowances for those receiving special services.     -- Taxes: Extending reforms in value-added tax rules to all industries, which could cut the tax corporate burden by 120 billion yuan (about 17.6 billion U.S. dollars). Technological upgrading will be encouraged.     -- Finance: Enhancing financial support to maintain economic growth. Removing loan quotas on commercial lenders. Appropriately increasing bank credit for priority projects, rural areas, smaller enterprises, technical innovation and industrial rationalization through mergers and acquisitions.     These 10 moves are expected to have positive effects on cement, iron and steel producers amid a boom in infrastructure investment.
