SAN DIEGO (KGTV) - When a series of suspicious fires pop up and arson is suspected, law enforcement officials across California have a handy tool that could help track down or rule out potential suspects.“In California there’s a criminal arson registry put on by the California Department of Justice,” said San Diego Police Sgt. Rick Pechin with the Metro Arson Strike Team. “What that registry does is keep track of all arson registrants in the state of California.”The registry is similar to the Megan’s Law database, but it is not available for the public to access. “It’s a law enforcement computer database only,” said Pechin.RELATED: Video shows arsonist suspected of setting Ocean Beach, Point Loma firesOnce someone is convicted of the crime of arson, they must add their name and address to the registry 14 days after they get out of jail or prison. Offenders can even land themselves on the list even if they slip up just once, like burning a pile of an ex's clothing.“Sometimes it was a onetime mistake they may have made in the heat of the moment and it got them on the list for the rest of their lives,” said Pechin.Pechin and his team of detectives with San Diego’s Metro Arson Strike Team recently used the arson registry after a number of fires erupted across Ocean Beach and Point Loma in September.In the specific case, surveillance video revealed who investigators believed was starting the fires.RELATED: Arson teams investigating five suspicious fires in OB and Point LomaWith the description of the possible suspect, a fairly tall, white man with a thin build, MAST investigators went through the arson registry searching for people known to re-offend in the area.His description helped rule out a number of potential suspects.“It’s just as important as a tool used to exclude someone as it is to include them as a possible suspect,” said Mechin.There are random compliance checks for offenders on the list.“The compliance checks are basically just to make sure they still live in the same location that they gave the local police department when they moved in that area,” said Mechin.If the offender has moved, they must notify local law enforcement of their address change.RELATED: Suspect arrested in Carlsbad dealership arson, charged with insurance fraudPechin said officers have had some problems keeping up with chronic offenders.“If we find out that they are out of compliance we will try to track them down and they can be arrested,” he said.Although the registry helped rule out a number of known arsonists In the Point Loma and Ocean Beach suspicious fires case, a suspect was never arrested.Anyone with information is asked to call San Diego Crime Stoppers at 888-580-8477 or the San Diego Metro Arson team at 619-236-6815. 2766

SAN DIEGO (KGTV) - Huey Lewis and The News fans disappointed by the band’s canceled concerts have a chance to enjoy its hit songs at a musical, Heart of Rock and Roll, set to debut at San Diego’s Old Globe Theatre in September.Lewis, the band’s lead singer and namesake, announced Friday he was dealing with the sudden loss of his hearing."Two and a half months ago, just before a show in Dallas, I lost most my hearing," Lewis said in a message to his fans Friday. "Although I can still hear a little, one on one, and on the phone, I can't hear music enough to sing."Lewis went on to explain that doctors believe he has the inner ear disorder Meniere's disease and said he should not perform until he improves."Needless to say, I feel horrible about this, and wish to sincerely apologize to all the fans who've already bought tickets and were planning to come see us," Lewis added. SAN DIEGO (KGTV) - With less than a month until the midterm elections, the campaign to win California’s 50th district congressional seat is fierce.Team 10 Investigative Reporter Jennifer Kastner has been fact-checking the campaign ads released by republican incumbent Duncan Hunter and democratic challenger Ammar Campa-Najjar.Kastner had a sit-down interview with Campa-Najjar Tuesday before his new campaign ad was officially released.Team 10 asked Campa-Najjar if his new ad planned to defend the accusations brought against him from Representative Hunter in Hunter’s most recent campaign ad that was released almost two weeks ago.“The good news is that all of you [media] are doing the defending because [his ad’s] not factual,” Campa-Najjar told Team 10. Campa-Najjar has also called Hunter’s ad un-American and racist.Hunter’s ad claims, “Ammar Campa-Najjar is working to infiltrate Congress." SAN DIEGO (KGTV) - The threat of a major lawsuit has led to several San Diego County cities changing how they are holding elections. As voters in those districts head to the polls or get their mail-in ballots, they will notice a big change in their options on who to vote for.15 jurisdictions in the county are switching from at-large elections to district elections. This means those jurisdictions have been carved up into districts. In those races voters will only be able to vote for someone who lives in that same district."It's going to create some confusion at the ballot box," Encinitas City Councilmember Tony Kranz told 10News. "You're going to wonder why you can't vote for some of those folks."Encinitas made the change for 2018, along with Carlsbad, El Cajon, Oceanside, Poway, San Marcos, Santee and Vista. School Districts using the new voting system are Cajon Valley Union, Carlsbad Unified, Oceanside Unified, Poway Unified, San Dieguito Union High School, and San Marcos Unified.In most cases, the change is a response to a threatened lawsuit. Attorney Kevin Shenkman, who works in Malibu, has threatened lawsuits challenging the legality of at-large elections across California. He says at-large elections are a violation of California's Voter's Rights Act of 2001."It's just a fundamentally unfair election system that freezes out minorities," Shenkman told 10News.Shenkman says at-large elections make it easier for the majority, even a slim majority, to take full control city councils, school boards, and other elected bodies. He says studies have shown that leaves minority groups without a voice.In an interview with 10News, he pointed out examples, including a claim that Hispanic voters did not have enough representation in Encintas, and a claim that voters in the southern portion of Poway have disproportionally less power than those in other parts of Poway."District elections are just a more fair system," Shenkman says. 1974
