WASHINGTON (AP) — The Trump administration says people would drive more and be exposed to increased risk if their cars get better gas mileage, an argument intended to justify freezing Obama-era toughening of fuel standards.Transportation experts dispute the arguments, contained in a draft of the administration's proposals prepared this summer, excerpts of which were obtained by The Associated Press.The excerpts also show the administration plans to challenge California's long-standing authority to enact its own, tougher pollution and fuel standards.Revisions to the mileage requirements for 2021 through 2026 are still being worked on, the administration says, and changes could be made before the proposal is released as soon as this week.RELATED: California sues over plan to scrap car emission standardsThe Trump administration gave notice earlier this year that it would roll back tough new fuel standards put into place in the waning days of the Obama administration. Anticipating the new regulation, California and 16 other states sued the Trump administration in May.Overall, "improvements over time have better longer-term effects simply by not alienating consumers, as compared to great leaps forward" in fuel efficiency and other technology, the administration argues. It contends that freezing the mileage requirements at 2020 levels would save up to 1,000 lives per year.New vehicles would be cheaper — and heavier — if they don't have to meet more stringent fuel requirements and more people would buy them, the draft says, and that would put more drivers in safer, newer vehicles that pollute less.RELATED: EPA moves to weaken Obama-era fuel efficiency standardsAt the same time, the draft says that people will drive less if their vehicles get fewer miles per gallon, lowering the risk of crashes.David Zuby, chief research officer at the Insurance Institute for Highway Safety, said he's doubtful about the administration's estimate of lives saved because other factors could affect traffic deaths, such as automakers agreeing to make automatic emergency braking standard on all models before 2022. "They're making assumptions about stuff that may or may not be the same," he said.Experts say the logic that heavier vehicles are safer doesn't hold up because lighter, newer vehicles perform as well or better than older, heavier versions in crash tests, and because the weight difference between the Obama and Trump requirements would be minimal.RELATED: President Trump, California clash over key issues"Allow me to be skeptical," said Giorgio Rizzoni, an engineering professor and director of the Center for Automotive Research at Ohio State University. "To say that safety is a direct result of somehow freezing the fuel economy mandate for a few years, I think that's a stretch."Experts say that a heavier, bigger vehicle would incur less damage in a crash with a smaller, lighter one and that fatality rates also are higher for smaller vehicles. But they also say that lighter vehicles with metals such as aluminum, magnesium, titanium and lighter, high-strength steel alloys perform as well or better than their predecessors in crash tests.Alan Taub, professor of materials science and engineering at the University of Michigan, said he would choose a 2017 Malibu over a heavier one from 20 years earlier. It's engineered better, has more features to avoid crashes and additional air bags, among other things. But the later draft raises that to ,100 and even as high as ,700 by 2025.Environmental groups questioned the justification for freezing the standards. Luke Tonachel, director of the clean-vehicle program at the Natural Resources Defense Council, said the risk from people driving more due to higher mileage is "tiny and maybe even negligible."Under the Trump administration proposal, the fleet of new vehicles would have to average roughly 30 mpg in real-world driving, and that wouldn't change through 2026.California has had the authority under the half-century-old Clean Air Act to set its own mileage under a special rule allowing the state to curb its chronic smog problem. More than a dozen states follow California's standards, amounting to about 40 percent of the country's new-vehicle market.Asked if he thinks a freeze in U.S. mileage standards is warranted, EPA acting administrator Andrew Wheeler told a small group of reporters at EPA headquarters last week, "I think we need to go where the technology takes us" on fuel standards.Wheeler did not elaborate. Agency spokespeople did not respond when asked specifically if the EPA acting chief was making the case that modern cars could be both fuel efficient and safe.Wheeler also spoke out for what he called "a 50-state solution" that would keep the U.S car and truck market from splitting between two different mileage standards.The Department of Transportation said in a statement that the final fuel economy standards would be based on sound science. The department cautioned that a draft doesn't capture the whole picture of the proposed regulation.The draft said a 2012 analysis of fuel economy standards under the Obama administration deliberately limited the amount of mass reduction necessary under the standards. WASHINGTON (AP) — White House officials and congressional staffers will continue negotiations Saturday over the government shutdown, even after President Donald Trump declared he could keep it going for "months or even years."Trump met Friday with congressional leaders