BEIJING, Feb. 9 (Xinhua) -- China has introduced new stimulus policies to boost the development of the software and integrated circuit (IC) industries.Software firms will continue to enjoy preferential value-added tax policies, according to a circular posted on the central government's website, www.gov.cn on Wednesday. The circular was dated Jan. 28.The new policies also granted tax cuts to manufacturers of integrated circuit. Enterprises of IC products whose product line is less than 0.8 micron (including 0.8 micron) wide will be exempted from corporate income taxes on the first and the second year after reaching profitability, according to the statement.Taxes will also be halved for such companies from the third to fifth year after reaching profitability.Makers of IC products that have a product line that is less than 0.25 micron wide or have invested more than 8 billion yuan (1.21 billion U.S. dollars) in production will pay reduced income taxes. For companies that have operated for more than 15 years, corporate income taxes will be exempted from the first year to the fifth after reaching profitability.Between the sixth and the tenth year, the firms will pay half of the taxes, the statement said. The government also encouraged consolidation in the software and IC industries and will provide financial support to technological research and development.

BEIJING, Feb. 15 (Xinhua) -- A senior Chinese mainland official has said the government will work with Taiwan to enhance cross-Strait economic exchanges and cooperation. The mainland would this year focus on fulfilling the cross-Strait Economic Cooperation Framework Agreement (ECFA) and conducting follow-up negotiations on the pact, which took effect in September last year, Xu Mang, director of the economy bureau of the Taiwan Affairs Office of the State Council, told Xinhua in an interview.Top of the follow-up agenda was cross-Strait investment protection. The mainland hoped to reach a mutually beneficial agreement on the issue with Taiwan at an early date, with concerns of both sides respected, Xu said.Xu said the two sides should adhere to the principle of balance in negotiations, aiming for effective protection, fewer restrictions and more convenience for cross-Strait investment.Mainland and Taiwan negotiators agreed in December last year to continue discussing the investment protection agreement at the seventh round of talks scheduled for this year. The mainland would also continue this year to encourage investment in Taiwan, address Taiwan enterprises' concerns over economic transformation and development, and promote cross-Strait cooperation in finance, modern services and agriculture, Xu said. The first step in implementing the ECFA, the "early harvest program," took effect on Jan. 1, when the mainland reduced tariffs on 539 Taiwanese items, or 16 percent of imports from Taiwan, while Taiwan cut duties on 267 mainland items, 10 percent of imports from the mainland.Within two years, the duties on those products will be reduced to zero.Xu said the implementation of the early harvest program would boost trade links across the Strait. As the products receiving tariff reductions covered industries including agriculture, petrochemicals, machinery, textiles and transport, Taiwan businesses on the mainland would benefit from lower purchase costs on Taiwan raw materials, Xu said.Taiwan's small and medium-sized enterprises and low-income groups would especially benefit from the tariff reductions on exports of 18 agricultural products to the mainland, Xu said.Statistics from Taiwan showed that driven by the tariff reduction, the island's small and medium-sized enterprise export trade volume to the mainland would increase to 18 billion U.S. dollars per year."The tariff reduction policy will benefit more Taiwan compatriots," Xu said.Cross-Strait trade volume totaled 145.37 billion U.S. dollars last year, a rise of 36.9 percent year on year. The figure included 115.69 billion U.S. dollars of Taiwan exports to the mainland, up 20.2 percent.

