MALIBU (CNS) - More Malibu residents forced to flee the Woolsey Fire were back home today, in time to face a rain forecast for Wednesday that raises fears of possible mudslides as the estimated date for full containment of the fire was moved back to Thursday.Since erupting Nov. 8 in Ventura County and quickly spreading into Los Angeles County, the fire has charred 96,949 acres and was 94 percent contained by Monday morning, up from 91 percent earlier in the day.Full containment had been projected to occur Sunday, but that estimate was initially pushed back to Monday and then to Thursday.RELATED: Frantic search goes on for missing after Camp FireThe number of structures destroyed across the two counties has been raised to 1,500, with 341 damaged. About 95 percent of the burn area assessment has been completed. The death toll stands at three civilians, and three firefighters have been injured. Marine Sergeant Richard Murphy was missing in action for more than seven decades in a World War II battle on the Pacific front.Murphy’s amphibious landing craft got stuck on a reef and everyone had to abandon ship to get to shore. He stayed behind to help another wounded Marine."That’s when shell fire came in and blew up the craft and Uncle Richard and his fellow marine were never seen again alive," said Jerry Murphy, Richard’s nephew.Jerry and his cousin Jeanne Robinson’s DNA were used to identify Richard’s remains that washed up on the beach in Sia Pan in 1944. Jerry, along with his cousins, had never met Sergeant Murphy, yet the family bond is strong."It’s an amazing family experience it’s got us all here together," said Jerry.Sgt. Murphy had more than just his duties as a fighting Marine."Uncle Richard, in addition to carrying his pack as a marine and his M-1 rifle, had a typewriter with him because he was a war correspondent," said Jerry.Funerals are usually a solemn occasion."But this is a celebratory time,"Jerry said. "It’s a happy and upbeat type of event and so extraordinary."Robinson is Sgt. Murphy’s niece and never met her uncle but was well aware of his military achievements. "He was always with us. He was that handsome Marine looking out of the picture frame, he was that empty chair at Thanksgiving, he was always the person we heard stories about," said Robinson.And the man of those stories is home where the family finally could reach out and touch their uncle — a Marine, an American, a hero. One of Sgt. Murphy’s last correspondents home was to his mother. "He said, 'you know, I don’t want to die but I’m not afraid to die for my county' and that just makes us oh so proud of Uncle Richard," said Jerry.Sgt. LOUISVILLE, Ky. — Kentucky’s attorney general has received a long-awaited ballistics report in the police shooting of Breonna Taylor. Attorney General Daniel Cameron tweeted Sunday that there is additional analysis needed now that the report is in his hands. He says there will be no announcement on the investigation this week. Cameron has indicated the ballistics report has slowed the investigation of Taylor’s death by police on March 13. Taylor was shot in her home by police as they served a no-knock narcotics warrant on her home. MENTOR, Ohio — Some northeast Ohio salon owners are concerned House Bill 189, which proposes cuts in mandatory cosmetology training, could create a potential public safety issue.The measure sponsored by State Representatives Kristina Roegner (R-Hudson) and Alicia Reece (D-Cincinnati) calls for a reduction in training for cosmetology licensing from 1500 hours to 1000 hours.Bill proponents believe the measure will improve Ohio’s cosmetology laws by allowing more cosmetology graduates to enter the workforce earlier and with less debt, thus increasing entrepreneurship and bolstering the workforce for Ohio’s salons.But some local salon owners, like Jennifer Pealer with Jenniffer and Company Salon in Mentor, believe a reduction in required training can set-up future cosmetologists for potential salon mistakes. Pealer believes 1500 hours of training is needed to insure cosmetologists are prepared to use potentially hazardous chemicals and equipment on a daily basis."The biggest thing is public safety," said Pealer. "Hair damage can occur very easily without proper training. What happens is there is damage to the follicle, the hair breaks off, and if it's not reproduced, there could be balding."Salon owner Nancy Brown owns the Brown Aveda and Casal Aveda Institutes for cosmetology training in Northeast Ohio and believes HB-189, and its companion Senate bill, SB-129, are being considered for the benefit of chain salons, which provide quick hair cuts and not more technical services.Brown believes the measures sets cosmetologists up to be under-trained, and could also cut training for nail technicians to just 100 hours."The equipment we use requires training, the shears we use are sharp enough to perform surgery," said Brown. "Our curling irons at the professional level are 450 degrees.
