An explosion rocked a chemical plant early Wednesday in Texas, causing extensive damage across the small city of Port Neches and leaving at least three employees injured.A chemical fire continues to burn at the site, and a mandatory evacuation order has been issued within a half mile of the TPC Group plant, about 90 miles east of Houston, the Nederland Volunteer Fire Department said."There's extensive damage throughout the City," Port Neches Police Department said in a statement. "Please stay off the roads anywhere near the refineries. Obey all the barricades that are in place. We are doing everything we can to keep everyone safe and informed."Personnel have been evacuated from the plant, which makes products for chemical and petroleum companies, said TPC Group, which runs the Port Neches Operations site. About 13,000 people live in Port Neches, and some said their home windows were blown out by the blast. The fire is burning a chemical called butadiene, police said. A colorless gas, butadiene is considered a health hazard, according to the US National Library of Medicine. It is made from processing petroleum and is used to make synthetic rubber and plastics."Our focus is on protecting the safety of responders and the public, and minimizing any impact to the environment," TPC Group said.The injured employees are undergoing treatment, the company said.'Then I noticed an orange glow'Tyler Shawn Dunlap was sleeping when the explosion rocked his house."I heard and felt my house shake. I first thought people were coming to break in 'cause of our intense security," he told CNN. "I went to Dad's room, and he thought our generator blew up, so we checked that, then I noticed an orange glow from the clouds."Trent Lee said the explosion sounded like a nuke and shook everything in Port Neches. An inmate was mistakenly released from the troubled Cuyahoga County Jail last week, in spite of the inmate telling jailers that he wasn’t supposed to be released.Not only did that inmate tell at least one jailer he was supposed to stay locked up, Administrative Judge John Russo said he also called a judge's bailiff and let him know about the mistake too.The confusion that led the jail to mistakenly release Fransisco Cruz appears to once again stem from an inmate with multiple cases in the system at the same time.Court records show Cruz was sentenced to 18 months in prison in October 2017 on domestic violence, drug, escape and theft charges.Nine months later, in July 2018, Cruz was released from prison and put into a transitional control program, a type of supervised release.While out, Cruz was arrested again on drug charges in May of this year and put back behind bars to finish his sentence. That prison sentence ended on October 2.The same day, Cruz was sentenced on the May drug charge.Judge Peter Corrigan ordered Cruz spend time in a substance abuse facility and ordered the Cuyahoga County Sheriff's Department to take him there.What happened next is still something jail administrators are trying to figure out.A spokeswoman said the state notified the jail that Cruz's sentence was over. He was released Friday and told to report to his parole officer.That’s when Cruz told a jailer they were supposed to take him to inpatient treatment, Russo told News 5 investigators. But that didn't happen.Cruz then called Corrigan's courtroom to tell the judge what happened, Russo said. A bailiff called the treatment center, but they said they could only take Cruz if the sheriff's department brought him.The county said the 36-year-old was taken back into custody yesterday when he showed up to meet his parole officer.This is at least the fourth mistaken release from the jail since spring. At least 25 people have died in a suspected arson attack at a renowned animation studio in the Japanese city of Kyoto on Thursday, according to police.The death toll at the Kyoto Animation Co. building is expected to rise and the city's fire department said that 36 people were injured in the blaze, some critically.A Kyoto prefectural police spokesperson said a 41-year-old man suspected of carrying out the attack also had a backpack containing several knives. The suspect poured what appeared to be gasoline around the studio and set it on fire.The suspect is currently in hospital with serious burn injuries and police do not expect to be able to question him on Thursday.The fire broke out at about 10:30 a.m. local time on Thursday (9:30 p.m. ET) in the company's 1st Studio building in Kyoto's Fushimi-ku district. As colleges across the country have canceled classes for the remainder of the year in the hopes of limiting the spread of COVID-19, Liberty University in Virginia is welcoming students back to campus.An order by Virginia Gov.
