BEIJING, Dec. 31 (Xinhua) -- The Red Cross Society of China (RCSC) has decided to shut down one of its fund-raising groups due to serious management flaws, as the group's alleged misuse of donations sparked public mistrust in charities.The China Business System Red Cross Society has been repealed for failing to establish a sound internal management system, maintaining a benefit-based relationship with a consulting company, and committing violations in financial and legal management, an investigation report said Saturday.The China Business System Red Cross Society, a group founded in 2001 by the China General Chamber of Commerce (CGCC) with the approval of the RCSC, engaged in charity fund raising in the commercial sector. Funds raised by the group are channeled directly to the RCSC.The group faced accusations earlier this year of misusing charity money after a young woman calling herself "Guo Meimei" claimed online to be a general manager of "Red Cross Commerce" and posted pictures on her tweets detailing her lavish lifestyle.Netizens related "Red Cross Commerce" to the China Business System Red Cross Society, and speculated that Guo might have funded her purchases by embezzling money from the Red Cross.In July, the RCSC suspended all operations of the China Business System Red Cross Society and started an investigation along with officials and experts from the Ministry of Supervision, the Chinese Academy of Social Sciences, a law firm and the CGCC.According to the investigation report, "Red Cross Commerce" does not exist, and Guo Meimei is not employed by the China Business System Red Cross Society or its cooperative enterprises.The RCSC says it is preparing to set up a public supervision committee, and it plans to invite people from all walks of life, including influential figures, to supervise its use of donations as a third party.Meanwhile, the RCSC is also building up an online service that will publicize information about all donations made to the Red Cross system nationwide, in a move to safeguard the rights of the public, including donors, and supervise the charity group's operations.The website is expected to be launched by the end of 2012, the RCSC said.The RCSC has also vowed to strengthen the supervision and management of its subsidiaries and promote transparency in donations, financial management, tendering and procurement, and fund distribution and use.

WASHINGTON, Nov. 14 (Xinhua) -- A novel study in twins found that exposure to trichloroethylene (TCE) -- a hazardous organic contaminant found in soil, groundwater, and air -- is significantly associated with increased risk of Parkinson's disease (PD). Possibility of developing this neurodegenerative disease is also linked to perchloroethylene (PERC) and carbon tetrachloride (CCI4) exposure, according to the study appearing in Annals of Neurology on Monday.The National Institute of Neurological Disorders and Stroke estimates that as many as 500,000 Americans have PD and more than 50,000 new cases are diagnosed annually. While there is much debate regarding cause of PD, studies suggest that genetic and environmental factors likely trigger the disease. Several studies have reported that exposure to solvents may increase risk of PD, but research assessing specific agents is limited.The current epidemiological study, led by Samuel Goldman and Caroline Tanner with The Parkinson's Institute in Sunnyvale, California, investigated exposure to TCE, PERC and CCI4 and risk of developing PD. The team interviewed 99 twin pairs in which one twin had PD and one didn't, inquiring about lifetime occupations and hobbies. Lifetime exposures to six specific solvents previously linked to PD in medical literature -- n-hexane, xylene, toluene, CCI4, TCE and PERC -- were inferred for each job or hobby.The findings are the first to report a significant association between TCE exposure and PD -- a more than six-fold increased risk. Researchers also found that exposure to PERC and CCI4 tended toward significant risk of developing the disease. "Our study confirms that common environmental contaminants may increase the risk of developing PD, which has considerable public health implications," commented Goldman in a statement.TCE, PERC and CCI4 have been used extensively worldwide, with TCE noted as a common agent in dry-cleaning solutions, adhesives, paints, and carpet cleaners. Despite the U.S. Food and Drug Administration (FDA) banning the use of TCE as a general anesthetic, skin disinfectant, and coffee decaffeinating agent in 1977, it is still widely used today as a degreasing agent. In the U.S., millions of pounds of TCE are still released into the environment each year and it is the most common organic contaminant found in ground water, detected in up to 30 percent of drinking water supplies in the country.In a release issued on Sept. 28, 2011, the Environmental Protection Agency announced that TCE is carcinogenic to humans.

