A powerful derecho ripped through the Midwest on Monday, with wins in one locale reaching 112 MPH.Lynn, Iowa, had a reported wind gust of 112 MPH Monday afternoon, according to the National Weather Service. The storm continued from Iowa into Illinois, blasting Chicago during the evening rush hour. Top winds in Chicago reached 85 MPH, according to the National Weather Service.Nearly 600,000 electric customers in northern Illinois were without power.Helicopter footage captured by WGN-TV in Chicago showed extensive damage from the storms, with roofs blown off, and even a church steeple knocked down.The storm system continued into Indiana before weakening in Ohio. As of late Monday evening, there were more than 750 reports of severe weather throughout the US, most stemming from Monday's massive storm. A Pennsylvania woman is mourning the loss of her 12-year-old after claiming that the dog was mauled last week by another dog during a grooming appointment at a PetSmart, WNEP-TV reported. Betty Miller of Scranton told WNEP that after dropping off her dog named Bichon Brewster at PetSmart's grooming salon, she got a call from a veterinarian, who delivered the awful news. Brewster was killed after getting attacked by another dog.After the mauling, Brewster was taken to the Veterinary Referral and Emergency Center, but was dead on arrival. The veterinarians told WNEP that it attempted resuscitation, but failed. Now, Miller is wanting answers as to why this happened. "We called corporate," Miller told WNEP. "They did not reach out to us, and I was very angry about that. Why would you want to bring a pit bull past a small dog who's really just bait? A superintendent in Wisconsin is investigating what he calls a "reprehensible" video showing two students appearing to mock the death of George Floyd. The video has sparked demands for action, and criticism that the Mequon-Thiensville School District needs to do more racism prevention and education. The district is about 30 minutes north of Milwaukee. The video in question shows a high school junior giving two thumbs up, while kneeling on another young man’s neck, who says “I can’t breathe,” while laughing. A third student recorded the video. 556

A proposed act that would make it illegal in San Francisco to make a 911 call based on another person's race or ethnicity is one step closed to becoming law.The San Francisco Board of Supervisors unanimously passed the CAREN Act on its first read on Tuesday.Supervisor Shamann Walton proposed the Caution Against Racially Exploitative Non-Emergencies — or "CAREN" — Act in July. The name is a play on the online trend of labeling women caught making problematic or racist statements in viral videos as "Karens."The law would make it illegal to call 911 with the "specific intent to discriminate over someone's race, ethnicity, national origin, place of birth, sexual orientation, gender identity or religion," according to KPIX-TV in San Francisco.According to CNN, Tuesday's vote was passed unanimously by all city supervisors on the first read. The board will vote on the proposal again next week, and if passed, it will be sent to the desk of San Francisco Mayor London Breed, who could then sign it into law.A similar law is currently making its way through the California state legislature. AB 1550, which would outlaw discriminatory 911 calls throughout the whole state, has passed California State Assembly and is in committee in the state senate.Walton proposed the law in July after several viral videos sparked outrage about racially-based 911 calls across the country. In June, a man's recording of a white couple calling the police on him for chalking the words "Black Lives Matter" on his rented home went viral. The couple later issued an apology. In May, a white woman called police on a Black man who was birdwatching in Central Park after he asked that she put a leash on her dog. A mural of George Floyd in Salt Lake City, Utah, had black tar thrown on it over the weekend. This is the second time the mural has been defaced, a week after the first vandalism. Police confirmed they are investigating the vandalism and whether it constitutes a hate crime under Utah's new law. As of Monday afternoon, the mural was restored by local artists. The pop art-style mural of Floyd's face was painted by anonymous artists, and has become a makeshift memorial alongside images of others who have been killed by police. Floyd was killed by police in Minneapolis last month after an officer held him down with a knee on Floyd's neck for more than 8 minutes. Floyd is Black, the officer involved is white. The mural in Salt Lake City includes six portraits, Floyd and five whom lost their lives due to police brutality in Utah: Bernardo Palacios, Dillon Taylor, Darrien Hunt, Bryan Pena Valencia and Chad Breinholt. 931
