CHENGDU, July 18 (Xinhua) -- At least 23 people have been killed and 30 are still missing as of Sunday evening after the worst rainstorm of the year lashed southwest China's Sichuan Province late Friday, the provincial civil affairs department said.More than 586,000 people were forced to evacuate their homes as torrential rains pounded 62 counties and cities in the province and triggered mountain torrents, landslides and house collapses, cutting off roads, electricity and communications in some regions.Half of the worst-hit Quxian County remains flooded, with water levels of up to 10 meters deep. The county is cut off from the outside world, with roads and railways flooded by waters, according to a spokesman with the department."We can only see the roofs of most riverside houses in Qujiang Town and Jubei Town," said Deng Yuhua, secretary of the county's Party committee.Further, rains are still pelting eastern parts of the province, which will probably aggravate the situation, said the spokesman.Flooding is forecasted to peak in Guang'an City, at the lower reaches of Qujiang River, on Monday. The provincial government has dispatched work teams and allocated emergency funds of 5 million yuan (about 730,000 U.S. dollars) to support flood relief operations.Parts of China experience heavy rains every summer, but this year's rains have been particularly devastating.Since the beginning of July, torrential rains and severe flooding has left 146 people dead and 40 missing and forced the evacuation of more than 1.3 million people as of 4 p.m. Friday in 10 provinces, mostly along the Yangtze River, according to the Ministry of Civil Affairs.

XIAMEN, Fujian, June 19 (Xinhua) -- The Chinese mainland and Taiwan kicked off the largest-ever grassroots-forum in southeast China's city of Xiamen Saturday evening, as more than 10,000 Taiwanese are expected to participate during the next seven days.Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), declared the opening of the weeklong Straits Forum before a huge audience at the International Convention and Exhibition Center of Xiamen. Now in its second year, the forum will feature 25 activities including leisure chats, galas, and religious worship, instead of formal dialogues and policy-setting negotiations that dominate other major mainland-Taiwan exchanges." hspace="0" src="/d/file/p/2010/06/4a9775d47b447dde7f8f012bc892feb9.jpg" border="0" />Jia Qinglin(8th R), member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), attends the opening ceremony of the second Strait Forum in Xiamen, southeast China's Fujian Province, on June 19, 2010Organizers said about 80 percent of the Taiwan participants this year would be non-officials and over 60 percent were from central or southern Taiwan."The forum is a landmark innovation of cross-Strait exchanges. GUANGZHOU, Aug. 4 (Xinhua) -- Tap water supply was resumed Wednesday in a south China town after a manganese contamination had led to drinking water shortage for 13,000 people since Monday.Local authorities in Lufeng City, Guangdong Provinceon Wednesday installed three temporary pipes to be connected to another local tap water plant that was not affected by manganese, amid efforts to ease drinking water shortage for residents. The city government said the manganese level in the contaminated tap water provided by a local supplier in Da'an town was 1.2 mg per liter since Monday, 12 times the maximum amount allowed in drinking water. The cause of the contamination was still under investigation and environment specialists from Lufeng City were in town to conduct further analysis, said Huang Xianjia, a city government spokesman.According to the safety standards for drinking water, jointly issued by the Ministry of Health and the Standardization Administration in 2007, the maximum manganese level allowed is 0.1 mg in every liter of drinking water.Huang said the contamination was "not serious." "Tap water still appears clear with no odor. It's safe for washing and bathing."But a resident surnamed Wang showed reporters two pails of water he stored on Monday. Dark sediment was seen clearly on the bottom of the pails."It takes time for the mineral to settle and become visible," said Wang.Wang and his neighbors have joined a rush for spring water in mountains near their homes. "Many families have bought new pails. Some carry water on motorbikes while others use shoulder poles," he said.
