SAN DIEGO (KGTV) -- An executive order signed by President Trump Wednesday may help San Diego's military spouses find work. The executive order is aimed at increasing opportunities for military spouses to obtain federal jobs.The order encourages agencies to increase use of the noncompetitive hiring authority for military spouses.For military spouses, the unemployment rate is 16 percent which is four times higher than the national average for female adults. Among military spouses who do have jobs, 14 percent have part-time jobs and half of those spouses want full-time work.Many spouses of military members choose careers like teaching, nursing or law, but such jobs often have state-specific licenses that make it difficult to move from state to state.“Right now I’m looking at leaving my career because the exams and licensing costs are phenomenal never mind how poorly the education system is run; right from resources to teacher pay,” Sheryl Ogle said in a Facebook comment.According to an impact study conducted by the San Diego Military Advisory Council, there are more than 100,000 active-duty military members in San Diego. The service members are split fairly evenly between the Navy and Marines.In a phone call Wednesday morning, a White House official says the new order directs agencies to make an existing non-competitive hiring authority provision for military spouses available in their job announcements, according to Military.com. The hiring authority allows military spouses to be appointed to certain jobs without having to go through the usual hiring process.According to dosomething.org, military spouses tend to be under 35 and are mostly women with only five percent of military spouses being men.Data also shows that military families relocate 10 times more often than civilian families, moving an average of every two to three years. 1886

Individuals with limited reading skills will have a hard time finding employment and suffer even more financially. That's why leaders in literacy are trying to encourage children to develop a love for reading before the age of 8, and before it's too late. Amelia Sandoval is a prime example of how things can spiral out of control without the ability to read. "I didn't read, not at all," says Sandoval talking about her childhood. There were problems at home. She was never read to, and school was never a priority. "We learned to ditch the cops." By the time she was 18, Amelia was in the state prison for women in Chowchilla, where she spent five years. Her inability to read was her shame, and a secret she kept to herself."Just as good as I was at stealing stuff, I was good at hiding this," says Sandoval wiping away tears. "I had to protect the secret. "Student A" who reads just 20 minutes a day will read the equivalent of 1.8 million words in a school year, building an extensive vocabulary. But "Student B" who reads only five minutes a day will have read less than 2 percent of that amount. And "Student C" who only reads a minute a day is severely limited in vocabulary and literacy. SAN DIEGO (KGTV) — An East County man suspected of posting graphic videos and plotting a downtown mass shooting was arrested Thursday.Steve Andrew Homoki, 30, was arrested and charged with multiple felony assault weapons charges, possession of a high capacity magazine, and child endangerment. San Diego Police say Homoki posted graphic videos online depicting assault weapons being pointed at unknowing pedestrians outside The Sofia Hotel in downtown San Diego.RELATED: FBI searching for terrorist from San Diego; million reward offered by State DepartmentSDPD served a search warrant at Homoki's Spring Valley home and seized several firearms from his residence. According to the warrant, Homoki has 14 firearms registered in California purchased between February 2018 and May 2019.According to the warrant, Homoki booked a room at the Sofia Hotel on March 22 and checked out the next day. On Sept. 17, a video was posted to a "Steven Anderson" Youtube channel, believed to belong to Homoki. The video showed the interior of a Sofia Hotel room from what appears to be a camera mounted to a man's body.The videographer is not seen as the video continues to show two assault-style rifles on a couch, along with a female mannequin head, a Department of Homeland Security license plate, an envelope, and ammunition scattered on the room's floor, documents stated.RELATED: FBI seeks men wanted for takeover bank robbery in EscondidoThe video then shows a semi-automatic handgun being loaded and pointed at people walking outside in the area of Front Street and Broadway, as the subject is heard saying "jams, boom," documents said. The ammunition then jams the gun and the subject unloads the round.The subject continues, picking up an assault-style rifle from the couch and pointing it out the window at pedestrians again and pulling the trigger while the firearm's chamber is empty, or "dry firing." The subject can be heard saying "one down, more to go," the warrant said.Another video posted to the same Youtube channel on Sept. 18 appears to be taken from inside the same hotel showing similar images play out, the warrant continued. The subject once again points weapons out a hotel room window at pedestrians and dry fires.RELATED: FBI searching for man who reportedly robbed San Diego grocery store bankOn Nov. 30, an anonymous report to the FBI believed a online chat user with a Youtube channel under the same "Steven Anderson" name had "gone off the deep end." The unknown person said they feared he was planning to do something, adding they can "almost guarantee if he is confronted while at home, he will open fire on Federal Agents or police."The unknown person said they watched the user "slowly become less stable over the period of almost an entire year" and post a goodbye message about five or six months prior.Authorities said they believe Homoki was rehearsing a domestic terrorist attack in the videos. SDPD has also filed a gun violence restraining order against Homoki.Homoki is scheduled to be arraigned on Monday. 3047

SAN DIEGO (KGTV) -- A tortoise no longer on the loose is still waiting for its rightful owner in East County.The tortoise, believed to be an older male, was found Thursday by Heartland Paramedics.It was roaming the streets of El Cajon and is now staying at the El Cajon Animal Shelter.Workers there say this is not a situation they often face.“Not in the City of El Cajon," said Shelter Manager Jill Jones. "Perhaps in outer-lying counties, they have a little more tortoise traffic, but we generally do not."A family who saw the original 10News story believed the tortoise was their beloved pet Frankie who went missing a week ago. SAN DIEGO (KGTV) -- A University City woman is searching desperately for what she says is worthless to a thief, but priceless to her.Cassie Moua's wedding outfit, which her grandmother made for her over 15 years, was stolen out of the trunk of her husband's car the week after her wedding. "It's been sitting in a closet for 15 years, waiting for the day I get married," Cassie said. "I get married and a week later, it's gone."Cassie married David Lawrence on Feb. 29 at her father's house in Scripps Ranch. She wore a traditional Hmong wedding outfit, including a black jacket with embroidery, a black apron with embroidery, and a white skirt with a pink belt. That dress, however, is now in the hands of a thief. Sometime during the night of Friday, March 6, a thief got into David's car, stealing the suitcase from the trunk with the wedding outfit inside. Cassie says there were no signs of forcible entry and she believes the thief may have used a device to spoof the remote and unlock the car. It was parked in the lot of their apartment complex, near the corner of Nobel and Cargill Avenue in North University City.Cassie says she went to the car on Saturday morning to go grocery shopping, and saw the hood popped, trunk opened, glove compartment ajar, and items spread out all over the seats. She says she does not care about other stolen items like a pet transporter and tire chains stolen, but is now on a mission to get the outfit back. "Since it happened, I've been driving around the neighborhood, looking in little pockets and corners, hoping to see abandoned clothes or an abandoned suitcase," she said. Cassie has since posted more than 20 fliers in the area around her complex. She hopes to get the outfit back to keep as a family heirloom, and that if the thief has a change of heart - no questions asked. San Diego Police say there is no suspect identified. They say in addition to the wedding outfit, two pairs of sunglasses were stolen. The police report says the thief accessed an unlocked vehicle.