BEIJING, Jan. 8 (Xinhua) -- China canceled over one-third of all official ceremonies, seminars and forums last year in a bid to avoid extravagance or corruption in the use of public resources.Some 2,549 such activities proposed by governments or public institutions, or 37.7 percent of the total applications, which were deemed "ceremonial" and "unnecessary," were cut, saving 1.22 billion yuan (about 193.39 million U.S. dollars), said an official statement released Sunday.The statement was issued by the State Council's Office for Rectifying Malpractices, a ministry-level inter-agency supervisory body dedicated to eliminating administrative irregularities and abuse of power in government agencies, public institutions and major service sectors.Last year's inspections focused on activities co-funded by ministries and local governments, the statement said.The Chinese government agreed with the public that the soaring number of official celebrations, seminars and forums would cost plenty of money and manpower and exacerbate corrupt behaviors.In March, the State Council, or China's Cabinet, ordered 98 ministries and ministry-level government organs to make public their budgets and expenditures on official overseas visits, public vehicles and official receptions -- the "three public consumptions" that had triggered widespread public concern.Premier Wen Jiabao also repeatedly urged the country's government agencies to reduce administrative expenses, including cutting the number of meetings and documents printed.Official figures indicate that the country's crackdown on various forms of extravagant spending by officials saved the country 5.7 billion yuan in 2010.A blue book on China's conferences published in November estimated that the total output of the country's conference industry had reached nearly 1 trillion yuan. BEIJING, Nov. 3 (Xinhua) -- Two Chinese spacecraft accomplished the country's first space docking procedure early Thursday, silently coupling in space more than 343 km above Earth's surface.Nearly two days after it was launched, the unmanned spacecraft Shenzhou-8 docked with space lab module Tiangong-1 at 1:36 a.m., marking another great leap for China's space program.The success of the docking procedure makes China the third country in the world, after the United States and Russia, to master the technique, moving the country one step closer to establishing its own space station.A video grab taken from the China Central Television on Nov.3, 2011 shows the Shenzhou-8 spacecraft docking with the Tiangong-1 space lab module. Unmanned spacecraft Shenzhou-8 docked with space lab module Tiangong-1 early Thursday, according to the Beijing Aerospace Control Center.President Hu Jintao, who is in France for the G-20 summit, sent a congratulatory message on the success of the country's first-ever space docking."Breakthroughs in and acquisition of space docking technologies are vital to the three-phase development strategy of our manned space program," Hu said in the message.Hu said he wishes all the program participants to try all out to fulfill a complete success of the whole mission after the smooth docking.Other leaders, including Wu Bangguo, Wen Jiabao, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang, who are Standing Committee members of the Political Bureau of the Communist Party of China Central Committee, watched the mission at the Beijing Aerospace Flight Control Center.China is now equipped with the basic technology and capacity required for the construction of a space station, said Zhou Jianping, chief designer of China's manned space program."This will make it possible for China to carry out space exploration on a larger scale," he said."The capability increases China's ability to act independently in space, as well as its ability to cooperate with others," said Gregory Kulacki, senior analyst and China project manager at the global security program of the Union of Concerned Scientists, a nonprofit scientific advocacy group based in the United States."China's pursuit of an original solution to space docking, that is based on their understanding of the experience of other nations, could lead to innovations or experiences other space-faring nations could find useful," Kulacki said.The world's first space docking was achieved in 1966, when the manned U.S. spacecraft Gemini 8 docked with an unmanned Agena Target Vehicle.Forty-five years later, the maneuver remains a technological challenge. Many of mankind's 300-plus attempts have been met with difficulties or resulted in failure."To link up two vehicles traveling at 7.8 km per second in orbit, with a margin of error of no more than 20 centimeters, is like 'finding a needle in a haystack'," Zhou said.The Shenzhou-8 and Tiangong-1 will separate after flying together for 12 days. After that a second docking procedure will be conducted.Rendezvous and docking, essential to exploring space beyond Earth's orbit, create the possibility of building space stations, resupplying them, transferring astronauts and rescuing them.Without this key know-how, exploration of the moon and beyond requires carrier rockets with significant amounts of thrust. China does not currently possess rockets of this magnitude.Shenzhou-8 and Tiangong-1 both weigh about 8 metric tons, well within the delivery capacity of the Long March 2F rocket. A permanent orbiting space station is designed to be as heavy as 60 metric tons, with docking ports accommodating both manned and freight space vehicles.The interior of both the Shenzhou-8 and Tiangong-1 is an actual environment in which astronauts can live and work. After the Shenzhou-8 tests, the Tiangong-1 will remain a target orbiter for more docking procedures in 2012 by the Shenzhou-9 and -10 spacecraft, at least one of which will be manned to conduct manual docking.Although the Shenzhou-8 is unmanned, it is equipped with devices to record images and data that will help China make improvements to its spacecraft design and astronaut training.Two female astronauts are now believed to be on the active duty roster for future Shenzhou missions, said Chen Shanguang, director of the Astronaut Center of China (ACC)."We must assess both male and female astronauts to verify if human beings can live in space, as there are huge differences between men and women in spite of their common generalities," Chen said."Space exploration activities would be incomplete without the participation of female astronauts," Chen said.The Chinese spacecraft also feature collaborative space experiments under the framework of a Chinese-German science and technology cooperation.German scientists designed bio-incubators for the experiments, while their Chinese counterparts were in charge of the development of control equipment, China's manned space program spokeswoman Wu Ping said.
