(AP) — Insurance claims have topped billion for the November wildfires in California, making them the most expensive in state history.The figure released Wednesday by Insurance Commissioner Ricardo Lara covers the fire that destroyed the town of Paradise and two Southern California blazes.Most of the damages relate to the Paradise fire, which killed 85 people and destroyed nearly 19,000 buildings."While last year's tragic wildfires turned thousands of people's lives upside down, insurance is helping to rebuild and recover," Lara said in a news release during Wildfire Preparedness Week.California experienced some of its deadliest and most destructive wildfires in its history in 2017 and 2018. A series of sweeping fires in late 2017 had been the most expensive, with claims topping .8 billion.The increasing destruction is making it harder and more costly for people to obtain homeowners insurance.The insurance department has started collecting data on policy non-renewals to better assess patterns and locations where coverage is being dropped, Lara said earlier this year.When insurers decline to renew policies, state law requires them to notify customers about other options. RMH Franchise Holdings, a company that operates a number of Applebee's restaurants, announced this week that customers who used credit cards at some locations may have been subject to a data breach. "Upon learning of a potential incident, RMH promptly launched an investigation and obtained the help of leading cyber security forensics firms," the company said in a statement. "Based on the experts’ investigation, RMH believes that unauthorized software placed on the point-of-sale system at certain RMH-owned and -operated Applebee’s restaurants was designed to capture payment card information and may have affected a limited number of purchases made at those locations."The company said that customers’ names, credit or debit card numbers, expiration dates and card verification codes were subject to the breach. Customers who used Applebee's tabletop payment system, or its online ordering system were not subject to the breach.RMH said that customers should closely monitor their payment card statements, and check for any unauthorized transactions. If customers notice any unauthorized transactions, they should contact their bank.RMH said that it learned of the incident on February 13, and has since contacted law enforcement. "RMH is continuing to closely monitor its systems and review its security measures to help prevent something like this from happening again," the company said. The company did not say why it waited three weeks before notifying the public. Many of the affected transactions took place from December 6 through January 2. (AP) — Prosecutors have filed eight new charges against a Perris father accused of shackling and starving some of his 13 children, alleging that he lied on government forms about their schooling.The Riverside County district attorney's office said Friday that David Turpin was charged with eight felony counts of perjury related to paperwork he filed yearly with the California Department of Education certifying his children were receiving a fulltime education in a private day school.John Hall, a spokesman for the district attorney's office, said one charge was filed for each year the paperwork was completed from 2010 to 2017.Turpin and his wife Louise previously pleaded not guilty to torture, child abuse and other charges in a case that has drawn international attention since the couple's 17-year-old daughter escaped the family's Perris, California, home in January and called 911.Authorities said evidence of starvation was obvious, with the oldest sibling weighing only 82 pounds, and the children were shackled as punishment, denied food and toys and allowed to do little except write in journals.Turpin, who appeared in court briefly Friday wearing a sage green button down shirt and yellow tie, didn't enter a plea to the new charges during a brief hearing in Riverside. His attorney declined to comment after the hearing.The couple, who are each being held on million in bail, is due back in court May 18 and has a preliminary hearing scheduled for June 20.State records show Turpin listed the family's home address in Perris, California, as the site of a private day school.The children, who were removed from the home and initially hospitalized, ranged in age from 2 to 29. 1721
