LOS ANGELES (AP) — California is sending every registered voter a mail-in ballot for the November election, but the state will also establish hundreds of locations for people who want — or need — to vote in-person. The decision to send every voter a mail-in ballot was prompted last month by health concerns tied to the coronavirus. Democratic Gov. Counties must open a minimum of one in-person voting location for every 10,000 voters beginning the Saturday before Election Day.