from both parties as the shutdown hit the two-week mark amid an impasse over his demand for billions of dollars for a border wall with Mexico. Democrats emerged from the meeting, which both sides said was contentious at times, to report little if any progress.Trump has designated Vice President Mike Pence, Homeland Security Secretary Kirstjen Nielsen and adviser Jared Kushner to work with a congressional delegation at a meeting set for 11 a.m. Saturday.Trump is framing the upcoming weekend talks as progress, while Democrats are emphasizing families unable to pay bills.The standoff has prompted economic jitters and anxiety among some in Trump's own party. But he appeared Friday in the Rose Garden to frame the weekend talks as progress, while making clear he would not reopen the government."We won't be opening until it's solved," Trump said. "I don't call it a shutdown. I call it doing what you have to do for the benefit and the safety of our country."Trump said he could declare a national emergency to build the wall without congressional approval, but would first try a "negotiated process." Trump previously described the situation at the border as a "national emergency" before he dispatched active-duty troops in what critics described as a pre-election stunt.Trump also said the hundreds of thousands of federal workers who are furloughed or working without pay would want him to "keep going" and fight for border security. Wauwatosa, Wisconsin is a picturesque suburb outside of Milwaukee home to 48,000 Americans.It’s normally a quiet town filled with restaurants, shops and family homes, but the last few months have been anything but quiet.“We've had over 60 nights of protests and riots,” said Dennis McBride, the mayor of Wauwatosa. “Protests mostly have been nonviolent, but mostly have not been peaceful.”There were multiple nights the city was under a curfew, the National Guard was deployed and businesses were boarded up.Families marched through the streets like never before. The demonstrations began in this community when George Floyd was killed and intensified after a Wauwatosa officer shot and killed a teenager and was not charged.“It's because of the racism we've had in our country for 400 years. We are not immune from that in a suburb,” he said.“We’ve seen that in towns, villages and communities across Wisconsin: folks really leaning into engaging and organizing to see the change they want in their own communities,” said Tomás Clasen, an attorney for the American Civil Liberties Union.Clasen said the rising number of protests in suburban communities gives people who normally wouldn’t participate in a front-row seat to change.“People are starting to realize that the problem is larger and impacts their communities in ways they didn’t necessarily acknowledge,” said the attorney.Restaurant owner Chris Leffler said businesses in town were right in the middle, wanting to support the message of the demonstrators but also wanting to protect their livelihoods.“We do need some police reform, but you know we have to trust our police. You know, there's a balance,” said Leffler.Even weeks after protests ended, the town is still boarded up. “Looking at what's happened around our country, unfortunately, I think that there was some anxiety and we had the same anxieties and thought, ‘Better protect ourselves,’” said Leffler.But he said the worry comes with hope. From outrage, policies and attitudes will change.“Black, white, Republican, Democrat, we're all part of this one community, and really, unity is what we're hoping for here as a community,” he said.There have been thousands of protests across the country this year for racial equality and social justice, and now more than ever, these movements are moving outside major cities into smaller communities like Wauwatosa.Experts say one reason more people are engaging in demonstrations in suburban areas: they can connect easily first on social media.“Having access to social media is really useful for building groups,” said Patti Silverman, founder of PERsist, a progressive women’s advocacy group in Washington County, a suburb outside of Milwaukee. “We started probably four months ago with three members. As of today, we have 400.”Silverman and women across her county are gathering to protest and rally for change, something many of these women have never done before.“People don't like to hear that we're here, but just by existing we have power and we have the ability to make change,” she said.These women are organizing in their suburban community, hoping for fairer government and equality for all. They’re making sure they’re speaking out peacefully but forcefully.“I think people are realizing these issues aren’t just aren’t just things that are happening in big cities, and it’s really easy to be comfortable in this county that’s so white and just think, ‘Well, this doesn’t impact me.’ But this is a time, and we’re seeing in the last four years, the consequences of not speaking out, and this is a time to not sit back and be comfortable and to really use your voice,” said Silverman.Keeping the community involved is something these women and their neighbors want to see continue not just this year but for years to come.“We can't be complacent,” said Silverman. PERsist, along with the local businesses, community leaders and neighbors believe starting on the smallest level, in the quietest communities is the best way to fight the silence stopping change. 4047
