SAN DIEGO (KGTV) --More homeless camps are popping up near a dog park in normal heights. Frustrated neighbors say they're leaving trash, dirt, and causing trouble."They frequent this little corner right here," said Bernie Polanco, who lives in the neighborhood.It's likely one of the first things you'll notice at the corner of 40th and Madison Avenue.  Trash, tarps, and blankets--all signs of homeless camps in the area."I really feel like it's hurting our community, hurting our little neighborhood," Polanco said.A neighborhood just down the street from the dog park at Ward Canyon Park.  There are mounting frustrations about more homeless popping up at this dead end street and bringing crime."They were trying to find unlocked cars," Polanco said.  The problem seems to be getting worse."One possible reason, neighbors say, is construction equipment from a city contractor and vehicles parked in the street that the homeless convert into living spaces."They would attach tenting and tarp(s) to the semi-trucks or the equipment, the tractors to make temporary shelters at night and before the workers would get here in the morning, they would tear them off," Polanco explained.The combination of so many young families and people walking their dogs add more concerns for neighbors."My radar is a little more attuned," said Jeremy Dawsey-Richardson, who lives in a white house on the corner.His house may be closest to the problem, but his attitude is far different. He has a unique perspective to this complex issue because he happens to work at the San Diego Rescue Mission downtown."I've spoken with the owner of those belongings and we've talked about it," Dawsey-Richardson explained. "He's working on finding another place to place them." He says he's seen it all in his nine years living here from public urination to fights, but has also seen the homeless sweep the streets and feed his dog when it got out."Once you begin to engage and get in conversation, the stereotypes come down," he said."I think people historically ask the question, 'What's wrong with you rather than like, 'What happened to you?'"But Dawsey-Richardson stresses the importance of addressing the real issue...affordable housing."Where are people going to stay that they can make life work?" he said. UPDATE: The city of San Diego reached out to us with the following statement:  "In regards to your story on the equipment at 40th & Madison, it’s from a contractor on a City job. SAN DIEGO (KGTV)- The DMV is apologizing for long wait times as they work through a new queuing system and problems with the REAL ID.Wait times (without an appointment) used to be under two hours, now they're closer to 4-5 hours. The DMV issued this statement to 10News:The issue is employees have to manually enter the ID number given to each customer, since a new system went online two weeks ago. The ID number consists of your initials and the last four digits of your phone number.The process prior was completely automatic.The other issue relates to the REAL ID. Employees are taking more time to explain to customers what they need to have in order to get the ID. SAN DIEGO (KGTV) - With home prices skyrocketing San Diegans are turning to remodeling.However, if the home has lead paint or asbestos, it can become a health hazard if not handled correctly. The Environmental Protection Agency is cracking down on companies breaking the rules.The agency has taken action against six companies in Arizona and California for allegedly violating regulations requiring them to protect the public from exposure to lead. The companies paid a combined 7,000 in penalties.According to the EPA, "an inspection found that, between 2014 and 2015, Renovation Realty performed renovation work at six homes in San Diego and Santee without being EPA-certified to perform work in pre-1978 housing where lead-based paint is assumed to be present." The agency says the company also failed to keep records indicating compliance with lead-safe work practices and did not ensure a certified renovator was involved as required."Looking back at it, it was a painful expensive experience to get fined by the EPA" said Keith Christian CEO of Renovation Realty.Christian said, at the time, they didn't understand the EPA's requirements of how much square footage you can disturb per room."We got fined, we paid the fine, we all went to a class we got certified as a company our supervisors got certified and it's been a great experience,” Christian said. “So now that we understand the process we incorporated that into our renovation.”Across the county from October 2016 through September 2017, the EPA finalized 121 civil settlements for alleged violations of at least one of the lead-based paint rules. The settlements they obtained in the cases soared past one million dollars. The EPA requires companies who perform abatement projects in pre-1978 homes to be certified and follow specific work practices.“For a homeowner, the biggest thing is their liability,” said Tim Tilley with Superior Abatement Services Inc. “If they hire a contractor who doesn’t follow the rules, the regulatory agencies will generally cite everyone in the food chain.”Tilley removes hazardous material like lead and asbestos for a living. His team is currently working on a San Diego home that tested negative for lead but positive for asbestos.Tilley tells 10News rules put in place at the federal level down to the local level are there to protect employees and consumers."For a homeowner, it's really important to ask the right questions,” said Gregg Cantor with Murray Lampert Design - Build – Remodel.Cantor says consumers should know if the contractor is licensed and certified and trained to perform hazardous materials work.Consumers also want to ask about types of safety methods they use, digging into specific safety precautions before, during and after the work is done. SAN DIEGO, Calif. (KGTV) -- Three people are dead following a crash on Interstate 805 in University City.The California Highway Patrol says the crash happened in the northbound lanes of I-805 at Miramar Road around 4:30 p.m.According to CHP, the crash happened after a wrong-way driver drove onto the road at a high rate of speed."Through the investigation, we will try to determined where this individual, if they got on the freeway the wrong way, where they got on," CHP Officer, Jake Sanchez said. Hector Puga was on his way to Los Angeles when the car in front of him combusted. He somehow managed to escape the crash and flames. "All I can do is hold onto the steering wheel and run over everything that exploded," Puga said. He escaped with just a flat tire and broken windshield.10News also spoke to a pair of sisters who had just finished up a fun day of shopping at UTC Mall when hopped into their car. Minutes later, they endured a near-death experience. "It was like a scene from a movie," she said. "All the cars were stopping. There was smoke. Fire. Loud noise. As soon as I look up in front of me, that car other there was flying and tumbling down the freeway."They said the driver of the flipped over SUV managed to crawl out of the car.  The survivors carried him to the shoulder, where an ambulance later picked him up. SAN DIEGO (KGTV)- Proposed plans to restore the Mission Bay wetlands have been released by the group ReWild Mission Bay.Organizers say those plans would include moving a popular campsite in the area. The “Campland on the Bay” site would have to be relocated after 50 years.Neighbors who live near the area say the possible move is disappointing. “I was just telling my sister who is out of town this place is legendary. People come here all times of the year.”Managers at the campsite say they’ve extended their lease another five years but it could change depending on the project.Organizers of the expansion say the existing wetlands in Mission Bay may not be here in years to come.“The way it is now wetlands will be overtaken by sea level rise,” says Jim Peugh with the San Diego Audubon Society. “One has to plan ahead to make sure we have wetlands in the future.”Those plans would include giving tourists and locals easier access to the land. It will also give wildlife a larger nesting area.A statement from Campland on the Bay says in part:“We remain hopeful the City will continue to provide this amenity for local residents for another 50 years. The public does not have to choose between waterfront camping and wetlands – both uses can support one another as Campland has proven for the past half-century.”Organizers of the expansion says there is no exact timeline on when restoration will take place.
