SAN DIEGO (KGTV) -- Immigration and Customs Enforcement issued new guidelines that could have a big impact on many international students studying in the U.S.The modifications were posted to ICE's website, outlining the new rules for students on F-1 or M-1 visas. The guidelines say students may not take a full online course load and remain in the United States and that the Department of State won't issue visas to students enrolled in programs that are fully online or allow them to enter the country. The news comes as many schools including San Diego State University and UC San Diego have moved to online only or a hybrid format because of the COVID-19 pandemic.In their modified guidelines, ICE said they had issued a temporary exemption regarding online courses for the spring and summer semesters. If a student attends a school with a hybrid model, the school must certify that the program isn't online only and that the student is only taking the minimal number of online courses. SAN DIEGO (KGTV) -- It’s been nearly one year since the deadly University City poolside shooting. Kion Gould was hosting his 48th birthday party at his apartment complex. Right before the shooting began, Gould said he saw a man lying on a lounge chair by himself, so he invited him to join the festivities.That’s when the man, later identified as Peter Selis, pulled out his gun.The only thing Gould could do is raise his arm. His bone was miraculously able to stop the bullet.RELATED: Body camera footage captured during University City shooting released“I didn’t think it was a real threat until he basically raised the gun toward my head, that was the moment I realized I should have done something right before that, that’s the biggest thing that bothers me and bothers me to this day," said Gould.Police eventually shot and killed Selis after a shootout. SAN DIEGO (KGTV) - Inside a mobile machinist shop, the Marine Corps can now print polymer and metal parts on the go.Operated by the 1st Marine Logistics Group, the Expeditionary Manufacturing Shelter is currently at Camp Pendleton. It houses several 3D printers which each serve a specific purpose."Digital manufacturing can be extremely useful in a combat situation or a disaster zone because we can take this shelter and deploy it to anywhere it's needed. We're able to provide parts that are not readily available, and we're able to get our equipment operational faster," said Staff Sgt. Samuel Margarini.Rather than ordering a part and waiting up to a week, the Marines can re-create a part within 24 hours, improving readiness and operational momentum.3D printing new parts is also cheaper and saves resources. "Since implementation we've had a huge impact on different platforms, we've made parts for trucks, humvees, tanks, and some drones," said Margarini.While only being used in training, for now, shelters like this will eventually be deployed where needed by the Marine Corps. 1098

SAN DIEGO (KGTV) - In celebration of Dr. Seuss's birthday, and as part of "America Reads," the United Way of San Diego is holding a week-long book drive across San Diego County."Reading to children is the utmost important thing a parent can do," says United Way CEO Nancy Sasaki.The United Way will accept book donations at their office, and also at any SDCCU branch location across the county. They're also teaming up with Warwick's Book Store in La Jolla for donations.The need is most significant among low-income families. The United Way says 61% of low-income families in San Diego don't have any books in their homes for kids. That puts them at a significant disadvantage."If a kid is not at a 3rd-grade reading level by the end of third grade, we know they're four times more likely not to graduate high school on time," says Sasaki. "And if they come from low-income communities, they're six times more likely to fall behind."Studies show that reading to children as few as three times each week helps promote vocabulary and reading proficiency."In many family settings where the parents are working 2 or 3 jobs, and they're crossing paths in the night, and they're barely able to get the food on the table, reading is not so easy to do," Sasaki says. SAN DIEGO (KGTV) - It’s a win-win situation: a sale on airfares out of San Diego, with an ultimate destination of Hawaii. Southwest Airlines opened its flight schedule Wednesday for once-daily service out of San Diego. The flights travel to Kahului, Maui, starting Apr. 14, 2020. Flights to Honolulu begin Apr. 20, 2020, Southwest reports. Fares as low as 9 each way will be available on both routes for travel between Apr. 14 and June 4, 2020, according to the airline. The tickets must be purchased Oct. 30. "We're grateful for the steadfast loyalty of our San Diego Customers and we're adding a Southwest heading to their compass of nonstop options," said Andrew Watterson, Executive Vice President & Chief Revenue Officer for Southwest Airlines.
