SAN DIEGO (KGTV) -- A San Diego biotech is developing a device that could change how people get routine blood tests.Truvian, which moved into its new UTC area headquarters Thursday, is developing a product that could deliver 40 routine results within 20 minutes, requiring just five drops of blood. The company's chief executive says it should cost less than . "We're going to give you those results in 20 minutes, and it will cost you or your insurance a fraction of what you're paying today," said Jeff Hawkins, CEO of Truvian. RELATED: Biotech industry is booming, hiring and attainable for anyoneThe company has 50 employees working to develop the system, which it plans to submit to the Food and Drug Administration next year. Hawkins said the idea is to get the product into retail clinics like at CVS, Walgreen's and Walmart, plus private and corporate clinics. Kim Kamdar, a co-founder, said it will allow patients to get their clinical chemistry, immunoassays and hematology, which cover the range of routine blood work. Truvian's announcement comes about a year after Theranos shut down in disgrace. Theranos promised hundreds of results from a single drop of blood, but investigations uncovered fraudulent claims. Now, its founder Elizabeth Holmes and former president Ramesh "Sunny" Balwani face criminal charges. Hawkins said Truvian is different because it knows its limits. "We wanted to surround ourselves with people who would critique our work and make sure we are hitting the bar that's needed."Truvian plans to hire 30 people in the coming year. SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308

SAN DIEGO (KGTV) — A new program promises to help San Diegans get high-paying tech jobs without the crippling student loan debt.It's through a partnership between the San Diego Workforce Partnership and UC San Diego Extension, offering students what's called an income share agreement (ISA). With the ISA, tuition is covered and students agree to pay a small proportion of their income for a set period of time after graduating.“If the program doesn’t work for you and you don’t get a high paying job, you pay nothing. If it works, you pay a small percentage of your income back into the fund. And that fund, you pay it forward to the next cohort of people coming behind you," said Andy Hall, Chief Operating Officer of the San Diego Workforce Partnership.RELATED: Realtors expect busy spring for buyers and sellersThe programs include front-end web development, Java programming, business intelligence, or digital marketing; each costs ,500.“The ranges are you pay nothing if you’re making under ,000, if you're making over that, you'll pay between 5 and 8 percent of your income, and then you'll never pay more than about 1.6 to 1.8 of what was initially financed for you," said Hall.The program is possible thanks to million in grant funding, with Strada Education Network providing an initial .2 million. Strada granted the money to the Workforce to increase access and diversity in tech through ISAs.Dr. Josh Shapiro, UC San Diego Extension Assistant Dean of Research Affairs, says the university wants to extend its reach into the community.“Assuring everyone has access to a world-class education, regardless of where they live, their means, their socioeconomic status," said Shapiro. He says the ISA model is one which could be used for undergraduate programs in the UC System down the line. Shapiro says their ISA is consumer friendly because they're not relying on private equity or venture capital. The program only succeeds if students are successful and put money back into the fund. While ISAs are becoming more popular around the country, Shapiro warns consumers to be cautious and read the terms. SAN DIEGO (KGTV) - A man fell to his death from state Route 125 in the Bonita area Tuesday morning after a crash in which his car struck and killed a deer on the freeway.Friends told 10News the victim was Martin Lapisch, 44, a Chula Vista resident who is survived by his wife, Linda, and 15-month-old son Kenneth. He was a German immigrant who became a U.S. citizen in 2003, friends said.“He was a new dad with big dreams, whose life was cut short after a terrible, early morning accident," said a close friend of the victim. “He was a loving father, husband, brother and an awesome friend. He always helped people in need and never asked anything in return," said Lapisch's friend Peter Kritzko.Friends and family gathered together after the incident at Lapisch's home and spoke with 10News but asked not to be identified at this time.California Highway Patrol Sgt. Steve Jio said they received reports just before 4:45 a.m. of a car that hit a deer and then stalled on northbound SR-125 just before the transition to state Route 54.Jio said responding officers and fire crews arrived to find the car in the No. 2 lane abandoned with the dead deer in front of it. 1207

  

SAN DIEGO (KGTV) - A San Diego elementary school teacher was arrested this week and accused of distributing child pornography.Authorities arrested 59-year-old David Weaks, a fifth-grade teacher at Rosa Parks Elementary School in City Heights, Thursday and charged with distributing child pornography of young girls, including a toddler, according to a complaint filed by the U.S. District Court, Southern District of California.According to documents, a U.S. Department of Homeland Security special agent was able to download two child pornography videos of young females from Weaks computer through peer-to-peer software.The IP address associated with the download was tracked to a residence in San Diego and a subscriber with the last name of Weaks, the complaint says.Authorities say a search of Weaks' residence and his computer revealed numerous files featuring child pornography.The complaint said Weaks admitted to obtaining and distributing child pornography through the file-sharing software over the internet. He also admitted to possessing similar materials on an external hard drive.Weaks is scheduled for a detention hearing on April 24. The government has requested he be held without bond on the grounds that he "is a danger to the community and a flight risk."He faces a maximum of 20 years in prison and 0,000 fine if convicted. 1421
