(KGTV) - A man died Tuesday night after a fatal shooting near Donax Avenue and Florence Street in Imperial Beach. Deputies identified the man Wednesday as Ricardo Salas, 30.Resident Connie Hampton heard the shots and called 911. "(I was) watching tv, I heard like six shots," she said. “We came outside and saw the guy laying on the ground."Another neighbor rushed to the male victim, grabbing medical supplies to try and save his life. Housing and rates are worrying some economists that a recession is looming."One of the biggest concerns is the housing market," said Lindsey Piegza, chief economist for Stifel, on CNNMoney's "Markets Now" live show Wednesday. "It's throwing up a very large red flag and suggests maybe this 4% growth we saw in the second quarter is not sustainable."Home sales?have declined in four of the past five months as housing prices have grown -- but paychecks have remained stagnant. Many people can't afford to buy homes, and those who can are taking on a lot of debt to get into them.Piegza says that echoes what happened right before the Great Recession in 2008."We're not there yet, but this is what led us to the housing crash," she said.How could this happen again? Piegza believes that a decade of rock-bottom interest rates helped people forget about the dangers of borrowing too much."I don't know if we learned our lesson from the Great Recession," she said. "We are going back to a lot of the easy lending that we used to see."Although Piegza said a recession isn't necessarily imminent -- especially after quarterly growth just came in at the fastest pace in almost four years -- there are signs of waning momentum in the economy.Interest rates, for example, are starting to become a bad omen.The Federal Reserve, which finished up its two-day meeting Wednesday, is expected to raise its target rate two more times this year. Higher rates have boosted short-term US Treasury bond rates. But the longer-term bond rates haven't risen along with the shorter-term rates, because investors are growing wary about the economy over the long haul.With two more interest rate hikes planned, the Fed could boost short-term rates higher than long-term ones, inverting the so-called yield curve. An inverted yield curve has preceded every recession in modern history."We could easily be there by the end of the year," Piegza said. "I think we'll see pressure on the longer end by the end of the year, but the Fed will still be raising rates on the short end."Fed Chairman Jerome Powell has said that he is not concerned about an inverted yield curve. IMPERIAL BEACH, Calif. (KGTV)— The San Diego Sheriff’s Department is looking for a mother of two accused of stealing thousands of dollars from her children’s school. Last week, the department’s financial crimes division issued a public warrant for 30-year-old Kaitlyn Faith Birchman for felony embezzlement.Birchman was the President of the Imperial Beach Charter School’s PTA, until she was voted off the board in March. Months before, board members said they began noticing a lack of funds.“There were thousands of dollars that hadn’t been paid,” current PTA treasurer Elizabeth McKay said. McKay told 10News, she began connecting the dots last year when vendors from previous years continued to bill the PTA saying they hadn’t gotten paid. That’s when McKay, a former Coronado Police Department Sergeant began investigating. When she contacted the bank, they told her their account no longer existed. "We were very lucky that the bank was willing to work with us to put together a paper trail,” McKay said. “The checks she had written to herself and signed herself. ATM withdrawals that weren't anywhere near Imperial beach or had anything to do with a PTA event."In March, the board confronted Birchman. They had a Sheriff’s Deputy come to the board meeting to explain exactly what “embezzlement” meant."She [Birchman] said that it was just a misunderstanding,” McKay said. “It was a lot of blind faith that they thought if she says everything is okay, then everything must be okay."At the end of the meeting, Birchman was removed from the Board.Now the Sheriff’s department is looking for the woman they said stole directly from kids, forcing the PTA to cancel students field trips and special events. “I want her to think about her own kids. She needs to at this point, make things right by taking responsibility of her actions,” McKay said. “That's the best lesson that she can teach her own children. And to make herself a better person from here."Birchman’s children no longer attend Imperial Beach Charter school. McKay said with the generous support of the community and a large donation from General Mills Box Tops, this school year, the PTA is financially stable again. In a scene that could be straight out of a children's book, around a ton of liquid chocolate flowed out of a factory and caked a street in a west German town on Monday.Firefighters said a storage tank overflowed at DreiMeister's chocolate factory in West?nnen, a suburb of the town of Werl, running out of the gates and solidifying on the chilly sidewalk."About a ton of chocolate ran out into the yard and from there onto the street, " a spokesman for the Werl fire brigade said in a statement.
