SAN DIEGO (KGTV) -- San Diegans posted images and updates about the fierce Valley Fire burning out of control in the Japatul Valley on Saturday night.Photos and videos shot from various locations around San Diego show a large ominous plume of smoke over the county. Others show videos of flames near the scene of the fire, and at least one local resident miles away from the fire documented ash falling from the sky.As of late Saturday night, fire officials said the blaze has scorched about 1,500 acres. Crews continue to battle the fire under harsh conditions, including strong winds and high heat. SAN DIEGO (KGTV) — San Diego District Attorney Summer Stephan is objecting to the early release of a man convicted of driving off the Coronado Bridge and crashing in Chicano Park, killing four people.Richard Anthony Sepolio, 27, was convicted of four counts of vehicular manslaughter while intoxicated and one count of DUI causing injury in the crash on Oct. 15, 2016. He was sentenced to nine years and eight months in prison. He is set to be released early after serving two years and 10 months of his sentence. Monday, the CDCR notified victims in the case of the release, citing prison credits for good behavior and the state's policy on release amid COVID-19. Stephan wrote a letter to Gov. Gavin Newsom and the California Department of Corrections and Rehabilitation (CDCR), calling the release a "miscarriage of justice.""This very early release is unconscionable," Stephan wrote. "CDCR’s decision is re-victimizing the family and friends of the four people killed and seven injured who have been devastated by their loss and continue to deal with the financial, emotional, mental and physical trauma caused by the defendant. This inmate continues to deny and minimize the crime by refusing to admit he was speeding and denying being impaired while arguing with his girlfriend on the phone, which resulted in the devastating crash."The crash killed Annamarie Contreras, 50, and Cruz Contreras, 52, of Chandler, Ariz.; and Hacienda Heights residents Andre Banks, 49, and Francine Jimenez, 46. Seven other people were also seriously injured.Sepolio was traveling between 81 and 87 miles per hour when he lost control and plunged over the bridge, landing in the park below where a motorcycle rally had attracted nearly 1,000 people, according to Stephan. Sepolio had testified that another vehicle would not let him over into the left-hand lane, so he sped up twice to pass before the crash occurred. 1912

SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer announced Wednesday that a record number of potholes have been filled in the city in 2019.An average year sees 32,000 potholes filled, but Wednesday crews filled pothole number 49,000. This year the city tripled the number of pothole repair teams and extended their hours to include nights and weekends. Matt Sinclaire lives on Georgia Street in University Heights, however, and showed 10News a doorknob flier that was left at homes on his block last week announcing that street would be repaved this week. Curiously, the no parking signs were pulled Friday, he says, and the job, he was told, was canceled. Wednesday, that announcement from the mayor was held, and two potholes were repaired directly in front of Sinclaire's home. "This whole thing pissed me off," says Sinclaire. "We waited this long and finally we were going to see our street paved... but we have a nice shiny little black square that's going to probably be good for the next year." Deputy City of San Diego Chief Operating Officer Johnnie Perkins told 10News the project was postponed, not canceled, due to the subcontractor's staffing issues. There was a miscommunication and the contractor gave neighbors bad information about a cancellation, Perkins said. SAN DIEGO (KGTV) — Residents of several inland North County communities tell 10News they are fed up with the numerous delays which have led to a series of road improvement projects to take more than two years to complete.The most impactful is the widening of Rancho Bernardo Road between I-15 and Bernardo Center Drive.Work on that stretch began in February of 2017 and was projected to take six to seven months. It's almost a year past that point. Residents say rush hour traffic in the area is traffic, and say that the narrower lanes caused by the road work are a safety hazard.RELATED: Couple warns of loose temporary road markers along Highway 79One woman said she almost hit a person, another said she witnessed an accident, and a man says his car clipped temporary fencing along the project twice.The project is being managed by a private developer who agreed to do the road work as part of the approval for their new housing project five miles away in Black Mountain Ranch.10News confirmed with the City of San Diego and the office of Councilmember Mark Kersey that the developer has missed multiple deadlines.
