SAN DIEGO (KGTV) – An atmospheric river is set to bring widespread showers -- which could lead to flooding -- to San Diego County the next week.Rain is expected to come down Monday afternoon and finally taper off Thursday, with the most widespread and heavy rainfall coming Tuesday.Initial forecasts show rain totaling 1 to 3 inches for most areas of San Diego, with up to 5 inches of snow in some mountain locations, according to 10News weather anchor Vanessa Paz.WEATHER: 10News' updated forecast for San Diego CountyAccording to the National Weather Service, localized flooding will be possible Tuesday and typically dry desert areas will see significant flow. Thunderstorms will also be possible in some areas.Heavy showers are expected to continue Wednesday morning, with more roadway and local flooding possible, NWS reported.Thursday, if showers continue, flooding could continue to be an issue. Though, currently showers are expected to ease. Showers are expected to move out of the county by Friday.The showers are expected to help San Diego's reservoirs for the rest of the year. Currently, much of California is either "abnormally dry" or in a "moderate drought." San Diego is currently not experiencing any drought conditions, according to the state's drought monitor.As of Feb. 11, San Diego's reservoirs are between 23 to as much as 88 percent full, according to the city.LIVE RADAR: Weather conditions in your neighborhoodAn atmospheric river is a column of condensed water vapor in the atmosphere that are capable of producing high levels of rain and snow, the NWS says. When these rivers move inland and over the mountains, the water vapor rises and cools, creating heavy precipitation.While most atmospheric rivers are weak, some can create high levels of rainfall and flooding. About 30 - 50 percent of California's annual rainfall occurs in just a few atmospheric rivers, according to NWS. 1917

SAN DIEGO (KGTV) -- A task force assembled by Governor Gavin Newsom wants to impose a statewide mandate requiring local governments to address homelessness, and hold jurisdictions that fail to make measurable progress accountable with lawsuits.The proposal by the 13-member Council of Regional Homeless Advisors would require an amendment to California’s constitution. If approved by voters, California would become the first state with such a mandate.“A legally-enforceable obligation will sharpen focus. It will enhance a bias towards action and it will elevate this on the list of priorities,” said San Diego County Supervisor Nathan Fletcher, a member of the task force.Although the specifics are still under negotiation, the task force outlined an example scenario where cities and counties would have one year to reduce their homeless populations by “tens of thousands.”“These plans would include specific benchmarks and timelines that jurisdictions would have to meet for moving people into permanent housing through both services offered in interim interventions and creation of housing opportunities,” the Council said in its proposal letter.“It won’t be enough to buy your way through with putting up a number of shelters to make the public think you’re taking action,” Fletcher said. “You will actually have to find a way to tackle the underlying problems.”Supporters likened the proposal to California’s renewable energy mandate. It’s still unclear how much the housing mandate would cost.“I would not be supportive of the state coming down on cities like San Diego and saying you have to change the way you do business, change the way you operate, and not give us any money to do that,” said San Diego City Councilman Chris Cate. Cate said he would prefer to address homelessness with a system of incentives rather than mandates and punishments, but said he was reserving judgment on the plan until more details are released.The Council of Regional Homeless Advisors wants to put the issue before voters on the November ballot. SAN DIEGO (KGTV) - A woman struck by a hit-and-run driver on a Logan Heights street suffered life-threatening injuries Friday, San Diego Police said. The crash happened about 11 a.m. in the 700 block of Cesar Chavez Parkway at Kearney Avenue. A white Ford F-150 pickup truck was driving west and struck a woman also heading west on the north sidewalk, police said. The truck made a right turn onto Kearney Avenue and struck the woman. The driver did not stop to help the woman and continued north on Kearney Avenue, according to investigators. The 52-year-old victim suffered major head trauma. Police said the truck had a tinted back window and a white California sticker. Anyone with information can call the San Diego Police Department. 747

SAN DIEGO (KGTV) - A San Diego Midwife is living her dream of opening her own birth center, helping minority women.We met Nikki Helms in July when her GoFundMe was off the charts, raising more than 1,000.She had been a licensed midwife for about a year and wanted to open a birth center. Fast forward to December and her dream is coming true."We've got signage and I stood at the foot of my stairs and cried about that," Helms said filled with gratitude. The community has continued to wrap their arms around her mission."It's really just been amazing and overwhelming, and I feel so blessed," she said wiping a tear from the corner of her eye. "And so grateful and I get teared up every time I start talking about it because it gives me the opportunity to go care for families and you know it just blows my mind."Since July she's raised another ,000 and packages keep arriving on her doorstep with items for the birth center.Her mission is to support women through childbirth and beyond.
