SAN DIEGO (KGTV) - Sweetwater Union High School District officials say their revised budget will not have a major impact on students, but some parents are getting notices from schools informing them of cuts to some afterschool programs, tutoring and summer school.The discovery of an accounting miscalculation over the summer led to a million budget shortfall that the district rushed to fix. On Oct. 8, the district’s board unanimously approved a revised and balanced 2018-19 budget. The San Diego County Office of Education has until Nov. 8 to approve it.Changes to the budget include furlough days for numerous district employees, elimination of paid training days for teachers and cuts to the adult education program. He also said schools in the district would not see major changes or reductions in staffing or programs.“There will be no major changes, and student impact will be minimized as we go forward with the plan,” Rubio told 10News.However, last week, officials at Rancho Del Rey Middle School sent a letter to families informing them of “cutbacks that may affect some parents as they plan for their students outside of school activities.”In the letter, Rancho Del Rey officials said a tutoring program at the school would no longer be offered “due to a district-wide budget shortfall.” The letter went on to say summer school in June 2019 would not be offered. 1987

SAN DIEGO (KGTV) -- The city is backing state legislation that would change when police can use lethal force. The bill would authorize officers to use deadly force only when it is necessary to prevent imminent and serious bodily injury or death. Currently, police can shoot to kill when an objectively reasonable officer would do the same.Democratic Assemblywoman Shirley Weber, who represents the South Bay, co-authored the legislation."The current standard hits communities of color especially hard," she said. "Young black men are 20 times as likely to be killed by police as their white peers." More than 100 people spoke in favor of the bill Tuesday as dozens of officers looked on.San Diego Police Chief David Nisleit called the bill well-intentioned but based on flawed data. He noted while officers killed 172 people in 2017 and only half had guns, more than 90 percent had other potentially lethal weapons. "Officers must make the best call they can with the information available to them at a critical time, and sometimes factors like human limitations in processing information will cause them to make decisions that turn out to be wrong," he said. The bill's now in the assembly.The council voted 6-2, with Scott Sherman and Mark Kersey opposed. Councilman Chris Cate abstained. 1299

SAN DIEGO (KGTV) - Sunset Hills Elementary school in Rancho Pe?asquitos has been honored for having the top-ranked School Safety Patrol in the city.The program is a partnership between San Diego Unified School District, Poway Unified School District, and the San Diego Police Department. Students participate by helping serve as crossing guards before and after school. Officer David Valdez, who oversees the team at Sunset Hills and four other schools, says the students learn leadership, community service, and volunteerism. "I have a lot of fun with them," Valdez told 10News. "It's great seeing them develop over the course of the school year."About 90 schools participate in the progam, encompassing 2,000 student volunteers. Each student is eligible to apply for the top honor of being designated as the "Colonel". This year, Sunset Hills student Maddie Smith won. "It's a great feeling," she said. "WHen you help a kid during something, even if it's just a small act, it makes you feel really good inside."Smith has ambitious goals. "I want to be the President when I grow up and I feel like this is a great way to lead me up to that. I will learn how to be a great leader, teamwork, a good citizen. SAN DIEGO (KGTV) - The Christ United Methodist Church's Safe Harbors Network needs help to prepare for the next wave of migrants approaching the US-Mexico border.The network, started in 2016, provides basic necessities for refugees, such as a bed, shower, food, clothes, medical care and legal aide, until their court date."They don't have anything, they have the clothes they're wearing, they don't have phones, they don't have money, they would be homeless, so we take them in," Volunteer Kathryn LaPointe said.In 2016 the majority of their refugees were Haitian, over the past several months they're mostly women and children from Central America."We're taking in between 20 and 30 a night the past few days, most of them were able to send to their families, but I would like to help more people," LaPointe said.Sunday, LaPointe said they're at capacity and need all the help they can get. "Every person that walks in front of me, I ask for a building," she said laughing, "can you please get me a building."The network is comprised of individuals, congregations and organizations who care for refugees. "[Provide] basic human kindness, and," LaPointe said as she sighed heavily, "I am so grateful to be able to do that to extend that kindness and I would like to extend that kindness to more people." 1347

SAN DIEGO (KGTV) - Tempers flared at a meeting of the Community Review Board On Police Practices Tuesday night. Dozens spoke out against the San Diego Police Department’s chokehold policy. Members of the Racial Justice Coalition wants to ban the practice, saying it’s excessive force and potentially deadly.  San Diego’s new police Chief David Nisleit called the comments at the meeting “passionate.” He said he heard them loud and clear but had questions about the doing away with the chokehold as some law enforcement agencies around the country have done.“Anytime you take a use of force tactic away from an officer, they generally have to go a higher level,” Nisleit said. “So my concern on that, and why I’m hitting pause to take a hard look at this, is I want to make sure that if we continue or discontinue, it's for the very right reasons. I want to look at the LAPD and the Chicago Police Department and their information on what has happened prior to and more importantly, what has happened afterward to see if more higher level of force had to be used.”The chokehold is expected to come to the review board again at their May meeting. 1163
