SAN DIEGO (KGTV) - An East San Diego County military wife whose husband is accused of poisoning her with thallium is facing intensive rehabilitation, according to a GoFundMe account in her name.Race Uto, 27, was arrested in March on suspicion of giving his wife Brigida the heavy metal, which is found in rat poison and ant killers.A search warrant obtained by 10News indicated Brigida Uto had been sick since September 2017 and did not know the cause. She suffered weakness and hair loss, and was eventually near death, according to the warrant.RELATED: East San Diego County man suspected of poisoning his wifeDoctors determined Brigida ingested the Thallium, which was found in ‘extreme levels’ in her system when she was admitted to the hospital.The FBI, NCIS and San Diego County HazMat determined Brigida had been poisoned by someone with access to her food and drinks.Investigators searched the couple’s home in Dulzura and confiscated laptops, a coffee blender, four cups and other electronics.The warrant also shows that Race had an affair while he was deployed in the Navy and that the couple had gone through counseling.RELATED: Warrant reveals troubled marriage in poisoning caseRace told detectives he has no idea how his wife came into contact with the poison. She also said she had no idea who would want to hurt her.Brigida suffered significant nerve damage and doctors are unsure if she will regain feeling in her legs. SAN DIEGO (KGTV) -- A woman was arrested late Wednesday night after a crash off Interstate 805 that left her car engulfed in flames.The incident occurred at around 11 p.m. in an area off southbound I-805, near Clairemont Mesa Boulevard.ABC 10News learned the woman was involved in a two-vehicle wreck that then caused her Nissan 350Z to burst into flames.The driver was able to get out of the vehicle without major injuries; the driver of the other car was not injured.It took responding fire crews over 20 minutes to knock down the blaze.The Nissan’s driver was treated at the scene before she was arrested on unspecified charges. 639

SAN DIEGO (KGTV) — An Escondido Union School District school is suspending on-campus operations for the rest of the month after three positive COVID-19 tests.Three people in the Pioneer School community tested positive for the virus in separate, unrelated instances off-campus. Due to this, and the high case rate in the surrounding area, the school district says it is temporarily suspending all on-campus activities at Pioneer School through Nov. 30.The suspension includes pausing the school's hybrid instruction model and extended care, and moving students to virtual learning. The school's distribution of free, to-go meals will continue."EUSD’s decision to suspend on-campus learning at Pioneer School was not directed by a public health department. County health officials have continued to express confidence in EUSD’s health and safety protocols. This decision was made to ensure the stability of the educational program offered to our students, as well as to continue our commitment to ensuring the health and safety of our students and employees," a district statement read.The school says the campus closure will affect 449 students. SAN DIEGO (KGTV) - An effort is underway to crack down on illegal party boats and other charter vessels operating on San Diego Bay. The Port of San Diego wants to create new charter permit requirements to make it easier for those who want to operate legally to do so. Currently, legal charter vessel operators must obtain a Permit from a marina or sportishing landing where they board passengers, and according to the Port there are more charter vessel operators than there are available slips at the marinas and sportfishing landings on San Diego Bay.To address this problem, the Port proposes to issue all Charter Vessel Operation Permits (Permits) for all Charter Vessel Operations and collect license agreement fees from qualified Charter Vessel Operators who do not have an agreement to operate from a marina or sportfishing landing. “San Diego Bay great place to do charter business because it's almost entirely landlocked, not subject to swells, makes for great party boats, cruising,” says Captain John Valente of San Diego Bay Cruises. Valente spent 15 months and almost 0,000 to get his boat in compliance with federal regulations. The figure does not include the price of insurance. Last year Harbor Police discovered roughly 200 charter vessels operating illegally in San Diego. “It’s very disheartening and it hurts because that's revenue lost. I need to pay the bills, I need to pay my rent,” says Valente. Officers and the Coast Guard are conducting joint patrols to stop the illegal operators. "It's not easy, the enforcement, but this does strengthen the rules and make it pretty clear who can and cannot be charter operators,” said Chief Mark Stainbrook, who added he would consider undercover operations if necessary. Stainbrook said the deadly diving boat fire off Santa Barbara's coast is another reminder at why getting this issue right is so important; they can't risk unsafe charters on the water. Valente says he's glad the Port is amending regulations, but isn't sure the current proposal goes far enough. SAN DIEGO (KGTV) — A state measure just signed into law prohibits landlords and HOAs from discriminating against tenants and members who display religious items on their doors. The new rule stems from a dispute in Little Italy between residents and their HOA. The law "protects the display of a religious item within 15x30 square inches, as long as it does not interfere with the opening or closing of the door," Matt Wagner, with the Anti-Defamation League. The display must not "interfere with building operations and must be posted do to a sincere religious belief," says Matt Wagner, with the Anti-Defamation League.  The new law will take effect on January 1, 2020. The bill was written after a Jewish family in Little Italy was told by their HOA to take down the mezuzah on their door. The HOA has not been named.The posting of the mezuzah is required of all observant Jews. If the display is not posted, it renders a Jewish family essentially unable to live in the home. The Anti-Defamation League stepped in asking the HOA to allow the posting of the religious symbol, but they refused. The new law applies to HOA's and all landlords throughout the state.  "Just because you are a renter… doesn't mean you lose your right to religious freedom or expression," says Assemblymember Todd Gloria. "You are entitled to the same rights and the same protections as a tenant.
