Police in Bismarck, North Dakota, want to put AR-15 rifles in some schools so school resource officers can respond more quickly in the event of an active shooter.Police asked for almost ,000 in their 2019 budget request to buy the rifles, heavy body armor and bleeding control kits for the city's nine high schools and middle schools, Bismarck Police Chief Dave Draovitch told CNN.The money will also be used to buy a safe at each school to keep the equipment away from students, teachers and staff."The SROs (school resource officers) will be the only ones who have access to this equipment," he said.The cost would be split with the school system."Hopefully we never find ourselves in a situation of an active shooter. But if we do, we really want to make sure that our SRO's are equipped with the tools that they need to do their job effectively," Bismarck Public Schools safety coordinator Becky LaBella told CNN affiliate KFYR.Draovitch said Bismarck school resource officers are police officers and are trained to respond immediately to stop an active shooting."Whatever they have to do to stop that threat, that's what we expect our officers to do," Draovitch said.They keep AR-15s and the other emergency equipment in their vehicles, but that's not as useful if there's an active shooting situation inside the building."If something happens they're not going to have time to go running out to their cars," Draovitch said. "All we're trying to do is make it more accessible so they can get to it more quickly."AR-15s are lightweight, rapid-fire rifles. Besides being used by law enforcement, the guns have been used in some of the most notorious and deadly mass killings in recent history.Draovitch says having the bleeding control kit -- which has tourniquets, gauze and other supplies for treating gunshot wounds -- could be the most important part of the plan."If, God forbid, something does happen, getting aid quickly is going to be key," he said.He said city officials began discussing the plan after the February 14 shooting at Marjory Stoneman Douglas High School in Parkland, Florida, that killed 17 students and faculty."After that happened, we really got to talking with our schools about what can we do better, what can we do differently," Draovitch said.The city will vote on the budget next month and Draovitch expects it will pass. PARK COUNTY, Colo. — A Discovery Channel reality show about gold mining is dividing the small Colorado mountain town that provided its setting — even as the show plans to move on. The show “Gold Rush” turned a small old mine in Fairplay into a much bigger operation. Fairplay is located about 85 miles southwest of Denver. Producers of “Gold Rush” said they will not return to Park County, but the residents say they are still feeling the impacts and worrying about future expansion."It's hard to describe what a four-foot boulder sounds like getting dropped into metal," said Jamie Morrow, whose home is about a quarter of a mile away from the mining operation. Morrow and her family purchased their property before the reality show began — when the mining in town was minor and mostly unobtrusive.  "It was quiet. It didn't make a lot of noise and was a small two or three man operation," Krissy Barrett, who also lives in the county, said. Some citizens in Fairplay have filed lawsuits seeking to reverse rezoning approved by county leaders that converted residential land into mining areas. Even though “Gold Rush” is moving on, residents are still fighting in court. They say large mining equipment remains in the area.Some residents say they’re worried the mining operation will continue to grow.  "Me and a bunch of other of our folks said we can't allow this because if they can rezone that parcel from residential to mining, they can do any parcel. They could rezone next door to us, next door to anybody," Barrett said. Leaders of the small town have embraced the national attention the reality show brings. "We've had a huge uptick in visitors coming to the visitors center. A lot of them are expressing their desire to go out and see the show, the mining," Fairplay town mayor Frank Just said. Some residents said the show’s presence in town was positive. Keith Wortman said he made extra money renting a home to the crew. A server in a local restaurant said the location got more business when production was happening. "Pretty exciting to have a big show come to town," bartender Melissa Mcaninch said. But opponents argued the town’s mountain beauty is also a big draw, and that beauty could be impacted if mining continues to expand. "The population that comes up here to look at the beauty, to enjoy the beauty, is way bigger. We believe the overall economic impact from our maintaining our aesthetics here is way bigger than a small TV show and way longer lasting. PERRY HALL, Md. - Baltimore County Police say they have four teenage suspects in custody that are suspected to be involved in the death of an officer. At least one of the suspects is facing murder charges. On Monday around 2 p.m. ET, officer Amy Caprio was killed in the line of duty while investigating suspicious activity in Perry Hall. She was almost a four-year veteran of the force. Tuesday morning, police announced that a 16-year-old Dawnta Anthony Harris was arrested shortly after the death of that officer. Police were called to the scene after a woman said a black Jeep Wrangler was near her home, and three suspicious subjects were walking around. The woman stayed on the phone with a dispatcher and said that the three people had broken in and that an officer was on the ground after confronting the driver of the Jeep. Another witness says they saw the Wrangler drive over Caprio, and then drive away, according to the charging documents.Shortly after, another person called 911 saying that she found the Jeep Wrangler was abandoned nearby. A description of the driver was sent out over the police radio and officers were able to find the driver who was later identified as Harris. Charging documents continue to say that Harris admitted that he was waiting in the driver's seat of the Jeep Wrangler while his other associates were burglarizing the house. He then said he tried to drive away in the Wrangler when he saw Caprio arrive in the area. He tried to flee, but Caprio followed him to a cul-de-sac.Caprio demanded he exit the car. He opened the door slightly, shut it, and then drove toward her. He then admitted leaving the Wrangler where it was later found nearby, according to the documents. Harris has been charged with first-degree murder. A spokesperson with police did say the teenager will be charged as an adult.Baltimore County Police say Harris' associates are in custody and they are all teenage boys. Detectives have verified that the group were involved in burglaries in the area. Officers will be canvassing for property stolen during the burglaries on Tuesday.  2176

(AP) — A convicted felon has been charged with abducting two Christian college students and forcing them to perform sex acts on each other at gunpoint after they violated curfew and were locked out of their southwest Missouri campus.Robert Hyslop, 49, of Branson, Missouri, is jailed without bond on charges of kidnapping, sexual abuse and sodomy, the Springfield News-Leader reported. No attorney is listed for Hyslop in online court records. He could face life in prison if convicted.College of the Ozarks, in the small town of Point Lookout, has a 1 a.m. curfew. Gates to the front entrance, known as the Gates of Opportunity, remain locked until 5 a.m.Charging documents say the two students, a male and a female, arrived back at campus 10 minutes too late in the early hours of Oct. 29, so they went to a nearby commuter lot to sleep.Hyslop, who was on probation for a 2017 drug conviction, told Taney County investigator Dan Luttrell that he had been high on methamphetamine for three days when he spotted the sleeping students around 3 a.m., court records say. Hyslop allegedly used a hammer to smash the passenger window, showed a gun, and got inside the car.Luttrell said Hyslop admitted forcing the male student to drive to a highway lookout. Once there, he allegedly forced the students to perform sex acts on each other, and forced the woman to touch him sexually.Hyslop then told the students to drive him back to his car, Luttrell wrote. The students contacted police and gave a detailed description of their attacker and his vehicle. He was arrested several days later. Charges were filed Thursday.College of the Ozarks spokeswoman Valorie Coleman said the college received a report about the incident on Oct. 29 and issued a campus safety alert on Oct. 30. She declined further comment about the alleged crime.Sue Head, the college's vice president for cultural affairs and dean of character education, said students can call a 24-hour security number to unlock the gate."We do have the phone number posted clearly at the front gate," Head said.Coleman and Head said there are legitimate reasons for students to break curfew, including working off-campus jobs.
