San Diego (KGTV)- After a second vote, a marijuana production facility is given the green light to move forward. Dozens of people, on both sides of the issue, were there as city leaders made their decision. Planning commissioners voted 4 to 2, giving business leaders the conditional use permit they needed to move ahead with plans. “We’re elated that the decision was in our favor,” says Jared Angell, CFO of THinC. “We followed all the rules and regulations and were glad to see that the planning commission could uphold that.”Business leaders were hoping for this decision after a deadlock vote of 3 to 3 last week. The over 21,000 square feet building on Ruffner Road will be used for the marijuana production site. During today’s vote, some planning commissioners asked that the building, moving forward, be more transparent by adding more windows. Commissioners also requested storage items be housed on the top level. Community members were concerned about the safety and future of their neighborhood, but business leaders say ThinC is committed to working with everyone.“We reached out to a lot of local business and community members, and we’ve been working with them to ensure that our business will not negatively affect them in any way,” says Angell. “It sends a strong message about the strength of community,” says community member Ping Wang. “I would be overjoyed for our community coming together, banning together, and supporting each other.”The site will be used for manufacturing and distributing marijuana products. SAN DIEGO (KGTV) -- Wendy Caceres smiled as two salon workers doted over her hair and makeup. It was a momentary break from the last two-and-a-half months when she's been worried about many things, least of all herself.On August 15, Caceres gave birth to her son Santino at 29 weeks. He's been in the NICU at Sharp Mary Birch Hospital ever since."Very traumatizing, honestly," Caceres said over the hum of hair dryers at Robert Cromeans Salon downtown. "I don't take time for myself really," she said. "It's really cool they did this, honestly."Caceres was one of eight NICU moms treated to a hair and makeup makeover at the salon Monday during an event organized by March of Dimes.The event came on the same day the March of Dimes released a report card showing the premature birth rate in the U.S. rose for the fourth straight year to 10.02 percent.Preterm birth rates worsened in 30 states. California fared better than the national average. In San Diego County, the rate actually improved year-over-year to 8.4 percent.It's still largely a mystery why some women deliver early. Still, March of Dimes says there are several known risk factors, including poverty, lack of health insurance, and inadequacy of prenatal care.The March of Dimes issued a number of policy recommendations nationally, including: Expanding group prenatal care.Ensuring that women have access to public health insurance programs.Expanding Medicaid to cover individuals with incomes up to 138 percent of the federal poverty level to improve maternal and infant health.Making sure all women have Medicaid coverage for at least one year postpartum.To read the full report, click here. 1667

SAN DIEGO (KGTV)- A man was arrested last month after allegedly using a body bag and gurney to steal from a deceased man’s home, according to the San Diego County Sheriff’s Department.On August 31st, around noon, sheriff’s deputies responded to a welfare check at a Spring Valley home and discovered a 60-year-old man dead inside.They say he died of natural causes and was transported to a mortuary by a contracted independent mortuary service.A couple of days later, the victim’s family reported missing items, including a gun and a safe. They then watched surveillance video from the home and learned it had been burglarized.The alleged burglary happened about 11 hours after deputies responded to the welfare check.In the video provided by the sheriff's department, you see a man, now identified as Sammy Willie Gates, rolling a gurney and body bag out of the house and into a white van.Detectives say the body bag was full of stolen items.Gates is the owner of Mortuary Transportation services, a contracted independent mortuary service; however, deputies say his company was not used to transport the victim’s body earlier.It’s unclear how Gates would have known the home was empty.Detectives from the Rancho San Diego Sheriff’s Station served a search warrant at Gates home in unincorporated El Cajon on September 9th.Inside, they found the victim’s safe and gun, along with 16 more firearms, two additional safes, jewelry, watches, war medals, comic books, thousands of dollars in collectible coins, and multiple personal identifying documents.Detectives also found a gurney and body bag matching the items in the video in Gate’s white utility van.He was arrested and charged with felonies, including Burglary of the First Degree and Receiving Stolen Property.Gates has prior felonies and is due in court for a preliminary hearing in January. 1857

SAN DIEGO (KGTV) - Westview High School officials Wednesday scrambled to cover up offensive graffiti painted prominently on campus overnight.A custodian discovered the graffiti over a "W" in the center of campus "defaced with graffiti containing offensive symbols and language," according to Westview Principal Tina Ziegler.The graffiti was described to 10News reporter Steve Fiorina as depicting several swastikas, sexual and crude language, profanities, and obscene drawings.In a letter to parents, Ziegler said campus security and custodians worked quickly to prevent students' exposure to the graffiti: 639
