SAN DIEGO — A San Diego police officer is blowing the whistle on a newly unveiled program that reports to reward officers for making more narcotics arrests.“It’s completely everything that we are against as law enforcement officers. It’s unethical,” he said. He spoke with Scripps station KGTV in San Diego on the condition of anonymity for fear of losing his badge.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.KGTV was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. SAN DIEGO (AP) — An animal rights group is asking the U.S. Securities and Exchange Commission to investigate SeaWorld over allegations that it misled investors about injuries during its dolphin shows.People for the Ethical Treatment of Animals said Thursday it had sent a letter to the SEC saying the marine theme park had lied when it said no animals are injured during the shows.The SEC declined comment.The group known as PETA is a shareholder in the company and alleges that SeaWorld trainers have caused injuries when they stand on the dolphins.It says veterinarians have found wounds and scars on dolphins at SeaWorld parks in California, Texas and Florida.SeaWorld said in response that it treats its animals well and has rescued thousands. SAN DEIGO (KGTV) -- As the migrant caravan makes its way through Mexico, local attorneys and shelters in Tijuana are monitoring their progress, in case the immigrants arrive at the Tijuana and San Diego border.The group Federal Defenders of San Diego worked illegal entry cases during the last caravan in April. Kara Hartzler is one of their attorneys, she says theirs already a daily backlog with immigration cases and this caravan will further overwhelm the system.Hartzler says many immigrants from April's caravan are still in the asylum process.  It's estimated the new caravan is 4,000 to 7,000 immigrants in size, roughly three times bigger than the one in April. In Tijuana, shelters are having meetings to prepare for the possibility of a large arrival. In a series of tweets Monday morning, President Trump called the latest caravan a "national emergency" and threatened to cut off aid to certain Central American countries, adding that he's already alerted Border Patrol and the military.  1038

SALT LAKE CITY, Utah (KGTV) - The man accused of brutally beating a Salt Lake City teen and his father will not face a hate crime charge, the Salt Lake Tribune reported Monday. Salt Lake City Police said Alan Covington, 50, walked into Lopez Tires the morning of Nov. 27 and said “I’m going to kill someone.” Witnesses also heard Covington say he wanted to “kill a Mexican person”, KTVX reported.Covington waved a square metal pipe at the men inside the business, who escaped onto the front sidewalk, police said. 19-year-old Luis Lopez was struck in the head, according to Lopez’ family.The right side of Lopez' face was shattered and a titanium plate was inserted, his sister reported. Lopez’ father Jose was also injured and suffered a bruised back, family members said. He also needed eight stitches in his arm.Salt Lake City Police told the Salt Lake Tribune it appears Covington was under the influence of drugs during the attack and had some “mental health issues”.
