BEIJING, Oct. 13 (Xinhua) -- China's central government will, for the first time, reserve vacancies for farmers and workers in this year's nationwide civil service exams.The announcement was made on Wednesday by the State Administration of Civil Service (SACS), which is in charge of recruiting central government employees.Millions of farmers living in the country's rural areas were not allowed to take the exam selecting central government officials until 2006, when the restriction of household registration, or hukou, was lifted.According to the administration, those reserved vacancies will be allocated among departments of the customs, state taxation and railway police at country-level or below.The SACS posted a notice for the exams on its website, but did not specify the number of reserved vacancies.The central government plans to recruit more than 16,000 public servants in 2011, 1,000 more than in 2010. About 85 percent of the vacancies require at least two-years grassroots work experience, up 15 percentage points from the previous year.The SACS also revealed that 100 positions were specially created for college graduates who had served in villages to encourage more college students to work in rural regions after graduation.Registration for this year's exams will start on Friday.

BRUSSELS, Oct. 5 (Xinhua) -- Chinese Premier Wen Jiabao urged Tuesday the European Union (EU) to objectively and fairly treat the RMB exchange rate issue as that would benefit the EU, China, and the world economy.Wen made the remarks while meeting the Euro Group troika, including Euro Group President and Luxembourg Prime Minister Jean-Claude Juncker, European Central Bank President Jean-Claude Trichet and EU Economic and Monetary Affairs Commissioner Olli Rehn.The meeting took place on the sidelines of the two-day eighth Asia-Europe Meeting (ASEM) Summit in Brussels as China is under external pressure to appreciate its currency.Wen said China would further reform its formation mechanism of the yuan exchange rate to increase the currency's flexibility.China's central bank has announced on June 19 a series of steps of reforms. The Chinese currency has so far strengthened by about 2 percent against the U.S. dollar.China would also continue to expand import from the EU and strive to balance the trade, said Wen, adding that China was committed to transforming its economic development pattern, restructuring the economy and increasing domestic demands.Wen called on both sides to develop healthy ties from a strategic perspective as the EU has become China's largest trading partner while China stands as the EU's important exporting market.As the world economy was gradually recovering with uncertainties still hovering high, China and the EU should work together to combat the international financial crisis, Wen added.The Euro Group leaders appreciated China's support for the euro and the euro zone, saying the EU and China were good partners and enjoy extensive common interests.They also said the EU rejected both trade protectionism and currency war, and agreed differences and problems should be solved by dialogues.In a speech to the Greek parliament on Monday, Premier Wen said China supported a stable euro and would not reduce its euro-bond holdings.The three Euro Group leaders also held talks with China's Finance Minister Xie Xuren and central bank governor Zhou Xiaochuan here on Monday. BEIJING, Oct. 18 (Xinhua) -- U.S. probe into Chinese clean energy policies, dubbed Section 301, will harm the United States itself by revealing more of its own subsidies to new energy businesses, Zhang Guobao, head of the National Energy Bureau, said Sunday evening.The U.S. Trade Representative's office started the investigation on Oct. 15 in response to the United Steelworkers Union's complaint on Sept. 9 that China's support for its renewable energy industries gave Chinese producers unfair edges over competitors."Chinese subsidies to new energies companies are very small, but the United States had subsidized the new energy enterprises with 4.6 billion U.S. dollars in cash in the first nine months of 2010, including 3 billion U.S. dollars to wind power enterprises," Zhang said.Zhang rejected charges that China's wind power bid prefers Chinese enterprises and has discriminated against foreign companies."China has no discriminatory items on new energy equipment producers," Zhang said.Many foreign wind power equipment producers participated in bidding in China and some won biddings from 2003 to 2005, Zhang said.But chances for them to win have been dropping as they offer prices much higher than the Chinese companies, Zhang said."In contrast to China's open attitude, the United States issued a bill in 2009 to subsidize renewable energies, energy efficiency and smart power grid sectors. BEIJING, Sept. 15 (Xinhua) - China is still likely to meet its full-year inflation target this year despite the August inflation rate quickening to a 22-month high of 3.5 percent year on year, officials from the country' s top economic planer said Wednesday.In August, the consumer price index (CPI) rose mainly by increased prices of food products like pork and eggs, as the coming Mid-Autumn festival in China had boosted the consumption of food items, according to the National Development and Reform Commission (NDRC).Further, the price rise of vegetables due to seasonal reasons contributed to the August CPI increase, said the NDRC authorities.The upcoming autumn harvest, which accounts for about 70 percent of China's annual grain output, is expected to stabilize food prices, which have a one-third weighting in the calculation of the CPI, said the NDRC.The NDRC also revealed that China would place central pork reserves on the market, which means pork prices cannot rise higher.Further, the industrial consumer prices are remaining stable with a slight decline, and this is not conducive to inflation, according to the NDRC.These elements are assisting in the drop of the CPI through the rest of the year, and is helpful for China to attain its full year inflation target, it added.China has targeted a 3 percent rise in consumer prices this year.
