If you look back over time, whether it is Democrats or Republicans in the Congress or in the White House, China has always been an important country for the United States. Both countries will continue to pursue the common interest," said Elizabeth Wishnick, Research Associate at Weatherhead East Asian Institute, Columbia University.She told Xinhua in an interview that it would be difficult to see major changes occurring between U.S.-China ties after the U.S. midterm elections, because both countries share so many common interests in terms of preventing the nuclear proliferation weapons and reducing the problems of terrorism, etc."Keep in mind the long-term interests we share and the long history of cooperation we have, China and U.S. will find ways to move forward and have good possibility for future cooperation," she stressed.Wishnick admitted that it is a difficult time right now for U.S. and China, because "the economy is pulling both nations in different directions and no solution has been worked out yet to resolve the pressing economic problems that divide us.""It's a challenge for us to keep focus on what can be accomplished bilaterally, instead of getting too distracted by pressing current problems. CHANGCHUN, Nov. 25 (Xinhua) - An electric short circuit in a shop was believed to be the cause of a shopping mall blaze that killed 19 people earlier this month in northeast China's Jilin Province, a spokesman with the provincial work safety bureau said Thursday.The fire broke out on Nov. 5 in Jilin Commercial Building, Jilin City and lasted 12 hours. It left 19 people dead, 24 others injured and took fire fighters 10 hours to extinguish the flames, which ravaged 15,830 square meters of the five-storey mall.Investigations found that a short circuit in Sishulang Shop on the first floor of the mall was the cause of the fire.Police have detained 14 people in connection with the fatal blaze. The families of each of the victims have received at least 250,000 yuan (37,600 U.S. dollars) in compensation from the government.

BEIJING, Nov. 28 (Xinhua) -- China on Sunday proposed emergency consultations among the heads of delegation to the Six-Party Talks next month as tensions rise on the Korean Peninsula."The Chinese side, after careful deliberation, proposes emergency consultations among the heads of delegation to the Six-Party Talks in early December in Beijing to exchange views on major issues of concern to the parties at present," said Wu Dawei, Chinese special representative for the Korean Peninsula affairs.It is China's latest move with regard to tensions on the peninsula, following the exchange of artillery fire Tuesday between the Republic of Korea (ROK) and the Democratic People's Republic of Korea (DPRK).The ROK and the United States on Sunday launched a four-day joint naval drill in waters west of the divided Korean Peninsula, the U.S. aircraft carrier USS George Washington joined the drill.A statement from the U.S. Forces Korea (USFK) said it "demonstrates the strength" of the alliance between Seoul and Washington and their "commitment to regional stability through deterrence."But the DPRK on Sunday blasted the ROK-U.S. joint exercises, saying they were bringing war to the Korean Peninsula.China has repeatedly called for calm and restraint, urging the resumption of the stalled Six-Party Talks among China, the DPRK, the United States, the ROK, Russia and Japan.Wu told a press conference the consultations would aim to properly address the situation on the Korean Peninsula and were in accordance with the Joint Statement of the Six-Party Talks issued on Sept. 19, 2005.

BEIJING, Nov. 16 (Xinhua) -- China exported 16,000 tonnes of rare earth to Japan in the first nine months of the year, equivalent to 49.8 percent of its total rare earth exports, the Ministry of Commerce (MOC) said Tuesday.The figure was a 167-percent year-on-year rise, MOC spokesman Yao Jian said at a press conference.Exports to the United States increased 5.5 percent year on year to 62 million tonnes during the same period, equivalent to 19 percent of China's total rare earth exports.China exported 32,200 tonnes of rare earth in the first nine months of the year at an average price of 14,800 U.S. dollars per tonne.Yao said the Chinese government has tightened regulations concerning the development, production and export of rare earth out of concern for the environment.China cut its 2010 rare earth export quota 39 percent year on year while rare earth development and production capacities were reduced by 25 percent and 23 percent, respectively, he said.In addition, China has added a 15- to 25-percent export duty on rare earth exports while banning the export of 41 rare earth-related processed products.China's restrictive policies have been criticized by Japan, the United States and European countries. They said China's restrictions on rare earth exports violate World Trade Organization rules. China refutes such claims."China's restrictive measures comply with WTO rules, as the steps were taken in the whole process of exploitation, production and export," Yao said.China continued to export rare earth in recent years even as environmental pressures grew and resource-depletion approached, he added.He said China hopes other rare earth-rich nations will develop their own resources while adding that China is ready to cooperate with other nations to mine and process rare earth in an environmentally-friendly way.Rare earth is a key component in the manufacture of high-tech products ranging from computers to airplanes. But mining rare earth is a highly-polluting process.With a 90 percent share of the world rare earth trade, China's export quotas are a sensitive issue. In early November, the MOC denied suggestions there would be a drastic reduction in 2011 rare earth export quotas.
