SAN DIEGO (KGTV) — San Diego Humane Society officials are searching for the person responsible for abandoning a dog in a San Pasqual Valley canyon recently.A grove manager at Bandy Canyon found the neglected dog Friday, according to society officials. The male dog appeared to be an about 2-year-old pit bull mix.The dog was taken to the humane society's Escondido campus, where a veterinary team gave it IV fluids and placed it on a heated bed, as its temperature was low.Because of the dehydrated, neglected condition of the dog, the society's law enforcement arm has opened a felony animal cruelty investigation.Anyone with information is asked to call Crime Stoppers at 888-580-8477 or SDHS law enforcement at 619-299-7012.This week's incident is the third similar incident to occur in the last month. In February, nine puppies were found abandoned at Kit Carson Park in a dog food bag. Shutoffs forced closures in seven districts including Alpine, Dehesa, Lakeside, Poway, and Cajon Valley.In Mira Mesa, winds toppled a tent that one restaurant had set up for outdoor dining. The owner of Golden Island Dim Sum and Asian Cuisine was left cleaning up the mangled mess Thursday morning in hopes of welcoming customers back later that day.In Julian, employees at the Villa Chardonnay Horses with Wings sent out a plea for help after their power was shut off.They have about 350 animals on their property including horses and dogs. Without a generator, they say they can’t give their animals any water.“We need electricity to pump the wells,” said Cindy Montgomery. “I've got a generator in the back of this car right now but it's a small one that will suffice for now, but we need an industrial size generator.”Montgomery says they have a solar-powered unit as a backup but it isn’t working.“There are no generators anywhere,” said colleague Billie Feldman. “We need an industrial size generator. Any help that we can get please let us know please contact us as soon as possible.”SDG&E says these are some of the strongest winds they’ve seen since they began installing their network of weather stations nearly a decade ago. SAN DIEGO (KGTV) - San Diego Metropolitan Transit System officials say ridership spiked in the first quarter of the 2020 fiscal year by more than a million trips compared to the same time last year.From July through September of 2019, 22,258,345 trips were taken on an MTS trolley or bus. In 2018, MTS saw 21,313,801 trips. It's a 4.4% rise from one year to the next."It's encouraging," says MTS Chair Nathan Fletcher.MTS officials say a heavy focus on investment over the past few years is starting to pay off. They recently completed a million plan to streamline services and add frequency to many bus routes. They also added the South Bay Rapid route from Otay Mesa to Downtown and expanded the Rapid Superloop service in the University City area."As we add those services where folks want them, as we squeeze every dime we can get out of our existing budget, as we make a full commitment to engage the community in what they want, people will use it," says Fletcher.The surge in riders helps MTS buck a nationwide trend where public transportation is on the decline.Even in San Diego, year-to-year numbers had been dropping for four straight years, since hitting a record high in 2015 (see chart above).Fletcher says it's a positive step as the city tries to meet strict climate goals that require a reduction in greenhouse gas emissions.Recently, SANDAG put out a plan to increase transit ridership to 10%. The crime occurred overnight and was discovered as staff entered campus for work Wednesday morning. Maintenance staff repaired the pipework and restored water to campus in three hours. Staff provided students with water during the outage. Hand sanitizer and baby wipes were also given out. 438

SAN DIEGO (KGTV) — San Diego County will launch a new public awareness campaign this week on COVID-19 as the number of community coronavirus outbreaks increased by three, to a total of 10 in the past seven days, officials reported Monday.Two other triggers involving the growth of new cases and the positivity rate of tests are "not moving in the right direction," said Supervisor Nathan Fletcher."These are concerning numbers," Fletcher said. "They're concerning because they clearly represent an increase in community spread and number of cases tied to our reopening and the fact that more people are out doing more things."
