CALEXICO, Calif. (KGTV) - Nearly two and a half miles of the current border wall along the U.S.-Mexico border in Calexico are being replaced with 30-foot high, bollard-style walls.The section of the replacement, which broke ground last week, extends from the Calexico Port of Entry westward just past Gran Plaza Outlets, according to Customs and Border Protection officials. The project also includes 2.25 miles of all-weather roads.CBP officials tweeted out photos of the construction Thursday, saying "replacement project in Calexico is going well. 30-foot tall steel bollard wall is stacked on the ground waiting to be installed after the removal of old landing mat barrier."RELATED: President Trump to visit San Diego, inspect border wall prototypesThe section under construction was built in the 1990s out of recycled metal scraps and old landing mat.While officials said the wall has proven effective, "smuggling organizations damaged and breached this outdated version of a border wall several hundred times during the last two years," resulting in costly repairs.The construction is separate from President Donald Trump's promised wall across the border. California regulators want to tax text messages to increase funds for programs that bring connectivity to underserved residents.A new surcharge proposed by the California Public Utilities Commission (CPUC) wouldn't be a per-text tax, but a monthly fee based a cellular bill that includes any fees for text-message services. Most carriers offer a flat fee option for texting, and already charge a similar fee for other services included in the bill — such as phone calls. The exact structure of the charge would vary from carrier to carrier.The commission will vote on the measure January 10, 2019, and is facing strong opposition from industry trade groups like the CTIA, which represents AT&T Mobility, Sprint, and T-Mobile. (AT&T is the parent company of CNN.)The 52-page proposal by CPUC Commissioner Carla J. Peterman lays out the details of the plan, and says the state's Public Purpose Program budget is going up while incoming fees to fill it are decreasing. Currently the surcharge rate is less than 7%.The proposed plan could be complicated by a new Federal Communication Commission ruling. On Wednesday, the FCC approved a new rule that classifies text messages as an "information service" like email. Proponent of the rule say it will give carriers the ability to crack down on spam messages, and critics say it could lead to carriers censoring messages.The CTIA argued in a legal filing submitted Wednesday that if texts are an information service, then the CPUC doesn't have authority over them and can't add on surcharges. It claims the proposal would go against federal law.The industry group also says the proposal would create inequity "between wireless carriers and other providers of messaging services," such as WhatsApp, iMessage and Skype."Subjecting wireless carriers' text messaging traffic to surcharges that cannot be applied to the lion's share of messaging traffic and messaging providers is illogical, anticompetitive, and harmful to consumers," the CTIA said in its filing.In light of the FCC ruling and other legal filings submitted to the CPUC, the group could change its draft proposal before the vote next month.According to the CPUC, the charges go to a number of different programs, including 911 services, subsidized phone service for low-income residents, and equipment for deaf and hard-of-hearing users. 2379
CARLSBAD, Calif. (KGTV) - The owner of Lhooq Books is hoping the community can help him out, after being served with a 60-day notice to vacate.Sean Christopher has owned and run Lhooq Books on Carlsbad Village Drive for a decade. His book store specializes in rare books. It also features a public library outside, where people can either buy books for a donation or borrow them. It also hosts small public art events.But all of it is at risk.Christopher says he contacted his leasing company, Pacific Coast Commercial, in September to ask about the state of his rental agreement. Instead of getting answers, he says they served him with a notice to vacate."It was a complete and utter shock," says Christopher. "There was not even a hint that anything was wrong."In addition to being forced to leave his store, Christopher says he's also been told to leave his home, which he rents from the same company. The store and home are both on the same plot of land.Christopher says part of the shock came because of all the work he's done on the property. He estimates that he's spent thousands of dollars to clean up the home and renovate the store."I've basically replaced, repaired or deep cleaned absolutely every inch of the property," he says.He also says he had an agreement with the owner to do more work over the next few months to add a new entrance to the book store and a new storage shed in the home's yard.Now, he's confused why the owner would make that agreement and then force him out.Christopher says there's no way he can uproot his life, family and business in under two months."To find a suitable retail store, and a home, and then pay security deposits and first and last month's rent on both, while continuing to pay rent here, it's literally impossible," says Christopher.When he reached out for a follow-up with the rental company, Christopher says they told him their decision was "just business."They also told him to stop calling, or he'd be given a 3-day eviction notice.Now he wants to fight back. Christopher says he understand's the owner's rights to end his lease, but he hired a lawyer to try and get an extension."I'm not being unreasonable," he says. "I'm just trying to get a compromise, a resolution so that I can relocate without maxing out my credit cards or going bankrupt and possibly homeless."To help pay legal fees, Christopher has set up aGoFundMe account. CARLSBAD, Calif., (KGTV) -- Nearly 200 active duty mothers and mothers who support active duty staff at Camp Pendleton, got a full day of pampering at the 12th Annual Military Mother's Day Brunch. 10News spoke to the Torres family. "Right now, Daddy's deployed," mother, Sonia Torres said. While her husband defends the country as Sgt. Major of Batallion 1-4, she defends the homefront as she cares for her two children, Jasmine and Al."My mom means the world to me. She does everything for me. Cook, kisses me good night, everything," 11-year-old Al said.With no family nearby, military mothers like Torres are in a unique parenting situation. They play the roles of both mom and dad. "Since Daddy left, we needed something to fill that void, and we found Tae Kwon Do. We [Al] went from white belt to yellow belt to orange belt, Friday night." Torres said proudly.They often witness milestones alone. Jasmine celebrated her 13th birthday yesterday. "My mom is well, there's no words to describe it. She's always there for me. I couldn't really ask more than that," Jasmine said. So they don't. The Torres children will spend the rest of their lives being Mama's Girl and Mama's Boy."When I'm in university or college, I would be really close to her because she's my number one fan," Al said. CAMP PENDLETON, Calif., (KGTV)-- Thousands of US Marines stormed a makeshift town today as part of the largest amphibious exercise in Camp Pendleton's history. With their guns drawn and light on their feet, the Marines at Camp Pendleton have one objective: secure the Red Beach Combat Town. The town is a collection of makeshift structures off Las Pulgas Road just west of Interstate 5.The scenario was this: The soldiers are fighting the enemy from a near-pier threat. The Marines got battle-ready at sea, aboard the USS Somerset and USS Macon Island, thanks to their special partnership with the US Navy. "We spend a lot of time on ship, a lot of time coordinating with the sailors themselves inside the welded deck inside the ship," Amphibious Assault [AAV] Section Leader, Sgt. Kenneth Larkin said. "Being able to rely on each other for the safety of our vehicles and our members, it's phenomenal."From ship to shore, the men and women arrive on their AAV. They creep onto shore at seven mph, then book it on land. The crew drops off the infantry, ant the combat simulation begins. This scenario kicks off this year's Steel Knight Exercise. With 13,000 Marines and sailors participating, it is the largest iteration of the Steel Knight Exercise at Camp Pendleton."The Marine Corps prides itself on being amphibious, so this is one of those exercises where the division gets involved. The entire division of Camp Pendleton," Infantry Platoon Sgt. Ethan Rhoades said. "It basically hones our skills to actually go from ship to shore and to seize an objective likely would in a real-time conflict."For two weeks straight, the men and women will repeat the aerial and amphibious exercises. Tough training in the elements will prepare them for real-life scenarios. "Just know that America's sons and daughters are working hard in the First Marine Division to prepare to win this nation's battles," 1st Marine Division Spokesperson, Lt. Cameron Edinburgh said.
