ENCINITAS, Calif. -- No dancing allowed. Sounds a little like the movie, “Footloose” right? Well, it’s real — and it’s the law in the city of Encinitas, California.“We got in trouble for people dancing here,” said Brie Cardosa, owner of Mr. Peabody’s Bar and Grill. The restaurant was fined ,000 for allowing their patrons to dance while listening to live music.Cardonas' restaurant has been providing food and live music for more than a decade. She said they have never had any run-ins with the law until they recent fine from the Alcohol Beverage Control.“We didn’t realize we were doing anything wrong,” Cardosa said.The fine stemmed from a city law that makes it illegal to dance in Encinitas during evening hours.Encinitas Councilman Tony Kranz believes his predecessors created the law in 1986 to prevent several dance clubs from being built in the city, or to dissuade people from behaving lewdly at alcohol-serving establishments.“I think it’s just the result of cities trying to limit their liability," he said. "And make it an enjoyable experience for everybody that comes out."The crackdown took place after the city received an overwhelming number of complaints from a number of area bars. Many Peabody’s fans have taken a stand by signing an online petition to let them keep dancing.You can find the petition here. Cardosa said dancing to music is a natural reaction, and found it hard to force her patrons to remain still. “We just don’t want to get in trouble if we’re dancing, or if someone starts moving around,” Cardosa said. “We don’t want to tell them that they can’t dance. It’s such a difficult type thing to explain to someone.”Kranz agrees. “I’ve been there before. and I’ve seen some dancing. I might have even swayed to the music a couple of times there,” he said. “The (Alcohol Beverage Control) interprets their rules that if you sway to the music, you could be in violation of the rules. That is not what city council is interested in having happen.”Encinitas City staff have started work on a revision to the current, and outdated law. In the meantime, Cardosa is hoping the petition persuades the council to let them stay as is. Her other options are to turn in a “deemed approved ordinance” application to temporarily be approved or to submit the “entertainment establishment permit,” also known as the “cabaret permit.” This would allow Mr. Peabody’s to have “dancers“ inside their venue.But that doesn't really align either. “We don’t want to be a dance club. We don’t want to be a dance venue,” Cardosa said. “I hope to have the support of the city behind us, and just you know, move on.”Cardosa said she will continue to host live music at the restaurant several nights a week, without dancing. EPA Administrator Scott Pruitt's 24-hour security in Washington extends to at least some of his personal trips, according to a letter Democratic Sen. Sheldon Whitehouse sent to the department's inspector general and shared with CNN.The letter, written based on information that Whitehouse says he confidentially obtained from an unnamed source, raises new questions about the cost of Pruitt's unprecedented EPA-funded security, and alleges that Pruitt has used his security detail while on non-official business, including trips home to Tulsa, Oklahoma, a family vacation to Disneyland and the Rose Bowl game.Whitehouse, D-Rhode Island, says the new details should be added to the inspector general's ongoing investigation into Pruitt's travel expenses and use of a 24/7 security detail. The documents, he wrote, raise concern "significant agency resources are being devoted to administrator Pruitt's 'round-the-clock security, even when he is traveling on non-official business."Whitehouse adds, "While I consider matters of personal security to be extremely serious, personal security should never be used as a pretext to obtain special treatment."The letter alleges that six weekly schedules and other explanatory documents that were provided to him show that Pruitt used between two and three dozen different agents during a six-week period.Asked about the letter, the EPA told CNN that "Administrator Pruitt follows the same security protocol whether he's in his personal or official capacity," but declined to further elaborate on those protocols.The EPA has said that Pruitt has faced unprecedented threats, including direct threats on his life, leading to equally unprecedented security measures.CNN reached out to the EPA's Office of Inspector General, which did not comment on the case.Pruitt has been under increased scrutiny for citing security as the reason he flew first class on the government's tab, racking up nearly 0,000 in travel costs. However, Pruitt did not turn over the waivers that are necessary to fly in an upgraded cabin.Whitehouse's letter asks the inspector general to see if Pruitt flies first class on non-official trips, and if so, whether the EPA pays for the security detail's flights, accommodations and per diems.Pruitt told CBS News recently: "There's a change coming" in the way he travels, "including flying coach," and in the way his staff will accommodate security threats.In October, CNN reported the EPA was beefing up Pruitt's 24/7 security, hiring a dozen more agents. ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase.