LOS ANGELES, April 10 (Xinhua) -- Drinking green tea and practicing Taichi may promote bone health of postmenopausal women and reduce the risk of inflammation, a new study suggests. The study, conducted by researchers at the Laura W. Bush Institute for Women's Health at the Texas Tech University Health Sciences Center, focused on postmenopausal women and investigated the potential for green tea to work synergistically with Taichi in enhancing bone strength of postmenopausal women.Originating as a martial art in China, Taichi is a mind-body exercise that utilizes slow, gentle movements to build strength and flexibility, as well as deep breathing and relaxation, to move qi, or vital energy, throughout the body. The study findings were published Sunday at EurekAlert.org, the website of the American Association for the Advancement of Science (AAAS).Carried out as a double-blind, placebo-controlled, intervention trial (the "holy grail" of scientific studies), this experiment involved 171 postmenopausal women with the average age of 57 who had weak bones but not full-fledged osteoporosis. Subjects were divided into 4 groups -- placebo: starch pill (placebo) and no Taichi; GTP or green tea polyphenols (500 mg/day) and no Taichi; Placebo plus Taichi (starch pill and practising Taichi three times a week); and GTP plus Taichi. The study lasted for 6 months, during which blood and urine samples were collected and muscle strength assessed. The results show that consumption of GTP (at a level equivalent to about four-six cups of steeped green tea daily) and participation in Taichi independently enhanced markers of bone health by three and six months, respectively. A similar effect was found for muscle strength at the 6-month time point. Participants taking Taichi classes also reported significant beneficial effects in quality of life in terms of improving their emotional and mental health.Perhaps most remarkable, however, was the substantial effect that both GTP and Taichi had on biological markers of oxidative stress. Because oxidative stress is a main precursor to inflammation, this finding suggests that green tea and Taichi may help reduce the underlying etiology of not only osteoporosis, but other inflammatory diseases as well.In the study, the researchers developed an animal model (the ovariectomized, middle-aged female rat), with which they could effectively study the effects of green tea consumption on protection against breakdown of the bone's microarchitecture, according to the AAAS.In humans, this can lead to osteoporosis, a condition common to older women. The researchers say what they have learned from the animal models might also be applicable to postmenopausal women. There is a "favorable effect of modest green tea consumption on bone remodeling in this pre-osteoporotic population," said lead researcher Dr. Chwan-Li (Leslie) Shen, an associate professor at the institute. The researchers plan to soon complete a more long-term study utilizing more technically savvy measures of bone density, according to the AAAS.

LOS ANGELES, April 27 (Xinhua) -- Air pollution poses a threat to the health of about 154 million Americans -- or more than half of the U.S. population, the American Lung Association (ALA) said on Wednesday. The air is so polluted in some areas that it is often dangerous to breathe, the ALA said in its annual report on air quality across the United States.About 48 percent of U.S. residents live in counties where smog (ozone) is too high, 20 percent live in areas where there are too many short-term spikes in pollution and six percent live in areas with harmful year-round soot (particle pollution), said the report.About 17 million Americans live in areas afflicted by all three air pollution hazards, the report noted. The report listed California as the most polluted state, where people are breathing some of the worst air.Compared with other states, California has more polluted places, including Los Angeles, Long Beach, Riverside, Bakersfield and Fresno, the report said.Honolulu in Hawaii and Santa Fe-Espanola in New Mexico are the only two cities in the nation that had no days in which smog and soot levels reached unhealthy ranges, making them the cleanest cities in the nation, said the report.Research suggests air pollution threatens human health -- and not just the lungs.Small particles of pollution can lodge deep in the lungs, triggering an inflammatory process that, over time, can spread elsewhere in the body and damage blood vessels and the heart, according to Dr. Norman Edelman, the ALA's chief medical officer. On days in which smog levels spike, there's an increase in hospital admissions for respiratory illnesses, heart attacks and stroke in the two or three days following it, said Michael Jerrett, a professor of environmental health sciences at University of California, Berkeley's School of Public Health. In addition to posing both long-term and short-term risks, pollution can also contribute to low birth weights, diabetes, cardiovascular disease, heart attack, stroke and, ultimately, shorter life spans, he warned.

WASHINGTON, April 4 (Xinhua) -- New research from the University of Pennsylvania School of Medicine has revealed an increased incidence of major adverse cardiac events (MACE), such as heart attack, stroke, and cardiovascular death, in patients with severe psoriasis. The study results were reported Monday at the annual American College of Cardiology meeting in New Orleans.Psoriasis is a common inflammatory skin disease, and if severe, has been demonstrated to be a risk factor for cardiovascular disease. However, the degree to which psoriasis is associated with MACE has not been defined. In a cohort study analyzing data from a general practice research database, Lead author Nehal Mehta, director of Inflammatory Risk in Penn's Preventive Cardiology program, and colleagues reviewed the case histories of over 3,600 patients with severe psoriasis and 14,300 controls. They found that patients with severe psoriasis have a 53 percent increased incidence of MACE compared to the general population. They also found that having a diagnosed case of severe psoriasis confers an additional ten-year risk of six percent on MACE.Previous work from Mehta and colleagues found that the risk of death from cardiovascular disease increased by 57 percent in patients with severe psoriasis. In addition, the relative risk of death from cardiovascular disease was even higher in younger patients, who were as young as age 40.The researchers conclude that this new estimate of increased ten-year MACE may warrant more aggressive strategies for treatment of cardiovascular risk factors in patients with psoriasis.
