(KGTV) -- Following hours of public comment and discussion, the Santee City Council approved a massive housing development that has been in the works for decades.Late Wednesday evening, the council voted 4-1 in favor of the Fanita Ranch project. The development was first proposed in 1999 and has gone through several revisions.The project includes nearly 3,000 new homes, as well as plans for a school, parks, and open space. Changes to state Route 52 are also a part of the plan.The development will be located north of SR-52, west of Eucalyptus Hills, off Magnolia Avenue and Cuyamaca Street.Fanita Ranch supporters have argued that more homes are needed in the area, but opponents believe the project would create a traffic problem, especially during an emergency situation like a wildfire. Noise and environment-related concerns have also been raised.The developers, HomeFed Corporation, said they have solutions for many of the issues brought up by project opponents, including evacuation routes in the event of an emergency.HomeFed also said the project would bring more jobs and revenue to the city of Santee.The project would be completed in four phases and would be finished in 10-15 years.Prior to the vote, some Santee residents asked the council to table the issue and allow them to have a vote on the land use with Measure N on the November ballot. 1385

I feel angry, and I feel sad," said Dellarsina.The roller coaster of emotions began after a Thanksgiving morning break-in. The 43-year old Jimmy's Restaurant of Santee was ransacked by thieves. The HVAC access on the roof is the likely entry point.Video shows three people stuffing items into their car, as they helped themselves to whatever they wanted."They took food, liquor, checks, cash, laptop computer, and sports memorabilia," said Dellarsina.The items stolen were just part of the loss. The thieves also cut the power and left the refrigerators open, so all the food had to be tossed."When I saw food going into the trash is when I broke down," said Dellarsina.The total loss more than ,000.The restaurant had to be shut down for a few days, including the day after Thanksgiving, their busiest day of the year."One thing after another ... devastation," said Dellarsina.Beginning in March, restaurant was shut down for months during the pandemic. According to KEYT, the blaze, named the Cave Fire, sparked around 4:15 p.m. along Highway 154 and East Camino Cielo. By 5 p.m., the fire had burned 15 acres. That number quickly grew to 2,500 acres by 7:54 p.m., The Tribune reports. Say goodbye to emotional-support animals in airplane cabins. The Transportation Department issued a final rule Wednesday covering service animals. The rule says only dogs can qualify, and they have to be specially trained to help a person with disabilities. "This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. It allows airlines to recognize emotional support animals as pets, rather than service animals, and permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals," the final rule states. Those traveling with a service dog will be required to fill out a form from the DOT "attesting to the animal’s training and good behavior, and certifying the animal’s good health" before flying. For years, some travelers have been bringing untrained dogs and all kinds of other animals on board by claiming they need the animal for emotional support. Airlines believe some passengers were avoiding pet fees by calling their pets emotional-support animals. The DOT proposed the change earlier this year and received more than 15,000 comments on the proposal, they said in a press release. The new rules take effect in 30 days. 1430
