PHOENIX (AP) — The 5,200 active-duty troops being sent by President Donald Trump to the U.S.-Mexico border will be limited in what they can do under a federal law that restricts the military from engaging in law enforcement on American soil.That means the troops will not be allowed to detain immigrants, seize drugs from smugglers or have any direct involvement in stopping a migrant caravan that is still about 1,000 miles from the nearest border crossing.Instead, their role will largely mirror that of the existing National Guard troops — about 2,000 in all — deployed to the border over the past six months, including providing helicopter support for border missions, installing concrete barriers and repairing and maintaining vehicles. On Tuesday, he stepped up his dire warnings, calling the band of migrants fleeing poverty and violence in Central America an "invasion.""Our Military is waiting for you!" he tweeted.Traveling mostly on foot, the caravan of some 4,000 migrants and a much smaller group of hundreds more are still weeks, if not months, before reaching the U.S. border. Unless Congress specifically authorizes it, military personnel can't have direct contact with civilians, including immigrants, said Scott R. Anderson of The Brookings Institution.Instead, the large troop deployment will be limited to performing similar support functions as the National Guardsmen and women Trump has already sent to the border.These include 1,500 flight hours logged by about 600 National Guard troops in Arizona since they were deployed this spring. Members of the guard have also repaired more than 1,000 Border Patrol vehicles and completed 1,000 hours of supply and inventory, according to Customs and Border Protection.In one case, a group of Border Patrol agents tracking drug smugglers in the remote Arizona desert in August called on a National Guard helicopter to keep an eye on the suspects and guide agents on the ground until they had them in custody. That operation resulted in several arrests and the seizure of 465 pounds of marijuana.In addition to the 5,200 troops being deployed this week, the Pentagon has put another 2,000 to 3,000 active-duty troops on standby in case they also are needed at the border, a U.S. official said Tuesday, speaking on condition of anonymity to discuss a detail that has not been publicly announced.The troops were being sent initially to staging bases in California, Texas and Arizona while Customs and Border Protection works out precisely where it wants the troops positioned.It remains unclear why the administration was choosing to send active-duty troops given that they will be limited to performing the support functions the Guard already is doing."Sending active military forces to our southern border is not only a huge waste of taxpayer money but an unnecessary course of action that will further terrorize and militarize our border communities," said Shaw Drake, policy counsel for the American Civil Liberties Union's border rights center at El Paso, Texas.The California National Guard has pledged up to 400 troops to the president's border mission through March 31. At the end of October, the most recent month with available data, 1.42 million existing homes were available for resale. At that month’s sales pace, it would take just 2.5 months to sell every home on the market — an all-time low, according to the National Association of Realtors. The supply of new homes for sale was enough for 3.3 months, tied with the previous month for a record low.Supply is low because buyers are pouncing whenever homes become available. Most existing homes sold in October — 7 in 10 — were on the market less than a month, according to the NAR.With a slender stock of homes selling fast, buyers have little power. “The control is in the seller’s hands because of supply and demand,” says Terri Robinson, a Realtor with Re/Max Select Properties in Ashburn, Virginia.Set realistic expectationsExpect months to elapse between the first step of checking your credit reports to the final step of closing on the home. “The first thing that I hope people understand is it’s not an overnight process,” says Marc J. Jenkins, a real estate agent with Prime Property Partners in Atlanta.Jenkins tells first-timer clients that it typically takes five to eight months to buy a home. The most common compromises had to do with the condition or price of the home.So before you start seriously looking at homes, decide what you need and what you won’t budge on. You may have a maximum price and commute time, a minimum size or other requirements. Those are your deal breakers. Write them down. Resist the temptation to compromise on deal breakers, even when you feel discouraged. For all else, keep an open mind.Make decisions fastIn today’s market, many homes are on the market for less than a month, so it’s important to make an offer quickly once you find one you like. Let your list of deal breakers be your guide. If a home meets your criteria, including an acceptable price, it may be worth making an offer. Again, quickly, because many sellers field multiple offers within a day or two of listing the home and planting a “for sale” sign in the yard.“Even as a first-time home buyer, they may have to make a quick decision whether or not to buy a home,” Robinson says. To have the offer taken seriously, have a preapproval letter from a lender and make a competitive offer, she adds.Don’t take rejection personallyWhen first-time buyers make offers, “they’re going to get rejected many times,” says Laura Moreno, host of the “First Time Home Buyer Podcast” and founder of a tech startup called HomeFlow that offers an all-in-one homebuying platform.As rejected offers pile up, they take it personally or feel worthless, Moreno says. “What I tell them is just breathe. It’s not a judgment against you.”You might get lucky and have your first offer accepted. But don’t count on it. Realize that for the seller, this is a business decision.Wait before you celebrateYour offer was accepted? Great! Just remember that the home inspection and lender’s appraisal are coming next, and either of them can knock the deal awry. The more excited you get about the seller giving your offer a thumbs-up, the more disappointed you’ll be if you have to give the deal a thumbs-down after the inspection or appraisal.Think about the seller’s needsYou’re focused on your own needs and problems. That’s understandable, but there’s a benefit to thinking about the seller’s needs, too.Jenkins advises making the offer attractive to the seller. Pala Mesa, CA (KGTV) -- We are learning more about the bus company involved in Saturday's fatal crash along Interstate 15. An Executive Lines charter bus flipped over, killing three and sending nearly 20 people, including a 5-year-old boy, to the hospital. Federal records show Executive Lines has been cited for several maintenance issues in the last two years. 10News looked into Executive Lines, a company out of El Monte in Los Angeles County. They specialize in charters from Los Angeles to San Ysidro, with many of their passengers heading to Tijuana International Airport. Saturday's charter bus, carrying 21 passengers plus the driver, was headed toward San Ysidro before it crashed on I-15 near Pala Mesa. "The vehicle lost control, veered to the right, obviously traversed this shoulder, and eventually overturned," Officer Mark Latulippe of the Oceanside California Highway Patrol [CHP] said. Witnesses said several passengers were ejected from the bus. CHP confirmed that likely none of them were wearing their required seatbelts. Three of them were pronounced dead on the scene, and nearly 20 were transported to various hospitals. According to the Federal Motor Carrier Safety Administration [FMCSA], in the last two years, none of the Executive Lines buses were involved in crashes. But out of 19 vehicle inspections for their seven-vehicle fleet, 13 of the checks came back with a total of 26 vehicle maintenance violations. That puts them in the 48th percentile, meaning nearly half of all bus companies have better on-road performance than Executive Lines. 10News also looked into the inspection history of the exact Charter bus that crashed Saturday. We found that after a November 5, 2019 inspection, this very bus was cited with two Federal maintenance violations:93.78 393.78 No Windshield Wipers Inoperative/Defective 393.95B 393.95(b) No No Spare Fuses As RequiredIt is unclear if the company fixed the violations before Saturday's crash. But it is worth mentioning that roads were slick at the time of the accident because of the rain. Executive Lines did not respond to our request for comment. 2129
