SAN DIEGO (KGTV) - Cleanup is underway after a driver went on a rampage, hitting three cars before crashing into an apartment building in North Park.  "I heard just a really loud bang noise and I felt the apartment shutter," said Laura C, a resident in that building.It started when police say the 60-year-old driver hit an electrical box while getting on the 805 southbound from El Cajon Boulevard. He went down an embankment and continued south before crashing into a car on the highway. The driver kept going and got off on University Avenue. That's when he crashed into two more cars and a pole near Boundary Street. He then put the car into reverse and plowed through a gas station and into the apartment building wall. "Out of nowhere he just went full blast in reverse until that building stopped him," said witness, Vicki Nikbakht. Police believe the driver may have been under the influence of drugs. Residents were evacuated in fear that the building would collapse. The driver was taken to the hospital with minor injuries. No one else was hurt.  1110

SAN DIEGO (KGTV) -- Authorities responded to a riot Friday night at Richard J. Donovan Correctional Facility in Otay Mesa that left five people injured, including at least one with serious injuries.Cal Fire San Diego said about 100 inmates were in the prison yard when a fight broke out around 8 p.m. California Department of Corrections and Rehabilitation said Saturday that number was closer to 80 inmates.CDCR said officers gave multiple orders to stop fighting, before using several rounds of less-than-lethal force to stop the incident.Four inmate-made weapons were recovered, CDCR said.Five inmates were injured and had to be transported outside the prison for treatment, for injuries including puncture wounds, cuts, and bruises to the head, neck, and torso areas, CDCR says. Cal Fire had previously reported that six inmates were transferred from the scene.One of those inmates suffering from puncture wounds was in critical condition. Three inmates were in fair condition and the fifth was treated and returned to prison, CDCR said.No prison staff members were injured.The facility canceled visitation for Facility A Saturday and Sunday in light of the riot. 1175

SAN DIEGO (KGTV) -- As Santa Ana winds move out of the region, a freeze warning was issued for portions of San Diego County.The National Weather Service issued a freeze warning for the county's valleys and deserts from midnight through 10 a.m. Friday. SAN DIEGO (KGTV) - Chronic pain, posttraumatic stress disorder (PTSD), and anxiety are just some of the conditions veterans carry with them long after serving our country.Now many are finding relief at a free acupuncture clinic offered at the Pacific College of Oriental Medicine (PCOM)."I had patients who would come to me and say, no you don't understand, I got off all my pain medication," said Christine Cronin, a full-time faculty member at PCOM.A Marine Corps veteran herself, Cronin started the Veterans Clinic in 2013."I focused my doctoral research on the treatment of combat stress-induced insomnia, and I had a lot of research that supported that we were going to have a lot of service members who were going to have a series of comorbid conditions, they were going to have a lot of different things that they were going to be working through. And they were all things acupuncture was good at," said Cronin. Students who've received over 2,000 hours of training help treat veterans at the clinic. SAN DIEGO (KGTV) - Another San Diego driver has come forward, after she got hit with a late fee despite paying her parking ticket early.In early November 2019, Pamela Moes parked on Thomas Avenue in Pacific Beach and went for a walk on the beach. She was parked in a street sweeping zone."A truck blocked the 'No Parking' sign when I parked, but it's no excuse. I knew the rules," said Moes.Moes likes have things taken care of quickly, so she went home and mailed out a check for .50 that afternoon.RELATED: North Park driver hit with late fees after paying parking fine earlyA few weeks later, she got a notice from the city: they hadn't received her payment and she would soon be delinquent. She stopped payment on her first check, drove to the Parking Administration office downtown, and paid for the fine in person."I thought everything was taken care of. Now I really don't have to worry about anything," said Moes.She was wrong. In late December 2019, she got another notice from the city. The ticket was paid, but she had been hit with a late fee of . "I was angry and frustrated because I paid for it in person!" said Moes.Turns out when the processing center in Inglewood couldn't deposit the check she stopped payment on, a late fee was assessed, even though she was already paid in full."How is this happening? They have to be talking to one another. There has to be some communication," said Moes.Moes is hardly alone. Last week 10News reported on a North Park driver named Stacy, who paid her fine early — a week after Moes paid hers — and also got hit with the same late fee. The city at that time blamed delays on processing with new equipment and "connectivity issues" at the Inglewood facility.Moes has since made a final payment for the late fee so she could be done with it.10News reached out to a city spokesperson about Moes' case, along with a list of questions about the overall issues and the number of people impacted. A spokesperson says they've begun looking into it and will release a response.The city released the following statements in the previous story: "Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments.Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed.
