MINNEAPOLIS, Minn. – Attorneys for the family of George Floyd announced Wednesday that they’ve filed a lawsuit against the City of Minneapolis and the four officers involved in the 46-year-old’s death on Memorial Day.Watch the attorneys press conference below:The federal lawsuit was filed in the U.S. District Court for the District of Minnesota. It names the city and former officers Derek Chauvin, Tou Thao, Thomas Lane, and J. Alexander Kueng as the defendants in the case.The lawsuit claims the city is responsible for a police culture of excessive force, racism and impunity.The complaint is seeking compensatory and special damages and costs as defined under federal law in an amount to be determined by a jury. The suit is also asking for the appointment of a receiver or similar authority to ensure that the City of Minneapolis properly trains and supervises its police officers.Floyd died in police custody the night of May 25 after former officer Chauvin pressed his knee against the handcuffed man’s neck for several minutes while he said, “I can’t breathe.” The incident was captured on video, which quickly spread online and led to worldwide protests with activists calling for justice and racial equality.“This complaint shows what we have said all along, that Mr. Floyd died because the weight of the entire Minneapolis Police Department was on his neck,” said attorney Ben Crump in a press release. “The City of Minneapolis has a history of policies, procedures and deliberate indifference that violates the rights of arrestees, particularly Black men, and highlights the need for officer training and discipline. This is an unprecedented case, and with this lawsuit we seek to set a precedent that makes it financially prohibitive for police to wrongfully kill marginalized people -- especially Black people -- in the future.”Chauvin has been charged with second-degree murder, third-degree murder and manslaughter. Three other officers at the scene —Thao, Lane, and Kueng — are charged with aiding and abetting both second-degree murder and manslaughter.“The Floyd family deserves justice for the inhumane way in which officers with the Minneapolis Police Department killed Mr. Floyd,” said attorney L. Chris Stewart. “Furthermore, the City has a responsibility to acknowledge the history and practices of excessive force and impunity with its police force, as well as shortfalls in officer training and discipline.”The complaint claims that the police department knows prone restraint can be deadly, and that its officers were supposed to receive appropriate training, but it had inconsistent policies and infrequent training to educate officers.The complaint states that MPD training to all officers designated and approved neck restraints as a “non-deadly force” option and encouraged officers to “compress veins, arteries nerves, and muscles of the neck” of arrestees. 2899

NASA could make history on Tuesday as their spacecraft, OSIRIS-REx, will attempt to land on an ancient asteroid 200 million miles away from Earth.OSIRIS-REx launched in 2016. It arrived at the asteroid, named Bennu, in 2018 and it’s been mapping out the surface working to pick the best location to land ever since.The mission’s operations are headquartered at the University of Arizona.The mission will begin at 2:50 p.m. Arizona time on Tuesday. At 3:12 p.m., OSIRIS-REx will finally touch down on Bennu and collect a sample before heading back to Earth. Dr. Lori Glaze with NASA tells ABC15 the sample will allow researchers to study the ancient secrets of our solar system. She says Bennu also has a 1-in-2,700 chance of impacting Earth in about 150 years or so, so this mission can help researchers work to prevent that.“Helping us refine and reduce the uncertainties on Bennu’s orbit so we can better predict more precisely not only when it might intercept with Earth, but what the probability of that intersection is,” Dr. Glaze said. “So the mission's been critically important for refining Bennu’s orbit so we can help protect ourselves in the future.”Watch a live stream of the event in the player below. 1222

(KGTV) - The National City City Council voted 4-1 Tuesday night to introduce a new ordinance that aims to close a loophole in a state law that prohibits the retail sale of cats, dogs and rabbits.Enacted on January 1, 2019, the new state law prohibits stores from selling animals unless they come from shelters or non-profit rescues. However, some pet stores have continued to sell what appear to be purebred and designer mix puppies that come from a small group of newly formed rescue organizations.One of those groups is called Bark Adoptions, based in Menifee. A 10News investigation found Bark Adoptions had been importing puppies from another supposed rescue in Iowa that had ties to commercial breeders.At National City Puppies, one of the two remaining pet stores in the city, signs on the dog cages in May showed they came from Bark Adoptions.The manager of National City Puppies, David Salinas, said he did not know where the dogs at his store came from beyond the listed rescues. But he defended his store in front of the city council, saying it comes down to consumer choice.“It’s the American way to have the freedom to choose where to buy a puppy,” said Salinas.As written now, the new ordinance says “a pet shop or retail pet store or its operator shall not sell, deliver, offer for sale, barter, auction or otherwise dispose of a cat, dog or rabbit.”There are exceptions, however, that would allow pet stores to offer “a cat, dog or rabbit owned by an animal shelter or animal rescue organization for purposes of adoption” but only if “the pet shop does not receive any fee from the adoption and does not have any monetary or ownership interest” in the animals. The ordinance still has to come back to the city council for a second reading and adoption before it goes into effect. 1835

(KGTV) -- Police in National City are investigating after a man was shot and killed near a 7-Eleven early Sunday morning. Police responded to the 100 block of North Highland Avenue just before 5 a.m. after receiving reports of gunshots in the area.After arriving, police found a 55-year-old man who had been shot. MILWAUKEE, Wisconsin — A Milwaukee man has been charged for the assault and kidnap of a woman who he met on the app 'Tagged.'According to the criminal complaint, the victim said she entered a vehicle with Davoncia Kelly McAfee near the intersection of 58th and Hampton on Nov. 13. While in the car, an unknown man appeared from the back seat, wrapped his arms around her face, put what felt like a handgun to the back of her neck and told her to come to the back seat where he placed a blindfold over her eyes.McAfee then drove the vehicle for approximately 15 more minutes before coming to a stop. He and the man in the backseat told the victim not to move or scream as they led her out of the vehicle and up a set of stairs into an apartment living room area.The victim was then assaulted by multiple male individuals in the home.She was later taken back to her vehicle while still wearing the blindfold and was told not to turn around when she was dropped off or they would "blow her head off."During the incident, the suspects took the victim's cellphone, sweatshirt, Wisconsin ID card, and paperwork from her employer.The victim later made a Facebook post using images from McAfee's Tagged account to identify him and turn him into the Milwaukee Police Department. Police conducted interviews with McAfee where he admitted to setting up dates on the internet for sex.Police also executed a search warrant at the apartment where the victim was taken. They found a magazine for a Smith and Wesson handgun with six unfired .40 caliber cartridges and an ammunition tray with more unfired cartridges inside the residence.McAfee faces charges for First Degree Sexual Assault (Forcibly Aiding & Abetting) - PTAC and As a Party to a Crime, Kidnapping (Carries Forcibly) - PTAC, As a Party to a Crime.
