EL CAJON, Calif. (KGTV) - Renovations are underway at the East County Performing Arts Center to turn the nearly 50-year-old performance hall into a rock and roll concert venue."We have to change the vibe, the feel of what this building is," said Dirk Epperson, El Cajon's Director of Public Works.The venue closed in 2009 when the recession forced cuts in the city budget. Now, the renovations come as tour promoter Live Nation prepares to take over the venue. The City of El Cajon entered into a five year deal with the concert company to manage the building. As part of the agreement, Live Nation will bring 50 events to the venue in 2019, and as many as 70 events by 2023. Live Nation also manages the House of Blues in San Diego and Mattress Firm Amphitheater in Chula Vista."We're not sure what it will be like," said Mayor Bill Wells.  "We've never had this regular, steady diet of top name acts that are coming in. So nobody's quite sure how much this is going to have a ripple effect around El Cajon. But everybody thinks it will be positive."The city is now spending .3 million to upgrade the facility. Improvements include new amenities like modern concessions, a more open entrance, and lobby area and new plush seating in the first few rows. The seating capacity for the main hall will also increase to 1,300. Part of the plan also calls for a brand new VIP Lounge at the back of the venue. The money for the project comes from the sale of the old police headquarters.As for what kind of acts will fill the venue, Epperson said it's entirely up to Live Nation."It can pretty much be any type of act or band," he said, adding the city will let the experts decide. "But you can imagine the ones that are on their way up or on their way down will be coming to this size venue."Smaller, local performances like school concerts and recitals will still be held at the venue, which Wells says is part of the community. With the upgrades, he said it should stay that way for a long time."We're in it to win it," said Wells. "We'll be successful with this." 2120

EL CAJON, Calif. (KGTV)- A man in an El Cajon neighborhood is frustrated after weeks of watching an Amazon delivery driver speed through his neighborhood. The resident, who didn't want to release his name, said, “I mean, there’s been times I've seen them go 10 to15 miles per hour, then I’ve seen them go 20 plus.”The signs in the neighborhood list the speed limit at 5 miles per hour. DOWNTOWN (CNS) - Authorities shut down lanes of Interstate 5 in Downtown San Diego as firefighters battled a small fire that broke out in palm trees near San Diego City College's campus, just west of the freeway Saturday afternoon.The fire was first reported at 3:44 p.m., according to a California Highway Patrol incident log.The CHP closed the right two lanes of southbound I-5, leaving only the left two lanes open. EL CAJON, Calif. (KGTV) - An El Cajon man says a new spinal procedure changed his life, but the Army veteran is now locked in a battle with his military health insurance plan which refuses to cover it.Ronald Maddern says he can't understand why TRICARE, his secondary insurance, would deny coverage of the procedure after his primary insurance, Medicare, agreed to cover 80 percent of the cost. Both insurance plans are run by the federal government."Makes me feel like a second-rate citizen after I served in the military for so many years," he said.The denial by TRICARE left him with a bill of ,756.Maddern had the Vertiflex procedure in 2017 to treat spinal stenosis, which had largely confined him to a wheelchair for 17 years. Maddern is now able to walk with help from a cane for balance."It was a drastic success," said the 71-year-old. "My quality of life now is very, very good."The procedure, developed by a Carlsbad company, was approved by the FDA in 2015. It has been performed thousands of times across the country, said Maddern's surgeon Dr. Michael Verdolin."It is extremely frustrating that one arm of the government says yes and the other portion, really the pinky, says no," he said.In a letter of denial, TRICARE argued Vertiflex is an "unproven procedure," despite its FDA approval."There have been 15,000 cases across the US. It's been cleared for use," Verdolin said. "There is no question to be asked about its efficacy."TRICARE did not immediately respond to requests for comment by 10News.Ronald Maddern's insurance case is now before an administrative law judge. He's hoping the judge's ruling will convince TRICARE to conform its benefits with other federal agencies, so more veterans can get the procedure. 1746

  

EL CAJON, Calif. (KGTV) — El Cajon Mayor Bill Wells said he plans to call for a special City Council meeting on Friday to discuss instructing local police officers not to enforce coronavirus-related regulations."The people of El Cajon are suffering and it is highly unfair and nonsensical that big box stores, grocery stores, club stores and now even schools are open while nail salons, restaurants, churches, and other businesses and organizations are shuttered," Wells wrote on Facebook. "My people are suffering from not only financial ruin, but many are enduring severe depression, anxiety, isolation, and many other emotional, spiritual and sociological deprivations as a result of this stunning governmental overreach."Wells wrote that he will propose that the El Cajon Police Department stop enforcing mask, non-essential business, and social distancing laws.Speaking with ABC 10News, Wells said that he understands that the county and state may continue to hand out fines or criminal charges on businesses despite the stance. He added that he takes the virus extremely seriously but the mental health issues surrounding restrictions are too much."I don't enjoy taking a stand like this, this isn't going to be any fun. But I think my responsibility to the people are more important than my comfort," Wells, a mental health professional, said. "I want to emphasize I'm not telling people not to wear masks. I'm not telling people not to social distance. And I think people who are elderly with co-morbidities should stay in their homes and not socialize with people."The council meeting will be reportedly scheduled for 3 p.m."The government is picking winners and losers, and if you're on the losing side you can lose your entire business and livelihood," Wells said. 1783
