CHIAYI, Feb. 26 (Xinhua) -- Chen Yunlin, the Chinese mainland chief negotiator with Taiwan, discussed cooperation prospects on Friday with fishermen and farmers in Chiayi in southern Taiwan.Chen, president of the mainland's Association for Relations Across the Taiwan Straits (ARATS), led a 50-member delegation and spoke at a seminar attended by more than 70 business people from both the mainland and Taiwan.He said small and medium-sized enterprises on both sides "played an important role in cross-Strait economic development, employment and in maintaining social stability.""Small- and medium-sized businesses are an important part of cross-Strait economic exchanges," he said, adding that among the more than 80,000 Taiwanese enterprises investing on the mainland, over 50 percent are small and medium-sized companies.Chen said that efforts should be made to enhance cooperation between small and medium-sized enterprises on the mainland and those in central and southern Taiwan.The mainland delegation arrived in Chiayi from Kaohsiung after investigating the investment environment with local business leaders. They arrived in Taipei on Wednesday at the invitation of Chiang Pin-kung, chairman of Taiwan's Straits Exchange Foundation (SEF). Both the SEF and the ARATS are authorized by the two sides to handle cross-Strait affairs.Chen said that since 2005, the mainland bought a large amount of farm and fishing products from Taiwan, which greatly boosted sales of Taiwanese products."Many renowned mainland distribution firms are present here at the seminar to seek cooperation opportunities with Taiwan's farmers and fishermen so that the sale of Taiwanese products on the mainland could increase steadily," he said.Chiang said the farming and fishing industries were the most important sectors in southern Taiwan.He added that the tax-reduction plan of the cross-Strait Economic Cooperation Framework Agreement's (ECFA) "early harvest" program, which took effect on January 1, covered 13 categories for farming products and five categories for fishing goods. BEIJING, Feb. 18 (Xinhua) -- In the next five years, China will further expand the coverage of its basic medical insurance system and ease the cost of medical services, Health Minister Chen Zhu said Friday.Chen made the remarks while addressing a meeting for the reform of the health care system.The medical expenditure that shouldered by individuals had been cut to 38.2 percent of China's annual overall spending on medical services in 2009, down from 60 percent in 2001, thanks to increasing government funding support for the measure, said Chen.He said the country is striving to bring down the ratio to below 30 percent by the end of the country's 12th five-year plan period (2011-2015).China is steadily pushing towards the implementation of a basic medicine system which aims to ensure affordable access to essential drugs for patients, Chen said.In the areas already covered by basic medicine system, the average price of basic medicine has dropped by around 30 percent, Chen added.He said that the reform of government-run hospitals, which is key to ensure that the masses gain universal access to basic health care services, must be undertaken.In 2011, more measures will be made to restructure the distribution of public hospitals, reform government-run traditional Chinese medical institutions and support building and developing hospitals in county-level regions, Chen said.
LOS ANGELES, March 4 (Xinhua) -- The California Department of Public Health on Friday announced a recall of hazelnuts which might be contaminated by E. coli bacteria.The department said it ordered the recall after seven people fell sick with E. coli bacteria from eating tainted hazelnuts.The seven illnesses include one in Michigan, three in Minnesota and three in Wisconsin, said Dr. Howard Backer, interim director of the department.The hazelnuts were distributed by DeFranco & Sons, a Los Angeles company, said the department.After being notified of the contamination, the company is voluntarily recalling the nuts, the department said.The hazelnuts affected by the recall were sold under the brand names Sunripe, George Packing, Firestone Farms and Northwest Hazelnut and were distributed nationwide from Nov. 2 to Dec. 22, according to the department.The 50-pound bags of hazelnuts and mixed nuts with hazelnuts may have been repacked or sold from bulk containers, the department said, adding people who had bought the hazelnuts should not eat them.Consumers should check with retailers to determine if their nuts are subject to the recall, and if they are, should discard them, the department added.People who develop symptoms after consuming hazelnuts should seek immediate medical attention, the department suggested.E. coli may cause symptoms that include bloody diarrhea, stomach cramps and dehydration. In extreme cases, patients can suffer potentially life-threatening complication known as hemolytic uremic syndrome, which includes kidney failure.Young children and the elderly are the most vulnerable to the risk.
